Vietnam - Cambodia defense policy dialogue: Reliable, comprehensive and substantive cooperation

On the morning of October 29, in Ho Chi Minh City, Senior Lieutenant General Hoang Xuan Chien and Senior General Chay Saingyun co-chaired the 8th Vietnam - Cambodia Defense Policy Dialogue. The two sides proposed many key cooperation orientations, especially border management and human resource training.

The 8th Vietnam - Cambodia Defense Policy Dialogue was co-chaired by Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense of Vietnam, and General Chay Saingyun, Permanent Secretary of State of the Cambodian Ministry of National Defense.

Speaking at the conference, Senior Lieutenant General Hoang Xuan Chien emphasized that the 8th Vietnam - Cambodia Defense Policy Dialogue is of great significance. This event aims to implement the results of the meeting between the Politburo of the Communist Party of Vietnam and the Central Committee of the Cambodian People's Party in February 2025.

At the same time, the dialogue also aimed at the second Vietnam-Cambodia border defense friendship exchange, as well as the Defense Cooperation Protocol for the 2025-2029 period and the 2025 Cooperation Plan between the two countries' Defense Ministries.

Senior Lieutenant General Hoang Xuan Chien acknowledged the positive results in bilateral defense cooperation between Vietnam and Cambodia in recent times. He suggested that in the coming time, the two sides continue to strengthen trust, comprehensive and substantive cooperation, focusing on key areas such as delegation exchanges, high-level contacts, human resource training, border management and protection, and defense -economic cooperation.

In addition, the two countries need to step up propaganda and education for the military generation about the tradition of Vietnam-Cambodia friendship; at the same time, consolidate and deepen the relationship between the two countries' armies, as well as the trilateral cooperation between Vietnam, Laos and Cambodia...

Senior Lieutenant General Hoang Xuan Chien thanked the Cambodian Ministry of National Defense for sending a high-ranking delegation and military personnel to participate in the parade celebrating the 50th anniversary of national reunification and the 80th anniversary of National Day on September 2, contributing to the overall success of the event.

On the Cambodian side, General Chay Saingyun highly appreciated the efforts of the two countries' Defense Ministries in effectively implementing the work according to the protocol as well as the cooperation plan for 2025. That demonstrates the strong determination of the two countries' armies in continuing to promote and expand existing relations and cooperation in the spirit of "traditional friendship, good neighborliness, long-term relations and comprehensive strategic partnership".

At the dialogue, the two sides exchanged views on the world and regional situation as well as issues of mutual concern, and agreed to strengthen coordination in multilateral forums, especially within the ASEAN framework.

At the end of the conference, Senior Lieutenant General Hoang Xuan Chien and Senior General Chay Saingyun signed a memorandum of understanding on cooperation in the fields of military and defense law and the minutes of the 8th Vietnam-Cambodia Defense Policy Dialogue, marking a new step in bilateral cooperation.
