Simplify teacher promotion procedures

The Ministry of Education and Training has just announced administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the ministry, clearly stating the procedures for teachers and lecturers to register for promotion consideration.

The Ministry of Education and Training announced administrative procedures for considering promotion of professional titles of teachers in a simplified manner.

In particular, the list of internal administrative procedures under the authority of local authorities includes administrative procedures for considering promotion of professional titles for the positions of high school teacher grade II, high school teacher grade I, middle school teacher grade II, middle school teacher grade I, primary school teacher grade II, primary school teacher grade I, preschool teacher grade II, preschool teacher grade I, teacher of primary college of education (grade II), teacher of senior college of education (grade I).

According to the Ministry of Education and Training, publicizing and standardizing procedures aims to increase transparency and reduce time and costs foreducational institutions and teachers in the process of promoting professional titles.

For teachers, the application for promotion to professional title includes the following documents: civil servant's resume according to current regulations, prepared at least 30 days before the deadline for submitting the application for promotion to professional title, with confirmation from the agency or unit employing the teacher;

Comments and assessments by the head of the public service unit employing teachers or by the head of the competent authority managing the public service unit on the standards and conditions for registration for consideration of promotion of teachers' professional titles according to regulations; documents approving the results of assessment and classification of the quality of civil servants for the 3 consecutive working years preceding the year of consideration for promotion of professional titles.

In addition, the application for promotion of teachers' professional titles also requires copies of diplomas and certificates according to the standards on training and development of the professional title being considered for promotion; evidence according to the standards on professional competence and expertise of the professional title being considered for promotion.

For standards that do not have evidence such as diplomas, certificates, certifications, decisions, certificates of merit, certificates of merit, topics, projects or products applied in education, teaching students and related documents, the evidence is the assessment record, comments on the ability to meet those standards of the professional group, subject group or equivalent and confirmed by the head of the educational institution directly managing and using the teacher.
