
The entire education sector proactively started implementing Resolution No. 71-NQ/TW
In his opening speech, Minister of Education and Training Nguyen Kim Son emphasized: Immediately after Resolution No. 71-NQ/TW was issued, many activities to study and implement the Resolution were organized. The Politburo and the Secretariat organized a national conference to disseminate and implement 4 Resolutions of the Politburo, including Resolution No. 71-NQ/TW. The Central Propaganda and Education Commission also organized a conference to implement this Resolution on a very large scale.
According to the Minister, the education sector has proactively started implementing Resolution No. 71-NQ/TW with various contents and activities. Thematic conferences in the sector have gradually put the Resolution's contents into practice. The Party Committee of the Ministry of Education and Training advised the Government Party Committee to issue Action Program No. 281 to implement Resolution No. 71-NQ/TW, specifically defining the tasks of ministries, branches and localities; at the same time, issuing the Action Program to implement Resolution No. 71-NQ/TW and the Minister's Action Plan to clearly define the tasks of each level and each unit.

At the same time, the sector has actively institutionalized the key contents of Resolution No. 71-NQ/TW through amending 3 laws in the field of education and training; developed a Resolution on a number of specific mechanisms and policies to make breakthroughs in education and training development; and developed a National Target Program on modernization and improving the quality of education and training.
The Minister said that this conference was held to exchange and study extensively, ensuring full implementation of the requirements of Resolution 71 in the overall resolutions and guiding viewpoints of the Politburo on national development, including human resource development.
Emphasizing the need for change in implementation, the Minister noted that after the conference, there will be many contents that need to be studied and implemented regularly and continuously, to imbue the spirit of the Resolution and turn the spirit of the Resolution into vivid reality in the activities of the education and training sector. Each agency and unit must urgently develop an action plan, concretize and realize the contents of the Resolution.
Nine important "keywords"
In his concluding remarks, Minister Nguyen Kim Son affirmed that the process of developing Resolution No. 71-NQ/TW demonstrates the strategic vision of the Politburo, the Secretariat and the General Secretary, closely linking education and training development with national development. We will not be able to achieve the country's development goals if we do not do well on three key issues: people, human resources and talent.

The Minister reiterated the very important issues raised by the General Secretary, associated with the three words "human": "human" - developing people in the new era; "human resources" - preparing human resources for the new era and "talent" - when competition between countries in the world is increasingly fierce, the decisive factor must be talent.
Regarding the spirit of building Resolution No. 71-NQ/TW, the core guiding viewpoints and implementation orientations, according to the Minister, each stage can be summarized in three "keywords". Specifically, in the process of building the Resolution, the three "keywords" that were thoroughly understood are: actionability, practicality, and feasibility.
In the guiding ideology for education and training, the Resolution emphasizes three key "keywords": modern, quality, and fairness. In the implementation perspective, there are three "keywords": drastic, quick, and effective.
Implementing Resolution No. 71-NQ/TW, according to Minister Nguyen Kim Son, will open a new revolution in education. In particular, the content of the Resolution clearly states: "Education and training is the top national policy, deciding the future of the nation", demonstrating the vision, guiding viewpoint, trust, and unprecedented positioning for education and training. Therefore, each teacher and educational manager also needs to have an attitude, awareness, and action commensurate with this transmission, so as not to disappoint the trust and trust of the Party and the people.
Among the tasks that need to be done, the Minister noted that the priority that needs to be done immediately and regularly is the need to renew thinking and awareness in a complete and profound way. In particular, fully aware of one's mission in the new era; as well as fully and deeply aware of the role, mission and responsibility of the industry. Each teacher and educational manager must recognize this in order to shoulder the responsibility assigned to them.

In addition, it is necessary to look directly at reality, correctly assess the shortcomings, limitations, and lingering "diseases" to make better adjustments. The Minister also emphasized the awareness and full implementation of the guiding ideology in Resolution No. 71-NQ/TW on the comprehensive and thorough leadership role of party organizations, especially party organizations in educational institutions, especially universities and vocational education institutions.
Resolution No. 71-NQ/TW requires educational institutions, especially higher education and vocational education, to develop more rapidly, more strongly, and with a higher orientation; public schools to carry out public missions, specifically at this time, focusing on training human resources that the country is in high demand for.
At the same time, it is necessary to perceive and think about the role, leadership and leadership of the State in the entire education system; to mobilize social resources to the maximum, but the State plays a leading role. "Resolution No. 71-NQ/TW not only aims to resolve shortcomings and limitations, but most importantly, to pave the way for future creation," the Minister emphasized.
