Adjusting speed and traffic plans on some highways

On October 28, the Vietnam Road Administration issued a number of decisions adjusting lane division plans as well as vehicle speeds on a series of highways.

Accordingly, for the Noi Bai - Lao Cai expressway, the Vietnam Road Administration has approved the traffic organization plan for the IC.13 intersection. The main adjustments and supplements include: Amending and supplementing point a, clause 3, Chapter III, Part II, section from Km0+00 - Km123+080, as follows: Lane 1, maximum speed allowed: 100 km/h; minimum speed allowed: 80 km/h. Lane 2, maximum speed allowed: 100 km/h; minimum speed allowed: 60 km/h. For the location of the National Highway 2 underpass (Km0+080 - Km0+840), the Red River overpass (Km76+600-Km78+640) and the Lo River overpass (Km47+350 - Km48+550) as follows: Lane 1, maximum speed allowed: 80 km/h; minimum speed allowed: 60 km/h. Lane 2: Maximum speed allowed: 80 km/h; minimum speed allowed: 60 km/h.

For the Noi Bai - Yen Bai section (from Km0+00 - Km123+080), the Vietnam Road Administration will also make adjustments. Lane 1 prohibits trucks with a total weight of over 7,500kg from circulating (including: common trucks (except single-cabin pickup trucks, double-cabin pickup trucks, van trucks); specialized trucks (except cash transport vehicles); specialized vehicles; tractors, semi-trailers; trailers) and passenger cars with over 29 seats. Lane 2: No distinction by vehicle type. Vehicles are allowed to circulate on lane 1 (lane next to the median strip), complying with the maximum speed of 100km/h, minimum speed of 80km/h; Lane 2 (lane next to the emergency lane), complying with the maximum speed of 100km/h, minimum speed of 60km/h. Similarly, on the same day, the Vietnam Road Administration issued a decision approving the temporary adjustment of the traffic organization plan for the section Km239+800 - Km242+900 of the Cau Gie - Ninh Binh expressway. Accordingly, vehicles moving from Hanoi to Ninh Binh, when reaching Km239+800, continue straight on the expressway over Liem Son bridge, pass through the construction site of the Liem Son intersection project and continue straight on the Cau Gie - Ninh Binh expressway to Ninh Binh. Vehicles moving from Ninh Binh to Hanoi, when reaching Km242+900, continue straight on the expressway over Liem Son bridge, pass through the construction site and continue straight on the Cau Gie - Ninh Binh expressway to Hanoi.

The decision also clearly states that people, vehicles participating in traffic on this section and related organizations and individuals must comply with regulations on "highway traffic". For vehicles traveling on the highway from Ninh Binh to Hanoi. Up to Km242+770, the maximum speed allowed is 100km/h; Up to Km242+570, the maximum speed allowed is 80km/h; Up to Km242+420, the maximum speed allowed is 60km/h; The maximum speed allowed when a vehicle passes through the section from Km242+420 to Km240+500 is 60km/h. Vehicle drivers must keep a safe distance from the vehicle immediately in front of their vehicle according to the provisions of Circular No. 38/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now the Ministry of Construction) regulating the speed and safe distance of motor vehicles and specialized motorbikes participating in traffic on roads. In addition, the Vietnam Road Administration has just issued a decision to adjust and supplement the pilot traffic organization plan for lane division and speed regulations on the Phan Thiet - Dau Giay Expressway and the Ho Chi Minh City - Trung Luong Expressway. The above two decisions were issued based on the opinions of the Traffic Police Department and Road Management Area IV on adjusting the traffic organization plan for lane division and speed regulations on each lane for the Ho Chi Minh City - Trung Luong and Phan Thiet - Dau Giay Expressways.

The Department of Roads requires vehicles not to exceed the maximum speed and below the minimum speed indicated on signs and painted on the road surface.

According to the decision of the Department of Roads, the Ho Chi Minh City - Trung Luong Expressway consists of 4 lanes and 2 emergency lanes. The lanes are designated for the following types of vehicles: Lane 1 (lane close to the median strip): Trucks with a total weight of over 7.5 tons are prohibited from circulating, including: general trucks (except single-cabin pickup trucks, double-cabin pickup trucks - pickup trucks, VAN trucks); specialized trucks (except cash transport cars); specialized vehicles; tractors; trailers; passenger cars with over 29 seats. Vehicles allowed to circulate on lane 1 must comply with the maximum speed of 100km/h, minimum speed of 80km/h (minimum speed increased from 60 to 80km/h). Lane 2 (lane next to the emergency lane): Regardless of vehicle type (all vehicles allowed to enter the highway are allowed to use this lane), vehicles in lane 2 must comply with the maximum speed limit of 100km/h, minimum speed of 60km/h (maintain the minimum speed).
