High-level diplomacy
Upon hearing of the severe flash flood that occurred in Kerr County, Texas, USA on July 4, which killed many people and destroyed many houses and infrastructure, on July 7, General Secretary To Lam, President Luong Cuong and Prime Minister Pham Minh Chinh sent a message of condolences to US President Donald Trump. On the same day, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son also sent a message of condolences to US Secretary of State Marco Rubio.
Continuing, working with the business delegation of the US-ASEAN Business Council (USABC) on July 11, Prime Minister Pham Minh Chinh suggested that the US business community continue to have a strong voice with the US Government, accompanying the Vietnamese Government in dialogue with US agencies to soon reach specific agreements on tariffs for each reasonable product/group of products, towards a stable, harmonious, sustainable and mutually beneficial trade turnover.
On July 10, Prime Minister Pham Minh Chinh and his wife met with female Ambassadors, Deputy Ambassadors, Heads of diplomatic missions and international organizations in Hanoi, and Vietnamese female diplomats on the occasion of International Women in Diplomacy Day, June 24. Attending the meeting were more than 80 female diplomats who are Heads of foreign diplomatic missions and international organizations in Vietnam, and female diplomats in the Vietnamese diplomatic sector.
Prime Minister Pham Minh Chinh and his wife Le Thi Bich Tran, along with the Vietnamese high-ranking delegation , successfully concluded their working trip to attend the expanded BRICS Summit and conduct bilateral activities in Brazil from July 4-8. Deputy Foreign Minister Nguyen Minh Hang answered questions from the press about the results of the working trip .
Receiving Vice Chairman of the Indonesian Local Representative Council Yorrys Raweyai on July 10, National Assembly Chairman Tran Thanh Man proposed that Indonesia facilitate Vietnamese goods, especially agricultural products and Halal products, to access the Indonesian market, striving to bring bilateral trade turnover to 18 billion USD by 2028; promote the effective implementation of the Memorandum of Understanding on Fisheries Cooperation (signed in January 2024) to strengthen cooperation in the fisheries sector, develop sustainable fisheries and aquaculture, and prevent illegal, unreported and unregulated fishing (IUU).
Activities of Deputy Prime Minister and Minister of Foreign Affairs
Deputy Prime Minister and Foreign Minister Bui Thanh Son led the Vietnamese delegation to attend the 58th ASEAN Foreign Ministers' Meeting (AMM-58) and related meetings from July 8-11. The Deputy Prime Minister and Minister attended the plenary session of the AMM-58 ; the retreat session of the AMM-58 ; co-chaired the ASEAN-New Zealand Foreign Ministers' Meeting ; the 16th Mekong-Japan Foreign Ministers' Meeting and the 13th Mekong-Korea Foreign Ministers' Meeting ; the signing ceremony of the document on accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) with Algeria and Uruguay ; the 32nd ASEAN Regional Forum (ARF) ; the ASEAN+1 Ministerial Meeting with partners Japan, Russia, Korea, the United States and the ASEAN+3 Ministerial Meeting ; Dialogue with the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the Southeast Asia Nuclear Weapon-Free Zone Treaty Commission (SEANWFZ) Conference... Within the framework of AMM 58 and related conferences, the Deputy Prime Minister and Minister also had meetings and contacts with leaders of countries and international organizations.
Bilateral diplomacy
From July 8-9, Comrade Nguyen Manh Cuong, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee, Deputy Minister of Foreign Affairs visited Laos and, together with Lao Deputy Minister of Foreign Affairs Phongsamouth Anlavan, co-chaired the 10th Political Consultation between the two Ministries of Foreign Affairs in the capital Vientiane.
Deputy Minister of Foreign Affairs Le Thi Thu Hang is on a working trip to Europe. During her working visit to Poland from July 5-8, the Deputy Minister visited and learned about the situation of the Vietnamese community in Poland ; co-chaired the Vietnam - Poland Deputy Foreign Ministerial Political Consultation . During her working visit to Denmark from July 8-10, the Deputy Minister visited and met with the Vietnamese community in Denmark and the Malmö region, Sweden ; co-chaired the 3rd Vietnam - Denmark Political Consultation . In The Hague (Netherlands), Deputy Minister Le Thi Thu Hang co-chaired the 1st Vietnam - Netherlands Deputy Foreign Ministerial Political Consultation ; met with the Vietnamese community in the Netherlands.
