
Focusing on implementing the "National Unity Campaign for Building New Rural Areas and Civilized Urban Areas" to mobilize the participation of the entire political system and the people, Quài Tở commune has emphasized effective propaganda to raise awareness among officials and people about the meaning and benefits of building new rural areas, creating consensus in implementation. Through various specific and practical forms of propaganda, the awareness of the people has clearly changed, and people have gradually understood the benefits as well as their role and responsibility in jointly building new rural areas in the locality. Therefore, people are willing to donate land and contribute labor and resources to build new rural areas. From the beginning of the year until now, the commune has mobilized officials and people to contribute more than 180 million VND to install solar-powered streetlights along the roads leading to some villages; and plant 3 flower-lined roads totaling 1.8km, with a total cost of more than 18 million VND. Mobilizing the people of Hoi Trong and Hoi No villages to contribute labor and over 130 million VND, along with support from several businesses in providing construction materials, to build over 1.8km of concrete road into the villages; mobilizing the people of Bieng village to expand two internal field roads with a total length of 880m…
Mr. Ca Van La, Chairman of the Vietnam Fatherland Front Committee of Quai To commune, shared: "Unity in economic development, actively helping each other to sustainably reduce poverty, improve the quality of life, encourage people to legitimately get rich, contribute to achieving criteria on income, reducing the poverty rate, labor, production organization and rural economic development. The commune mobilizes people to actively participate in production development, changing the structure of crops and livestock to improve economic efficiency and income. Every year, the commune launches a campaign to support the 'For the Poor' Fund to mobilize resources to help households in difficult circumstances; effectively implements support for house construction for poor households; and coordinates activities to visit and give gifts to disadvantaged people in the area. Recently, the commune has supported the construction of 7 solidarity houses under the province's 'Shelter of Love, Social Security' program." Currently, the commune is focusing on mobilizing forces and people to help disadvantaged households build houses under the province's "Support for Building Solidarity Houses for Poor Households" project. By the end of September, 39 out of 71 households had received support to start building houses; of which 15 houses have been completed and 24 houses are under construction.
To promote the development of cultural life in residential areas, the commune mobilizes people to strictly adhere to regulations on civilized lifestyles in weddings and funerals, eliminate outdated customs, and proactively register to become "cultural families" and "cultural villages". To date, the entire commune has 1,957 households achieving the title of "cultural family" (accounting for 83%), 16 out of 19 villages achieving the title of "cultural village", and 7 villages having cultural centers. To raise awareness of environmental protection and build a bright, green, clean, and beautiful environment, the commune mobilizes people to regularly sweep and clean village roads and alleys, collect waste, plant more trees, not keep livestock and poultry under houses, and build mini incinerators. Recently, the commune has mobilized more than 110 households in Núa and Món villages to build mini incinerators to process waste. In addition, the commune also encourages people to strictly adhere to village regulations and comply with the law; actively participate in crime prevention and combating social evils, ensuring security and order at the grassroots level; and establish mediation teams in the villages to promptly resolve conflicts and disputes among the people, creating a harmonious atmosphere in the residential area.
Thanks to the unity, determination, and concerted efforts of the Party Committee, government, and people of Quài Tở commune, the new rural development program has achieved significant results. To date, the commune has met 17 out of 19 criteria and was recognized as having basically achieved the new rural standard in 2019. The people's living standards have gradually improved, with the poverty rate reduced to 18.7%, and the near-poverty rate to over 10%; average per capita income has reached approximately 35 million VND/year... Currently, the commune is focusing resources and mobilizing the people to implement the two remaining criteria – poverty reduction and income – in order to strive for the new rural standard by the end of 2023.
