The column "Businesses ask - State agencies answer" is managed and operated by the Center for Enterprise Development Support and Investment Promotion of the province.
The column "Enterprises ask - State agencies answer" is a software system that supports the activities of receiving, processing and responding to feedback and recommendations from enterprises, cooperatives, business households and individual investors. The column was built and put into operation on the province's electronic information portal since September 2015. In 2018, the column was handed over to the provincial Center for Enterprise Development Support and Investment Promotion for management and operation.
Up to now, the column has received hundreds of questions from enterprises, cooperatives, organizations, individuals engaged in production, business, and business associations. The column's management team has coordinated with agencies, departments, and branches to answer fully, post promptly, publicly, and meet the needs of enterprises.
The questions cover many areas and focus mainly on taxes, administrative procedures, basic construction investment, land, environment, bank credit, production support policies... According to the assessment, the column has become a bridge between entrepreneurs, enterprises and State agencies, a channel to answer questions about administrative procedures and disseminate State legal policies in areas that businesses are interested in.
Specialists from the Center for Enterprise Development Support and Investment Promotion of the province review questions from businesses on the column.
Mr. Nguyen Tien Trinh - Chairman of Ha Tinh Young Entrepreneurs Association said: “In the process of production and business, many enterprises and business organizations are facing difficulties, needing answers from State agencies. Therefore, the column has created connections, regular and timely support from State agencies for enterprises. Thereby contributing to removing difficulties, creating an open environment, promoting the start-up movement, positively impacting production and business activities”.
To make the column operate more effectively, on September 5, 2023, the Provincial People's Committee issued regulations on management and operation of the column "Enterprises ask - State agencies answer".
Accordingly, enterprises, cooperatives, and business organizations can access the section on the Ha Tinh Provincial Electronic Information Portal at https://hatinh.gov.vn or the Provincial Business Support and Investment Promotion Information Portal at http://xuctiendautu.hatinh.gov.vn/hatinh/cms-investment/qa to ask questions, make comments, and make recommendations to departments, branches, and localities.
The column "Businesses ask - State agencies answer" aims to answer and remove obstacles for business development.
The content of the feedback and the need for answers mainly revolve around issues related to difficulties and obstacles in implementing mechanisms, policies and administrative procedures related to investment, production and business activities. Accordingly, the content of the feedback is in the field managed by which department, branch, industry or locality, that agency will respond. In case the feedback and recommendations are related to many departments, branches, industry or localities, the receiving department, branch, industry or locality must identify the relevant agencies for coordination in handling.
The time limit for processing and responding to feedback and recommendations is 10 working days from the date of receiving the question. If the organization or individual must supplement or clarify the content of the feedback and recommendations at the request of the receiving agency, the time limit for processing and responding to the feedback and recommendations will be calculated from the date of receiving the full supplementary content. If the 10-day deadline has passed and the processing has not been completed, every 7 days, the departments, branches, sectors and localities will update the processing status in the column to inform the organization or individual.

Enterprises access the section at the Ha Tinh Provincial Electronic Information Portal or the Provincial Business Support and Investment Promotion Information Page to ask questions.
According to Mr. Nguyen Viet Cuong - Head of the Department of Business Promotion and Support, Center for Business Development Support and Investment Promotion of the province, after the decision to promulgate the management and operation regulations, the Provincial People's Committee also decided to establish a Management and Operation Team for the column. Currently, the center is requesting departments, branches, sectors, and localities to assign officers and civil servants to act as focal points to coordinate in receiving, classifying, and responding to feedback and recommendations from organizations and individuals. Each agency will be given an account to receive, process, and respond to feedback and recommendations. In addition to questions, feedback, and recommendations sent directly to the column, questions sent in writing, by phone, and by email will also be updated in the column and forwarded to the agencies for response.
Along with operating, receiving and responding to feedback and recommendations, we also conduct propaganda to businesses and business organizations; improve the feedback and recommendation handling process, shorten the handling time... to make the column effective.
