The Government issued Decree No. 88/2025/ND-CP dated April 13, 2025 detailing and guiding a number of articles of Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science , technology, innovation and national digital transformation development.
Decree No. 88/2025/ND-CP clearly stipulates the conditions and basis for financial support for telecommunications enterprises to quickly deploy 5G network infrastructure.
Support conditions
According to Decree No. 88/2025/ND-CP, telecommunications enterprises are supported according to the provisions of Article 11 of Resolution No. 193/2025/QH15 when meeting the following conditions: Telecommunications enterprises have completed the deployment of at least 20,000 5G broadcasting stations nationwide (all provinces and centrally run cities) that have been accepted and put into use in the period from February 19, 2025 to December 31, 2025; 5G stations are installed at existing infrastructure locations or newly deployed.
Each 5G station is only counted for one network operator; 5G stations are installed outdoors, using 64T64R, 32T32R, 16T16R, 8T8R, 4T4R devices.
Each station has 1 or more radio transceivers; Telecommunications enterprises have proposed plans and budget estimates to support the rapid deployment of 5G network infrastructure to the Ministry of Science and Technology according to regulations.
Business support base
The basis for supporting enterprises to quickly deploy 5G network infrastructure includes: Decision of the Minister of Science and Technology recognizing the results of quickly deploying 5G network infrastructure for enterprises eligible for financial support; Decision of the Minister of Science and Technology on the average equipment cost for a 5G broadcasting station purchased in 2025 by supported telecommunications enterprises, determined by each type and origin of goods of the manufacturer (developed or developing country); Decision of the Prime Minister approving financial support for enterprises eligible for financial support to quickly deploy 5G network infrastructure; has arranged the state budget expenditure estimate to support the quick deployment of 5G network infrastructure according to the provisions of the law on the state budget.
The Decree clearly states: the State budget provides financial support for businesses to quickly deploy 5G network infrastructure from other development investment expenditure sources of the Central budget.
State budget funding to financially support enterprises to quickly deploy 5G network infrastructure that meet the financial support conditions as prescribed in Resolution No. 193/2025/QH15 and this Decree is a financial support that does not form state assets at enterprises.

Enterprises shall account for financial support in accordance with the provisions of law on enterprise accounting. In case of accounting problems, the Ministry of Finance shall be responsible for guiding enterprises in implementation.
The Ministry of Science and Technology is responsible for establishing a field inspection team if there are signs that businesses have inaccurately reported the number of 5G transmission stations deployed in their financial support application.
Cases in which businesses must reimburse support costs
The Decree also stipulates that the following cases require enterprises to reimburse financial support costs for rapid deployment of 5G network infrastructure: Failure to meet the above conditions when inspected and verified by competent authorities as prescribed; falsifying documents, using illegal documents; reporting and declaring inaccurate information and data, leading to the determination of the amount of financial support received being higher than the actual level.
In addition to being handled according to the provisions of law, enterprises violating the above provisions must also compensate for financial support costs for rapid deployment of 5G network infrastructure as follows:
In case the enterprise fails to complete the target of 20,000 5G broadcasting stations meeting the prescribed conditions, the enterprise must return to the State budget the entire amount of support received, and at the same time pay to the State budget a fine equal to the amount of funds calculated according to the average loan interest rate of State-owned commercial banks at the same time, the amount of fine for violations is calculated from the time the enterprise receives the support funds to the time of paying the fine.
In case an enterprise exceeds the target of 20,000 5G transmission stations and meets the prescribed conditions, but the number of 5G transmission stations does not meet the conditions upon actual inspection, the enterprise must return to the state budget the amount of support received corresponding to the amount of support received for 5G transmission stations that do not meet the prescribed conditions; at the same time, the enterprise must return to the state budget the amount of violation fine calculated on the amount of support received for 5G transmission stations that do not meet the prescribed conditions and the average loan interest rate of the State-owned commercial bank at the same time, the violation fine is calculated from the time the enterprise receives support funds to the time of paying the fine.
The Ministry of Science and Technology is responsible for determining the amount of money that enterprises must pay to reimburse financial support costs for rapid deployment of 5G network infrastructure after having the results of inspection and actual examination of the deployment of 5G network infrastructure of enterprises according to the provisions of law and the provisions of this Decree.
The deadline for enterprises to pay the violation fee to the state budget is 30 days from the date of the decision of the Ministry of Science and Technology determining that enterprises must pay compensation for financial support costs to quickly deploy 5G network infrastructure.
The above decision takes effect from April 13, 2025./.
