The Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) said that along with the strong development of e-commerce in recent years, the number of e-commerce websites and applications that have been confirmed and registered by the Ministry of Industry and Trade has also increased significantly from 2019 to 2021.
According to the latest E-commerce White Book, the number of confirmed e-commerce websites/applications increased from 29,370 to 43,411, and the number of confirmed registered websites/applications increased from 1,191 to 1,448.
However, in addition to valid dossiers approved by the Ministry of Industry and Trade, the number of unregistered and unannounced e-commerce websites/applications still accounts for a large proportion, partly because businesses do not clearly understand the regulations and policies on e-commerce or have not been consulted to learn about clear registration and declaration procedures.
Therefore, the Department of E-commerce and Digital Economy notes that notification and registration of websites and e-commerce applications for sales with the Ministry of Industry and Trade is a mandatory requirement stipulated in legal documents. Therefore, businesses need to comply properly to avoid unnecessary fines.

To get the authentication stamp from the Ministry of Industry and Trade, businesses must go through information verification stages, which is the first step to strengthen customer trust, helping customers feel more secure when deciding to buy and use products and services provided by the business. When a business receives confirmation from the Ministry of Industry and Trade, it is necessary to help enhance the reputation of the business, affirming its brand name in the market.
After completing the notification/registration procedure, e-commerce websites/applications will be provided with a logo to be attached to their website. This logo leads to a link on the Ministry of Industry and Trade's website confirming that the website has successfully registered/notified.
In addition, because notifying/registering e-commerce websites/applications with the Ministry of Industry and Trade is a mandatory requirement stipulated in legal documents, businesses that comply will avoid unnecessary fines.
Individuals can be fined from 10 to 20 million VND if they do not notify the e-commerce website/application for selling goods; or cheat or provide false information when notifying the website. The representative of the Department of E-commerce and Digital Economy affirmed that notifying and registering e-commerce websites/applications with the Ministry of Industry and Trade is a necessary condition for businesses to access and expand the market in the digital environment, avoiding unnecessary legal consequences, while enhancing the reputation of the business and building customer trust.
In addition, businesses can see that when e-commerce websites/applications sell goods in compliance with legal regulations, they will receive their rights and benefits when conducting online transactions guaranteed by law, creating trust for customers when using their products and services.
According to Decree 52/2013/ND-CP, websites that need to register with the Ministry of Industry and Trade include: 1. An e-commerce website for sale is an e-commerce website set up by traders, organizations, and individuals to serve their trade promotion, sales of goods, or service provision activities. 2. Website providing e-commerce services is an e-commerce website established by a trader or organization to provide an environment for other traders, organizations, and individuals to conduct commercial activities. Websites providing e-commerce services include the following types: a) E-commerce trading floor; b) Online auction website; c) Online promotional website; d) Other types of websites as prescribed by the Ministry of Industry and Trade. 3. With applications installed on electronic devices connected to the network that allow users to access the database of other traders, organizations, and individuals to buy and sell goods, provide or use services, depending on the features of that application, traders and organizations must comply with the regulations on e-commerce websites selling goods or websites providing e-commerce services in this Decree. |
