Resolution No. 06-NQ/TU of the Provincial Party Committee on "Sustainable forestry development, enhancing livelihoods, increasing forest cover to adapt to climate change in Gia Lai province, period 2021-2030" has created positive changes in awareness and actions of local Party committees, authorities and people. After more than 3 years of implementation, many important goals have been achieved and exceeded, opening up a direction for sustainable development for the forestry sector.
Outstanding results
From 2021 to 2024, the whole province has planted more than 33,100 hectares of forest, reaching 82.76% of the target set by Resolution No. 06-NQ/TU. With the goal of planting 8,200 hectares in 2025, Gia Lai is likely to exceed the plan of 40,000 hectares in the 2020-2025 term. Many districts have large planted forest areas such as: Kong Chro (5,770 hectares), Kbang (4,000 hectares), Dak Po (2,860 hectares), Chu Prong (2,490 hectares), Mang Yang (2,377 hectares), Ia Grai (2,266 hectares) ...

Kong Chro is a locality with afforestation progress exceeding the annual assigned target. In the period of 2022-2024, the district's specialized agencies coordinated with the People's Committees of communes, towns and related units to mobilize 976 households to voluntarily declare the area of encroached forestry land for afforestation, with a total area of nearly 2,620 hectares. At the same time, from 2022 to present, the whole district has exploited 608.41 hectares of planted forests with a timber output of more than 41,737 m³.
In communes with large areas of planted forests such as Dak Song, Dak Pling, Dak Po Pho, Dak Ko Ning, Sro..., people are supported by local authorities with preferential loans to buy seedlings, take care of forests and intercrop short-term crops (cassava, corn, beans...). Mr. Trinh Xuan Truong - Vice Chairman of Dak Song Commune People's Committee - said: Local authorities regularly encourage people to declare forestry land to register for forest planting; at the same time, actively reclaim encroached forestry land, encourage people to plant and take care of forests associated with sustainable economic development. Currently, the whole commune has more than 1,300 hectares of planted forests, of which over 80% of ethnic minority households participate in forest planting.
In Kbang, from 2021 to the end of 2024, the whole district will plant more than 4,000 hectares of forest. Lo Ku commune is a locality with a large forest area of more than 700 hectares, of which more than half of the area is entering the harvest stage. Chairman of the People's Committee of the commune Tran Xuan Nam said: "Afforestation not only creates jobs but also helps ethnic minorities take advantage of hilly and sloping land to increase their income.
Every year, the Commune People's Committee coordinates with the Department of Agriculture and Environment and the District Agricultural Service Center to organize training courses on techniques for planting and caring for forest trees, and at the same time connects with local banks to support people in borrowing capital to buy seedlings and care for planted forests, contributing to improving the productivity and quality of planted forests.

Together with the local government, Lo Ku Forestry One Member Co., Ltd. has also actively planted forests with an area of over 1,117 hectares. Of which, the Company planted 466.26 hectares of forests, and cooperatively planted forests with individuals and households covered over 651.4 hectares.
In addition, the Company also propagates and mobilizes people to return encroached land for afforestation or cooperate in afforestation for mutual benefit. From 2017 to present, the Company has reclaimed 468.32 hectares, and continues to mobilize 650 households to sign cooperation contracts for afforestation on encroached forestry land with an area of over 766 hectares.
Mr. Luu Trung Nghia - Director of the Department of Agriculture and Environment: After more than 3 years of implementation, Resolution No. 06-NQ/TU has affirmed its role as an important "push" to promote the forestry sector to develop in the right direction. The results achieved are not only reflected in specific figures but also open up expectations for a modern, effective and sustainable forestry sector in the coming years.
Assessing the results of implementing Resolution No. 06-NQ/TU in the district, Mr. Le Thanh Son - Vice Chairman of Kbang District People's Committee - affirmed: "The locality has seriously implemented Resolution No. 06-NQ/TU, thereby creating positive changes in the awareness and actions of the entire political system and people towards forest management, protection and development".
In the first quarter of 2025, the Provincial People's Committee granted investment policies to 3 forest planting projects with a total registered capital of more than 32 billion VND. Previously, 13 enterprises were licensed by the province to plant 5,521 hectares of forest with a total investment of 280 billion VND. Of these, many enterprises have completed the forest planting plan such as: Minh Phuoc Trading and Service Company Limited planted more than 561 hectares in Ia Hdreh commune (Krong Pa district), 373 hectares in Chu A Thai commune (Phu Thien district); Viet Stone Gia Lai Trading Company Limited planted 540 hectares in Ia Tul commune (Ia Pa district); Lam Khang Investment and Development Joint Stock Company planted 175 hectares in Ia Ka commune (Chu Pah district)...