On the occasion of the 30th anniversary of the normalization of diplomatic relations between the United States and Vietnam (1995-2025), Secretary of State Marco Rubio wrote on social network X on July 11, recognizing the important milestone of the two countries. Vietnamese Ambassador to the United States Nguyen Quoc Dung looked back on the special journey, important pillars of cooperation and shared expectations for the future of bilateral relations. US Ambassador to Vietnam Marc Knapper took the time to share with the press about the outstanding cooperation between the two countries and expectations for bilateral cooperation in the new context.
Receiving Mr. Kelly McKeague, Director of the US Department of Defense Prisoner of War and Missing in Action Accounting Agency (DPAA) on July 11, Deputy Foreign Minister Ngo Le Van affirmed that humanitarian cooperation in searching for US soldiers missing in action in Vietnam (MIA) is one of the pioneering areas of cooperation, helping to build goodwill and trust, opening the door to cooperation, and making important contributions to the process of healing and developing Vietnam-US relations over the past half century.
On July 9, receiving Mr. Nakata Takahiro, Honorary Consul of Vietnam in Hokkaido , Deputy Minister Le Anh Tuan expressed his delight at the strong, substantive, effective and comprehensive development of the Vietnam-Japan cooperative relationship after nearly 2 years of upgrading the relationship to Comprehensive Strategic Partnership. Economic cooperation continues to be an important pillar of the bilateral relationship, in which Japan is the number one partner in ODA and labor, third in investment and tourism, fourth in trade, etc.
Deputy Foreign Minister Ngo Le Van held a political consultation with the delegation of the Ministry of Foreign Affairs of Slovakia and European Affairs led by Mr. Marek Estok, Secretary of State, on July 9. At the consultation, the two sides informed each other about the situation in each country, reviewed bilateral cooperation in the past time, and discussed specific directions and measures to promote the traditional friendship and multifaceted cooperation between Vietnam and Slovakia in the coming time, as well as discussed international and regional issues of mutual concern. On the same day, Deputy Minister Ngo Le Van received Mr. Vinod Ahuja, the new Chief Representative of the Food and Agriculture Organization of the United Nations (FAO) in Vietnam , who came to present his credentials on the occasion of starting his term of office in Vietnam.
Responding to TG&VN on July 11, Pakistani Commerce Minister Jam Kamal Khan affirmed his desire to build a joint venture with Vietnam to exploit potential cooperation opportunities, creating a springboard towards new markets in Africa and Central Asia.
Multilateral diplomacy
On the sidelines of the 58th ASEAN Foreign Ministers' Meeting (AMM-58) and related meetings taking place in Kuala Lumpur, Ambassador Tran Duc Binh, Director of the ASEAN Department, Ministry of Foreign Affairs , had an interview with the press about the outstanding results of the conference and Vietnam's contributions.
At the 63rd meeting of the ASEAN Vienna Committee (AVC) on July 8, chaired by Lao Chargé d'Affaires in Austria Viengxay Thammavong, Ambassador Vu Le Thai Hoang, Head of the Permanent Mission of Vietnam to the United Nations and other international organizations in Vienna, reviewed a number of Vietnam's important multilateral activities in the first half of 2025.
Other activities
On July 8 in Hanoi, the Vietnam Union of Friendship Organizations (VUFO) and the Ministry of Foreign Affairs held a conference on coordination in 2025. The conference was co-chaired by VUFO President Phan Anh Son and Deputy Foreign Minister Ngo Le Van. The conference aimed to discuss the coordination mechanism between the two agencies in the new context and situation; strengthen the connection between the departments and units of the VUFO Standing Agency and the departments, offices and units of the Ministry of Foreign Affairs, promote the combined strength, improve the effectiveness of foreign affairs activities of each agency, contributing to the successful implementation of the foreign policy of the Party and State.
On July 11, the Party Committee of the National Border Committee coordinated with the Party Cell of the World and Vietnam Newspaper to organize a thematic activity: Journalism serving foreign affairs in general and border and territorial affairs in particular . Ambassador Nguyen Phuong Nga, former Deputy Minister of Foreign Affairs, former Head of the Permanent Delegation of Vietnam to the United Nations, was the main speaker of the activity.
Pursuant to the provisions of Clause 2, Article 46, Decree 98/ND-CP dated December 31, 2023 of the Government detailing the Law on Emulation and Commendation, the Ministry of Foreign Affairs shall conduct public consultation on proposals for consideration of commendation .
The Ministry of Foreign Affairs issued Circular No. 09/2025/TT-BNG guiding the functions, tasks, and powers on foreign affairs of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards, and special zones under provinces and centrally run cities.
