(Chinhphu.vn) - On the morning of October 5, the first Congress of the Quang Tri Provincial Party Committee, term 2025 - 2030, opened, with the participation of 448 delegates representing nearly 129,000 Party members of the Provincial Party Committee.

Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front attended and directed the Congress.

High political determination, great aspirations

Speaking at the opening of the Congress, Comrade Le Ngoc Quang, Secretary of the Quang Tri Provincial Party Committee, affirmed that the 1st Provincial Party Congress was held in the context of our country having achieved great achievements after 40 years of renovation, its foundation, potential, position and international prestige having been raised to a new height. The whole country has just carried out the reform, arrangement and streamlining of the administrative apparatus at all levels, implementing the two-level local government model, moving towards building a modern, transparent, effective, efficient and effective administration, serving the people better and better, ready to enter a new era. However, the road ahead still has many difficulties and challenges, requiring every cadre, party member, army and people of Quang Tri to join hands, be unanimous, take advantage of opportunities and overcome challenges.

With the motto of Solidarity - Democracy - Discipline - Breakthrough - Development, this Congress conducts a comprehensive, objective and serious assessment and review of the implementation of the Resolution of the Provincial Party Congress for the 2020 - 2025 term, in order to correctly assess achievements, advantages, shortcomings, find out the causes, especially the subjective causes of limitations and shortcomings; draw lessons. From there, clearly determine the directions, goals, tasks and specific solutions for the 2025 - 2030 term, with expanded development space. At the same time, the Congress will discuss and contribute opinions to the draft documents submitted to the 14th National Party Congress; the draft Action Program to implement the Resolution of the 1st Quang Tri Provincial Party Congress, term 2025 - 2030.

Comrade Le Ngoc Quang emphasized that the 1st Congress of the Quang Tri Provincial Party Committee is an event of special historical significance - the first Congress of the newly merged province, opening a period of strong development and change, marking a turning point in the revolutionary journey of the Party Committee.

"The Congress determined the theme: "Building a clean and strong Party organization and political system; promoting the strength of great national unity and development aspirations; mobilizing and effectively using all resources; promoting innovation and digital transformation; striving to make Quang Tri a new growth pole of the Central region. That theme demonstrates the high political determination and strong aspirations of the entire Party organization, government and people in the province, and at the same time, the expectations and hopes of the Central Government and the people of the whole country for Quang Tri", said comrade Le Ngoc Quang.

Exploiting potentials and strengths, mobilizing all resources to develop Quang Tri to a breakthrough level

Speaking at the Congress, on behalf of the Politburo, comrade Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, acknowledged, commended and highly appreciated the results that the Party Committee and people of Quang Tri province had achieved in the past term; at the same time, pointed out shortcomings, limitations and causes, especially subjective causes that need to be focused on overcoming.

Basically agreeing with the direction, goals, tasks, and breakthroughs presented in the draft political report, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien oriented important contents on the development of Quang Tri province in the new term and the following years.

The focus is that the Provincial Party Committee needs to objectively and fully identify that when the province is merged, it will expand the development space with a larger scale and potential advantages. Therefore, the province needs to exploit its potential and strengths; mobilize all resources of economic sectors; take science and technology, innovation as driving forces; take solidarity and unity as strength; take resources within the province as the main source, resources outside the province as important to invest in rapid and sustainable economic development. Strive to achieve the target of double-digit growth, contributing to the goal of breakthrough and development of the country in the new era.

Building Quang Tri province into a clean energy center of the Central region, aiming for national stature; taking advantage of the 500KV North-South power transmission line to form an energy support industry ecosystem; maximizing the unique strategic location, the intersection of the North-South axis and the East-West economic corridor to build an inter-regional logistics center, the "border gate - seaport - airport" value chain; promoting the development of tourism economy, becoming a spearhead economic sector, creating unique and distinctive tourism products, "cave kingdom" with "memories of war, aspirations for peace"; combining with eco-tourism, sea and island tourism, spiritual and nostalgic tourism.

Along with that, the Provincial Party Committee needs to study, update, and correctly identify the major policies and decisions of the Central Government, especially the resolutions of the Politburo that have just been issued, concretize them into goals, tasks and feasible solutions, and strive to achieve practical and measurable results. Focus on mobilizing all resources; invest with focus and key points, develop synchronous, modern and suitable transport infrastructure, digital infrastructure, energy infrastructure, irrigation infrastructure, education and health infrastructure, etc. to create a new driving force for the province's development.

Focus on implementing solutions to reduce poverty and provide livelihoods for people, especially in border areas and ethnic minority areas; exploit potentials and strengths to develop production and business, create branded products. Focus on developing high-tech agriculture, specialty products of Quang Tri such as: high-quality organic trees, fruit trees, medicinal plants, forestry trees, aquaculture... striving to achieve the highest added value per unit area; closely linking production, processing and product consumption markets.

Continue to remove all difficulties and obstacles so that the two-level local government operates more effectively and efficiently; focus highly on administrative reform, improve the investment and business environment, put people at the center, and take the satisfaction of businesses and people as a measure of the performance of Party committees and governments at all levels.

Immediately issue the Action Program with the spirit of "6 clear"

Comrade Do Van Chien also requested the Quang Tri Provincial Party Committee to further strengthen the work of Party building and rectification, building a clean and strong Party organization in all aspects of politics, ideology, cadre organization, and inspection and supervision work; improve the leadership capacity and fighting strength of Party organizations; review, evaluate, arrange, assign, and reasonably use the staff, especially the leaders, and build a team of virtuous, talented, and aspirational cadres who contribute to the sustainable development of the province and the country, and to the happiness of the people.

Regularly consolidate and strengthen military and national defense work; strictly manage border lines and landmarks, maintain border security and sovereignty; build an increasingly solid provincial defense zone; ensure political security, order, social safety, ensure national security and religious security, promptly resolve complicated factors; absolutely must not let "passivity and surprise" happen; better carry out the movement of All people protecting national security.

Actively implement measures to prevent and combat corruption, waste, and negativity; at the same time, encourage and protect people with innovative thinking, who dare to think, dare to do, and dare to take responsibility for the common interests of the country and of Quang Tri homeland.

"Lessons learned from practice show that when there are correct policies and resolutions, the implementation stage is decisive. Therefore, I suggest that, immediately after the Congress, the Provincial Party Executive Committee must urgently review closely, calculate carefully, and immediately issue an Action Program with the spirit of 6 clear points: Clear work, clear authority, clear responsibility, clear time, clear resources, clear results. Resolutely implement with the highest political determination, practically bring the Resolution into life, meet the expectations of cadres, party members and people", comrade Do Van Chien stated.

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien hopes that cadres, party members, soldiers of the armed forces and people of all ethnic groups in Quang Tri province will promote the tradition of the revolutionary homeland with people who are brave and resilient; patient and hard-working; full of affection and loyalty; possessing the will to overcome difficulties and the desire to rise up; united in mind and efforts to successfully implement the Resolution of the Congress, building Quang Tri province to develop rapidly and sustainably; everyone and every family has a prosperous and happy life.

On this occasion, comrade Do Van Chien and the working delegation of the Central Committee of the Vietnam Fatherland Front presented 30 billion VND to support Quang Tri in overcoming the consequences of natural disasters.
