Regarding the situation of smuggling, trade fraud and counterfeit goods, in the domestic area, the Market Management force, the Police and related functional forces have coordinated to propagate the law, conduct specialized inspections, check and handle administrative violations, investigate, prosecute and try violations; coordinate propaganda and mobilize people to sign commitments to comply with the law, implement civilized trade in business, and improve consumers' skills in choosing goods.

As a result, in the first 10 months of 2025, functional forces in the province inspected and handled 4,234 violations of smuggling, trade fraud, counterfeit goods, and banned goods, down 20.8% over the same period; administratively sanctioned 3,821 cases, down 20.08% over the same period in 2024. The total amount of administrative fines was VND 96.05 billion, up 87.27% over the same period; prosecuted 288 cases (down 23.4% over the same period) with 527 subjects (up 0.75% over the same period in 2024).

However, the reality of smuggling and trade fraud is still complicated, with the risk of trade fraud through taking advantage of import and export procedures; the situation of smuggling, small-scale illegal transportation of frozen food products still occurs. At the working session, representatives of relevant departments, branches, units and forces of the province clarified the results of implementing Directive No. 13/CT-TTg dated May 17, 2025, telegrams and conclusions of the Prime Minister on the fight against smuggling, trade fraud and counterfeit goods in the new situation; analyzed the causes and limitations; at the same time, pointed out the difficulties and obstacles and proposed a number of solutions to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods in the coming time.

Members of the National Steering Committee 389's working group also discussed and clarified a number of issues related to: goods at risk of being smuggled across the border; identifying prominent and complicated issues, new methods and tricks of the subjects...

At the same time, it is recommended that: In the coming time, the Provincial Steering Committee 389 continue to advise on the effective implementation of directives, telegrams, and directions of the Government and the National Steering Committee 389 on the fight against smuggling, trade fraud, and counterfeit goods; develop a plan for the peak of anti-smuggling and trade fraud before, during, and after the Lunar New Year 2026.
