On the morning of October 29, the working delegation of the Central Propaganda and Mass Mobilization Commission led by Comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, had a working session with the Provincial Party Committee on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection.

In implementing Resolution No. 57 of the Politburo, the Standing Committees of the Provincial Party Committees of the two provinces ( Ha Giang and Tuyen Quang), both before and after the merger, focused on leading and directing Party committees and authorities at all levels to effectively disseminate and concretize the objectives, tasks, and solutions into implementation programs and plans. The implementation methods ensured interconnectedness, synchronization, and effectiveness, especially serving the requirements of reorganizing the political system at the provincial and commune levels, digital transformation linked to administrative reform, streamlining the apparatus, and improving the effectiveness and efficiency of state management. The province's digital platforms, applications, services, and important information systems are basically operating stably and are compatible with the new organizational model.

To date, the province has completed 24 out of 25 tasks according to Plan No. 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation; completed 12 out of 20 tasks in Resolution No. 71/NQ-CP dated April 1, 2025, of the Government implementing Resolution No. 57-NQ/TW of the Politburo ; and completed 41 out of 89 tasks in the concluding notice of the Central Steering Committee. The uncompleted tasks are being continuously directed and implemented by the Provincial Party Committee.

In implementing Conclusion No. 81, mechanisms and policies on resource management, environmental protection, and forest development have been issued promptly and effectively. Climate change response and resource and environmental management have been proactively implemented by all levels, sectors, and localities, achieving significant results. Forest management, protection, and development have been strengthened, with the province's forest cover rate maintained at over 60%, and the area of natural forests protected stably. Digital transformation has been actively implemented, applying software for land database management, environmental monitoring, and monitoring of forest and water resources. The awareness and responsibility of all levels, sectors, officials, Party members, and the people regarding the position, significance, and importance of proactively responding to climate change; preventing and mitigating natural disasters; and managing resources and the environment have been enhanced, contributing to socio-economic development and ensuring national defense and security in the province.

During the working session, members of the Central Propaganda and Mass Mobilization Department's working group highly appreciated the province's leadership, management, and the results of implementing tasks according to Resolution No. 57 and Conclusion No. 81 of the Politburo. They also requested the province to continue developing more specific solutions to address difficulties and obstacles related to digital human resources, eliminate mobile phone coverage gaps; and leverage science, technology, and digital transformation to promote the development of local strengths such as distinctive agricultural and forestry products, and tourism.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung thanked the working group for their valuable advice on implementing Resolution 57 and Conclusion No. 81 of the Politburo. She also provided information and clarified some difficulties and limitations in applying science and technology to develop the province's economy and social life.

The Standing Deputy Secretary of the Provincial Party Committee expressed his hope that the Central Propaganda Department and relevant ministries and agencies would help connect scientists to support the province in applying science and technology to economic and social fields, especially in agricultural and forestry development, so that Tuyen Quang can find its own path in line with the central government's orientation. He proposed that central ministries and agencies provide fundamental, long-term, and sustainable solutions to support the province in responding to climate change, exploiting forestry potential, selling carbon credits, processing household waste, and collecting and processing pesticide packaging and containers; and provide resources and equipment to meet the requirements of digital transformation at the grassroots level.

In his concluding remarks at the conference, Comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Department, commended the province's efforts in implementing Resolution No. 57 and Conclusion No. 81 of the Politburo. He affirmed that the province's implementation results demonstrate the tremendous efforts, dedication, responsibility, and innovative spirit of the Party Committee, government, and people of Tuyen Quang province.

Comrade Huynh Thanh Dat suggested that Tuyen Quang should continue to concretize the Resolution of the 13th National Congress of the Party and the resolutions of the Politburo into a specific action program for the (new) Tuyen Quang province, ensuring its substance, feasibility, and effectiveness. Focus on building Tuyen Quang into a sustainable development center of the Northern Midlands and Mountains region. Strengthen communication to raise community awareness about nature conservation and environmental protection; prioritize training and fostering a team of capable, innovative, and resourceful cadres to meet the requirements of digital transformation and international integration, turning potential into a driving force for development; and research solutions for environmental protection, nature conservation, and climate change adaptation.

The comrade proposed that central ministries and agencies support Tuyen Quang in developing specific mechanisms and policies, especially regarding transportation infrastructure, digital transformation in border areas, and the development of a green and circular economy; and to quickly eliminate the problem of no or weak telecommunication coverage in the province.
