Hue City police are cracking down on and taking action against boat operators charging exorbitant prices to transport people across flooded roads in Hue.
Currently, 32 communes/wards in Hue City are still deeply flooded, with an average water level of 1-2 meters, and even deeper in some areas; National Highway 1, the section passing through Phu Loc commune and Huong Tra ward, is still flooded with 10-20cm of water, while the section through Phu Xuan and Thuan Hoa wards remains flooded with 30-80cm of water, requiring traffic diversion via the Hue bypass road.


In Hue City, more than 44,507 houses are currently flooded with water depths ranging from 0.5 to 0.9 meters, and in some places from 1 to 2 meters. Some localities are severely affected, such as Quang Dien commune and Hoa Chau ward.




On the morning of October 30th, Mr. Phan Thien Dinh, Chairman of the People's Committee of Hue City, issued a directive on strengthening measures to prevent and avoid drowning accidents, ensuring the safety of people's lives and property. According to the directive, the flood situation in the area will remain complex in the coming days; water levels on river banks will remain high, and there will be many unusually strong currents.
To minimize drowning accidents and injuries, the Chairman of the People's Committee of Hue City requests that the Chairmen of the People's Committees of communes and wards continue to direct the strengthening of barriers and surveillance in areas with strong currents, deep flooding, and areas at risk of landslides after the floods; they will be held fully responsible before the Chairman of the People's Committee of Hue City and before the law if any irresponsible leadership or direction affects the lives and property of the people and the state.
The Hue City Police Department has directed its specialized departments and the police forces of communes and wards to continue organizing barricades and warning signs to ensure the safety of people and vehicles passing through; absolutely prohibiting floating vessels and private vehicles from traveling on roads, rivers, lakes, canals, etc., that are still flooded and not equipped with necessary life-saving equipment (life jackets, lifebuoys, flotation devices, etc.).



The Department of Education and Training and Hue University have directed schools and educational institutions in the city to strengthen the dissemination and guidance of knowledge and skills to prevent drowning accidents; and to closely coordinate with parents in ensuring the safety of students before, during, and after floods.
Owners of irrigation and hydropower reservoirs should install warning signs and barriers at hazardous locations and areas; strengthen management to prevent the use of unsafe makeshift bridges, rafts, and pontoons for transportation within the reservoir, which can lead to accidents.
Heads of departments, agencies, and units in the area, based on their assigned functions and duties, shall organize the thorough understanding and serious implementation of the Hue City People's Committee's directive on preventing and avoiding drowning accidents; ensure the safety of officials, civil servants, and employees under their management; and be held responsible before the Chairman of the Hue City People's Committee if violations occur.
