From August 1, 2024, the whole country will conduct a land inventory. Following the direction of the Central Government and the plans, the provincial functional branches and the People's Committees of districts and cities have actively directed specialized units to implement, striving to ensure the set progress, contributing to improving the efficiency of land use, serving the socio -economic development of the province.
Slow progress
Pursuant to Directive No. 22/CT-TTg dated July 23, 2024 of the Prime Minister on land inventory in 2024, the Department of Agriculture and Environment has advised the Provincial People's Committee to issue Plan No. 205/KH-UBND dated September 6, 2024 on conducting land inventory and mapping the current land use status in 2024 in the area; establishing a Steering Committee for land inventory and mapping the current land use status in 2024 in the province (Steering Committee).
At the same time, the Department directed specialized departments and units to advise on the development of technical plans and estimates for land inventory and land use status mapping in 2024; advise on the development of documents to direct, guide, urge, inspect, and report on the progress of land inventory in the area.
According to Plan No. 205/KH-UBND of the Provincial People's Committee dated September 6, 2024 on land inventory and mapping of current land use status in 2024 in the province, the results of land inventory at the commune level must be completed and reported before March 1; the results of land inventory at the district level must be completed and reported before April 16 and the provincial level must be completed and reported before June 30, 2025. However, as of the end of March 2025, most districts and cities are still coordinating with consulting units to collect, review, select and adjust land fluctuations during the inventory period; At the same time, synthesize data, forms, develop reports on the results of land inventory work, create maps of current land use status and develop reports explaining the current land use status in 2024 according to the provisions of Circular No. 08/2024/TT-BTNMT dated July 31, 2024 of the Minister of Natural Resources and Environment (now the Ministry of Agriculture and Rural Development) regulating statistics, land inventory and mapping of current land use status. Lang Son city is currently carrying out bidding and selecting contractors to carry out land inventory work in 2024 in the area.
Mr. Nguyen Dai Duong, Director of the Provincial Land Registration Office, Department of Agriculture and Environment, said: In recent years, the work of land statistics and inventory in the province has been regularly directed and implemented by Party committees and authorities at all levels. The results of land statistics and inventory in previous years in the area have ensured quality and progress according to the requirements of the Ministry of Agriculture and Environment. This is a favorable condition for implementing land inventory work in 2024. However, the implementation process still has some difficulties and problems affecting the progress of implementation. For example, regarding administrative boundaries, the administrative boundary map was established under Decision No. 513/QD-TTg dated May 2, 2012 of the Prime Minister approving the Project "Completing and modernizing records and maps of administrative boundaries and building a database on administrative boundaries" (boundary map 513) handed over by the Department of Home Affairs to the Department of Agriculture and Environment on December 14, 2023. In the process of using the boundary map 513, it was shown that the commune-level administrative boundaries of many communes in the province were not closed, so the total area by administrative unit of communes, wards and towns could not be calculated, leading to difficulties in conducting land inventory and mapping the current land use status.
At the same time, the Ministry of Agriculture and Environment has software to update land inventory data and maps in 2024, but the system sometimes operates unstably, and there are still some problems in the process of updating land inventory results to the system.
Mr. Hoang Manh Cuong, Vice Chairman of Cao Loc District People's Committee, said: Currently, the administrative boundary data of some communes and towns of the district is deviating from the administrative boundaries of the TK Desktop Basic system (software for building and displaying land inventory maps). Therefore, the updating of information and data on land inventory results in communes in the area to the system has not been done. This also greatly affects the progress of land inventory implementation in 2024 of the district.
Sprint implementation
On May 19, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 2168/BNNMT-QLDD on implementing land inventory in 2024. Accordingly, the Department of Agriculture and Environment issued Document No. 1390/SNNMT-VPĐKĐD dated May 22, 2025 on implementing land inventory in the province, in which it requested the People's Committees of districts and cities to urgently accelerate the implementation of commune-level land inventory; review and unify the locations and areas of national defense and security land in the locality and submit the results of land inventory and mapping of current land use status in 2024 at the commune level to the Department of Agriculture and Environment before May 30, 2025.
