The Central Propaganda and Mass Mobilization Commission delegation worked with the Provincial Party Committee

On the morning of October 29, the working delegation of the Central Propaganda and Mass Mobilization Commission led by Comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, had a working session with the Provincial Party Committee on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection.

Attending and working with the delegation were comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; leaders of the Provincial Party Committee's Propaganda and Mass Mobilization Commission and a number of provincial departments and branches.

Implementing Resolution No. 57 of the Politburo, the Standing Committees of the Provincial Party Committees of the two provinces ( Ha Giang and Tuyen Quang) before and after the merger focused on leading and directing Party committees and authorities at all levels to do a good job of disseminating, propagating and concretizing the goals, tasks and solutions into programs and implementation plans. The implementation method ensures connectivity, synchronization and efficiency, especially serving the requirements of organizing the political system at the provincial and communal levels, digital transformation associated with administrative reform, streamlining the apparatus, improving the effectiveness and efficiency of state management. The digital platforms, applications, digital services and important information systems of the province basically operate stably, in accordance with the new organizational model.

Comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, delivered a concluding speech at the working session.

Up to now, the province has completed 24/25 tasks according to Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation; completed 12/20 tasks in Resolution No. 71/NQ-CP dated April 1, 2025 of the Government implementing Resolution No. 57-NQ/TW of the Politburo and completed 41/89 tasks in the conclusion notice of the Central Steering Committee. The uncompleted tasks are being continued to be directed and implemented by the Provincial Party Committee.

Implementing Conclusion No. 81, mechanisms and policies on resource management, environmental protection and forest development were issued promptly and effectively. Climate change response, natural resource and environmental management were proactively implemented by all levels, sectors and localities and achieved important results. Forest management, protection and development were strengthened, the forest coverage rate of the whole province was maintained at over 60%, and the area of ​​natural forests was stably protected. Actively implementing digital transformation, applying software to manage land databases, environmental monitoring, forest resources and water resources monitoring. Awareness and responsibility of all levels, sectors, cadres, party members and people on the position, significance and importance of proactively responding to climate change; preventing and combating natural disasters, managing natural resources and the environment were raised, contributing to socio- economic development, ensuring national defense and security in the province.

At the working session, members of the Central Propaganda and Mass Mobilization Commission's working delegation highly appreciated the direction, management and results of implementing tasks according to Resolution No. 57 and Conclusion No. 81 of the Politburo. At the same time, they requested the province to continue to have more specific solutions in solving difficulties and problems in digital human resources, eliminating mobile signal depressions; taking advantage of science, technology, digital transformation to promote the development of local strengths such as typical agricultural and forestry products, tourism, etc.

Leaders of the Department of Agriculture and Environment shared some activities of applying science and technology in the agricultural sector of the province.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung thanked the working delegation for their meaningful advice to the province in implementing Resolution 57 and Conclusion 81 of the Politburo. At the same time, she informed and clarified some difficulties and limitations in applying science and technology to develop the province's economy, life and society.

The Standing Deputy Secretary of the Provincial Party Committee hopes that the Central Propaganda Department and ministries and branches will help connect scientists to support the province in applying science and technology to economic and social fields, especially in agricultural and forestry development, so that Tuyen Quang can find its own path in line with the Central's orientation. He proposed that central ministries and branches have fundamental, long-term, and sustainable solutions to support the province in responding to climate change, exploiting forestry potential, selling carbon credits, treating household waste and collecting and treating pesticide packaging and shells; and supporting equipment resources to meet the requirements of digital transformation at the grassroots level.

Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Nguyen Lam Son reported on the implementation of Resolution No. 57 and Conclusion No. 81 of the province.

Concluding the conference, comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, praised the province's efforts in implementing Resolution No. 57 and Conclusion No. 81 of the Politburo. He affirmed that the province's implementation results showed the great efforts, dedication, responsibility and innovation of the Party Committee, government and people of all ethnic groups in Tuyen Quang.

Comrade Huynh Thanh Dat suggested: Tuyen Quang needs to continue to concretize the Resolution of the 13th National Party Congress and the resolutions of the Politburo into a specific action program for Tuyen Quang province (new), ensuring practicality, feasibility and effectiveness. Focus on building Tuyen Quang into a center for sustainable development in the Northern Midlands and Mountains region. Strengthen communication and public awareness of nature and environmental protection; focus on training and fostering a team of cadres with courage, capacity, and innovative thinking, meeting the requirements of digital transformation and international integration, turning potential into a driving force for development; research solutions for environmental protection, nature conservation, and climate change response.

Leaders of the Department of Science and Technology and the Central Propaganda and Mass Mobilization Commission spoke at the discussion.

He proposed that central ministries and branches support Tuyen Quang in building specific mechanisms and policies, especially on transport infrastructure, digital transformation in border areas and development of green economy and circular economy; and soon eliminate the situation of blank and recessed telecommunications signals in the province.
