Hue City Police disciplined and handled cases of boatmen ferrying people across flooded roads and charging "exorbitant" prices in Hue.
Currently, 32 communes/wards in Hue city are still deeply flooded, with an average flood level of 1-2 meters, and deeper in some places; National Highway 1 through Phu Loc commune and Huong Tra ward is still flooded from 10-20cm, and the section through Phu Xuan and Thuan Hoa wards is still flooded from 30-80cm deep, diverted in the direction of Hue bypass.


In Hue City, there are currently more than 44,507 houses flooded with a depth of 0.5 - 0.9m, in some places from 1 - 2m, some localities are heavily affected such as Quang Dien commune, Hoa Chau ward,...




On the morning of October 30, Mr. Phan Thien Dinh, Chairman of Hue City People's Committee, issued an official dispatch on strengthening the prevention and avoidance of drowning accidents to ensure the safety of people's lives and property. Accordingly, in the coming days, the flood situation in the area will continue to be complicated; water levels on river banks remain high and there are many unusually strong currents.
To limit possible drowning and injury accidents, the Chairman of the City People's Committee requested: Chairmen of the People's Committees of communes and wards to continue to direct the strengthening of barriers and warnings in areas with fast-flowing water, deep flooded areas and areas at risk of landslides after floods; take full responsibility before the Chairman of the Hue City People's Committee and before the law if there is a lack of responsibility in leadership and direction that affects the lives and property of the people and the state.
Hue City Police directed specialized departments and police of communes and wards to continue to organize forces to set up barriers and warnings to ensure safety for people and vehicles passing by; absolutely do not allow floating vehicles and personal vehicles to move on flooded roads, rivers, lakes, canals, etc. that are not safe and not fully equipped with necessary life-saving equipment (life jackets, lifebuoys, buoyancy materials, etc.).



The Department of Education and Training and Hue University directed schools and educational and training establishments in the city to strengthen propaganda, dissemination and guidance on knowledge and skills to prevent and avoid drowning accidents; closely coordinate with parents in ensuring safety for students before, during and after floods.
Owners of irrigation and hydroelectric reservoirs must install warning signs and build barriers at dangerous locations and areas; strengthen management and prevent the use of unsafe temporary bridges, rafts, and homemade rafts for traveling in the reservoir, leading to accidents.
Heads of departments, branches, sectors and units in the area, based on their assigned functions and tasks, organize to thoroughly grasp and seriously implement the direction of the Hue City People's Committee on the work of preventing and avoiding drowning accidents; ensure the safety of cadres, civil servants, public employees and workers under their management; be responsible to the Chairman of the Hue City People's Committee if any violations occur.
