After the inspection, comrade Le Huyen worked with relevant departments, agencies, and units in Bac Nha Trang ward to determine the cause and propose urgent and long-term solutions to handle the situation of leachate flowing into the environment in recent times.

At the meeting, representatives of departments, branches, localities, and management units stated that the current area of Bac Nha Trang ward has the old Ru Ri landfill (closed), Luong Hoa landfill, and Luong Hoa leachate treatment station. In recent years, Luong Hoa landfill and Luong Hoa leachate treatment station have operated well in collecting and treating garbage and leachate according to the design process. However, Ru Ri landfill was formed in the mid-1980s, is an open-air landfill, with outdated technology, and has no bottom lining, so leachate always exists and flows into the environment for a long time. In 2014, Ru Ri landfill was closed by covering the surface of the landfill with soil and a waterproof membrane. Over the years, the province has made many efforts to renovate and fix the problem, but when there is prolonged heavy rain, leachate from the Ru Ri landfill combined with the unusual rainwater flow from two upstream dry streams causes overload for the Luong Hoa leachate treatment station, leading to leachate flowing into the environment.

After listening to the opinions at the meeting, comrade Le Huyen emphasized that the complete treatment of leachate from the old Ru Ri landfill is urgent, requiring timely, fundamental, long-term solutions with the highest sense of responsibility. Comrade Le Huyen assigned the Provincial Development Project Management Board to receive proposals and solutions from departments, branches, and localities; hire an environmental consulting unit to help the board identify the problem, from there synthesize and propose to the Provincial People's Committee groups of solutions for immediate and long-term treatment with specific works and projects. In the coming years, Luong Hoa landfill will also close, the province is attracting investment in a waste-to-energy plant project in this area to solve fundamental and long-term waste and environmental problems. The province commits that environmental problems at the old Ru Ri landfill will be completely resolved in the soonest time.