At the same time, stop the land inventory and mapping of current land use status in 2024 at the district level and temporarily stop the land inventory and mapping of current land use status in 2024 at the provincial level until the arrangement according to the new administrative unit boundaries is completed. The Provincial People's Committee shall submit the results of the land inventory and mapping of current land use status in 2024 at the commune level before implementing the arrangement of administrative units on the land inventory system at https://tk.gdla.gov.vn of the Ministry of Agriculture and Environment, with the completion date before June 15, 2025.
To ensure the progress of completing the commune-level land inventory work on schedule, the People's Committees of districts and cities have been actively implementing it.
Mr. Le Anh Tung, Head of the Department of Agriculture and Environment of Chi Lang district, said: Up to now, in 20/20 communes and towns of the district, the specialized department and the People's Committee at the commune level have coordinated with the consulting unit to complete the review and comparison of documents and maps collected for use in making land inventory maps and investigating, reviewing and adjusting land changes during the inventory period; completing the establishment of the current land use status map at the commune level and completing the report on the results of the land inventory at the commune level... Currently, the unit is checking and accepting the results of the land inventory at the commune level before sending it to the Department of Agriculture and Environment (before May 30). To achieve the above results, the Department of Agriculture and Environment of the district has actively advised the People's Committee of the district to issue a plan to direct and organize the implementation of land inventory; establish and strengthen the steering committee for land inventory and making a map of the current land use status in 2024 of Chi Lang district; At the same time, advise the District People's Committee to direct specialized departments and commune-level People's Committees to coordinate with consulting units to synchronously deploy land inventory work in 2024 in the area.
Like Chi Lang district, to ensure the progress of completing the land inventory in 2024, districts and cities are also focusing on coordinating with consulting units to collect, compare, update, and correct land fluctuations during the inventory period. At the same time, synthesizing data, forms, developing reports on land inventory results, creating maps of current land use status, and developing reports explaining the current land use status at the commune level in 2024 according to regulations.
At the same time, members of the Steering Committee for land inventory and mapping of current land use status in 2024 have also stepped up urging, inspecting, and removing difficulties in implementing land inventory work in districts. Since the implementation of land inventory in 2024, members of the Steering Committee have inspected the progress and results of land inventory in 11 districts and cities 18 times. The inspection team has requested some districts to edit and supplement missing contents that do not comply with regulations. It is expected that from now until the end of May 2025, members of the Steering Committee will continue to inspect the progress of land inventory in districts and cities 3 more times.
Mr. Trieu Duc Minh, Deputy Director of the Department of Agriculture and Environment, Deputy Head of the Steering Committee, said: Land inventory and mapping of current land use status in 2024 aims to assess the current land use situation of each administrative unit at all levels. At the same time, propose mechanisms, policies and measures to strengthen state management of land, improve land use efficiency, as a basis for making adjustments to land use planning and plans for the period 2021-2030 and an important basis for building the province's socio-economic development strategy. To ensure the completion of commune-level land inventory according to the schedule assigned by the central government (June 15, 2025), in the coming time, the Department will continue to advise the Provincial People's Committee to urge the People's Committees of districts, cities and related units to focus human resources on land inventory; directing specialized units to actively coordinate and guide districts and cities to conduct land inventories to ensure strict compliance with land management and use. At the same time, the department also grasps and promptly resolves difficulties for related units, thereby contributing to accelerating the completion of commune-level inventory results to ensure quality and submit to the Ministry of Agriculture and Environment on schedule.
With the synchronous participation of relevant departments and branches and the proactive and active participation of the People's Committees of districts and cities, it is believed that the land inventory at the commune level in 2024 in the province will be on schedule and close to the actual situation. Thereby, contributing to improving the effectiveness of land resource management and use in the province.
