The Ministry of Construction has just sent an official dispatch to the Prime Minister regarding the adjustment of the investment progress of the Hung Yen - Thai Binh expressway (CT.16).
Accordingly, in order to soon approve the investment policy of the Project; promote the effectiveness of the Hung Yen - Thai Binh expressway from Ring Road 4 to Ring Road 5, the Ministry of Construction proposed that the Prime Minister consider and approve the adjustment of the investment progress of the Hung Yen - Thai Binh expressway from Ring Road 4 (Hung Yen province) to Ring Road 5 (Ninh Binh province) with the investment progress before 2030.
The Ministry of Construction proposed that the head of the Government assign this ministry to coordinate with the People's Committee of Hung Yen province to study investment in the section from Ring Road 4 to Yen My intersection (Hung Yen province) to soon form a radial vertical expressway connecting Ring Road 4 to Ring Road 5.
Previously, implementing the Prime Minister's direction on "upgrading the road connecting Hanoi - Hai Phong Expressway and Cau Gie - Ninh Binh Expressway into an expressway by 2025", the Ministry of Construction assigned Project Management Board 6 to prepare a Report proposing investment policy for the Project to build and upgrade the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway into an expressway.
Up to now, Project Management Board 6 has completed the Investment Proposal Report for the Project to build and upgrade the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway into an expressway.
Research results show that the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway according to the planning is Hung Yen - Thai Binh expressway (CT.16) which was previously invested by the Ministry of Transport with the scale of a grade II road, 4 lanes and completed and put into operation from 2019 and 2024.
According to the plan, the Hung Yen - Thai Binh expressway (CT.16) is 70 km long, has 4 lanes, and will be invested after 2030.
To ensure the openness of the planning, in accordance with the practical needs of regional transportation, serving local socio-economic development, the planning has allowed roads to accelerate the investment roadmap, so in Clause 2, Section III of Decision No. 1454/QD-TTg on approving the Road Network Planning for the period 2021 - 2030, with a vision to 2050, it is stipulated: "For investment planning projects after 2030, in case localities have investment needs to serve socio-economic development and mobilize resources, report to the Prime Minister for approval for early investment".
Therefore, to implement the investment project according to the direction of the Prime Minister, it is necessary to adjust the investment progress of the Hung Yen - Thai Binh expressway (CT.16) as a basis for approving the investment policy of the project.
According to the Ministry of Construction, currently, the demand for transportation on the road connecting Hanoi - Hai Phong Expressway with Cau Gie - Ninh Binh Expressway is increasing rapidly, with traffic volume of about 20,000 vehicles/day and night. There are still many intersections at the same level on the route and traffic is organized according to normal national highway standards, which reduces the capacity of the route.
Therefore, it is necessary to soon consider, research and invest in upgrading the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway into an expressway.
It is known that the project to build and upgrade the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway into an expressway with a length of about 30.26 km passing through Hung Yen and Ninh Binh provinces, with a scale of 4 lanes, a design speed of 80 - 100 km / h, with a preliminary total investment of about 1,800 billion VND. The implementation period is from 2025, basically completed in 2026.
The project is invested in the form of public investment using the state budget, of which: 170 billion VND is used from the increased central budget revenue in 20245; the remaining capital (about 1,630 billion VND) is arranged from the medium-term plan for the period 2026 - 2030 of the Ministry of Construction.