Mr. Truong Dinh Vinh - Director of Minh Anh Nguyen Gia Lai One Member Co., Ltd. - informed: The enterprise has planted more than 400/468 hectares of production forest in Ia Ba and Ia Grang communes (Ia Grai district). At the same time, EAST WOOD Tay Nguyen Co., Ltd., also represented by him, has been approved by the province to cooperate in forest planting with a number of forestry companies in Kong Chro and Mang Yang districts.
Strong transformation in forestry production
Resolution No. 06-NQ/TU has created a strong change in the provincial forestry sector. The average growth rate of forestry production value in the period of 2021-2024 reached 6.58%/year; the overall coverage rate reached 47.59% (an increase of 0.89% compared to 2020), of which the forest coverage rate reached 41.09% (an increase of 0.39%).
Afforestation work has received more attention from authorities at all levels, forest owners, and people. The selection of suitable crop structures for each site condition and the source of seeds for planting are strictly controlled to ensure clear origin, so the quality of forests and productivity of planted forests are improved day by day.
Also during this period, the province planted 33,105.96 hectares of new forests, reaching 82.76% of the Resolution's target. The total area of forest allocation by the end of 2024 reached over 28,449 hectares; the forest area granted sustainable management certificates was over 3,455 hectares; the output of timber exploitation from planted forests reached over 1 million m³, an average of 254,128 m³/year. The province has 34/34 forest owners that have developed and approved sustainable forest management plans.

In addition, many policies on forest protection and development have been effective. People participating in forest management and protection are contracted with a support level of 300,000 VND/ha/year, contributing to increasing income, stabilizing life and developing production. From 2022 to 2024, the province has contracted the protection of more than 104,000 hectares of forest to 5,463 households and 38 communities with a total cost of nearly 18.8 billion VND.
In addition, the capital from the central and local budgets for forestry development in the 2021-2024 period reached more than 1,010 billion VND. The programs and projects have contributed to raising awareness of forest protection, creating jobs, increasing income and sustainably reducing poverty in localities.

Mr. Luu Trung Nghia - Director of the Department of Agriculture and Environment - commented: "The results achieved are proof of the correctness of Resolution No. 06.
In the coming time, the province needs to do a good job of disseminating information about the benefits and economic efficiency of using good quality seeds and converting small timber plantations to large timber plantations.
On the other hand, reviewing and evaluating the existing bare land and production forests to determine raw material areas associated with processing facilities to convert existing forests and intensive forestation; developing a plan to rationally use the forest land area where people are engaged in agricultural production to convert crop structure suitable for forestry and forestation purposes.
The Director of the Department of Agriculture and Environment added: The province will focus on effectively implementing programs and plans to develop the Kon Ha Nung Plateau World Biosphere Reserve; at the same time, mobilizing and accessing international and domestic resources to preserve and sustainably develop this area, combining eco-tourism to create new jobs and increase income for people.
Along with that, the province continues to arrange, innovate and improve the operational efficiency of forestry companies, not only to achieve economic efficiency but also to contribute to solving social, environmental and livelihood issues for people living near forests. The Department will continue to advise the province to effectively use capital sources from the central and local budgets for the sustainable forestry development program.
This is also a motivation for people to actively participate in forest management and protection, contributing to encouraging poor households and ethnic minorities to stay connected to forests through suitable livelihood models.
