Economic growth momentum from off-budget projects

About 10 years ago, Quang Ninh province's economic growth rate mainly depended on heavy industry, with the leading role of the coal industry in coal mining and electricity production. However, these activities had high emissions, creating conflicts with the service and tourism industries, which were considered the driving force for sustainable growth of the province. Since then, the province has determined to transform its economic growth model from "brown" to "green", by putting industrial production into sustainable development, with strong investment in the application of science and technology. At the same time, it has promoted attracting investors to the area to invest in technical infrastructure, serving service and tourism activities. Many large economic groups have come to learn, research and decided to invest in projects in Quang Ninh, creating a completely new look, changing the face of the urban area, service infrastructure, tourism, promptly meeting the needs of sightseeing and relaxation of domestic and foreign tourists.

These include projects such as: Sun World Ha Long entertainment and tourism complex (Ha Long city); Ha Long international passenger port; Tuan Chau international tourist area (Ha Long city); Yen Tu cultural tourist area (Uong Bi city); Ao Tien high-class port (Van Don economic zone); Yoko Onsen Quang Hanh resort (Cam Pha city) ... These projects mobilized abundant resources at that time and contributed many percentages to the province's annual economic growth. In particular, up to now, the projects have created many percentages of economic growth for the province, as the number of tourists coming to the province is increasing, creating many jobs and income for workers, as well as contributing to the state budget revenue.

From the experience gained from projects mobilized in the area in the past time, in 2025, facing the target of economic growth of over 14%, thereby ensuring the economic growth target in the spirit of the Resolution of the 15th Provincial Party Congress set out above double digits for the entire term 2020-2025, Quang Ninh province is determined to resolutely lead, direct, and remove difficulties for non-budget investment projects, ensuring that non-budget projects are soon deployed for investment and put into operation, thereby creating economic growth in 2025 and economic growth momentum for the new period.

On March 26, after the determination and efforts of the Quang Ninh provincial Party Committee, authorities and investors, Thanh Cong Viet Hung Automobile Factory was inaugurated and put into operation to produce and assemble automobiles, with equipment lines invested to produce and assemble Skoda automobiles - the oldest automobile brand in the Czech Republic. It is expected that in the second quarter of 2025, the first automobile product, Skoda Kushaq, will be launched in the domestic consumer market. This also means creating a large source of growth for the province in 2025 and for the following period.

According to the recent summary report of the Provincial People's Committee, in 2025, Quang Ninh province will have 8 more non-budget investment projects and 2 projects in the form of public-private partnerships, creating new growth drivers for the province (Ha Long Xanh urban complex project; Van Ninh general port project phase 1; Quang Ninh LNG power plant project; Ha Long Ocean Park project; Quang Hanh high-end hot mineral resort project; high-end complex tourism service project in Van Don Economic Zone...). In addition, technical infrastructure projects of industrial parks and secondary investor projects in industrial parks are being actively invested in and constructed. It is expected that 2-4 new industrial parks will be established and many industrial parks will be put into operation, attracting secondary investors.

Each of the above projects has a total investment of thousands of billions of VND, not to mention the land use tax paid to the state budget, labor costs, and accompanying services. This capital, after being disbursed and put into the economy, will create a large resource to promote economic growth in Quang Ninh province in particular and the Red River Delta region in general.

Quickly put projects into practice

Although it has been determined that resources contributing to Quang Ninh's economic growth in 2025 will come from non-budget investment projects, currently these projects still face many difficulties and obstacles in implementation.

The Ha Long Xanh urban complex project is invested by Vingroup Corporation and Vinhomes Joint Stock Company with a total expected investment capital of up to VND 232,369 billion (about USD 10 billion). This amount is equivalent to the state budget revenue of Quang Ninh province within 4 years. If the project is soon resolved, and put into implementation in 2025, it will make certain contributions to economic growth both in the short and long term. This project was started in October 2021, but after nearly 5 years, there are still many difficulties and obstacles, making it impossible to implement overall and synchronous investment according to the schedule initially approved by the Prime Minister.

According to the investor, due to the large area of ​​the project, the large volume of filling materials, mangrove forests, land acquisition, land prices, etc., the project often has to adjust the zoning plan and detailed plan to suit the situation. Only the determination of the project's land price to calculate land use fees has not been completed yet, greatly affecting the project's investment process. In addition, the project needs a huge volume of filling materials, but to date, the supply of these materials has not been available.

Faced with the above difficulties and obstacles and to avoid the project being interrupted for a long time, causing waste of investment resources of enterprises and investors, in many recent meetings of the Provincial Party Committee and Provincial People's Committee, the provincial leaders have resolutely taken action to direct and completely remove the inherent "bottlenecks" mentioned above, thereby working together with investors to form the largest urban area in the province, creating unique tourism products, exploiting the potential and strengths of the coastal area of ​​Ha Long City and Quang Yen Town, attracting a large number of domestic and international tourists to visit, experience, explore and meet the needs of housing, quality living space for local people, neighboring areas and meeting the needs of attracting investment from other localities to Quang Ninh.

Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment, said: In recent years, due to the constant adjustment and change of land policies and mechanisms, it has been very difficult for localities to complete plans and appraise land prices. Since the Land Law (amended) has come into effect, closely following the direction of the province, the unit is currently assigned to preside over and coordinate with the Department of Finance, advise the Provincial People's Committee on plans and appraise the land rental price plan of the project. Currently, relevant departments are actively completing documents, striving to submit the land price plan in March and early April 2025; in April-June 2025, the land price plan will be appraised and the land rental price of the project will be approved.

Regarding the problem of landfill material mines, implementing the direction of the Provincial Party Committee, the Provincial People's Committee, the departments, branches, and localities related to the project are focusing on closely following the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 80/QD-TTg (February 11, 2023) to arrange landfill material mines to serve the project, including calculating the plan to fully recover mine waste materials from coal industry units in the province. With this calculation, the investor is currently actively completing the plan to exploit and use mine waste soil and rock in the Dong Trieu area, with an estimated 7-8 million ^m3 for implementation; at the same time, continuing to coordinate with related departments, branches, and sectors to research and find other suitable sources of landfill materials.

At the meeting of the Provincial People's Committee on March 12, 2025, the Provincial People's Committee agreed to propose taking soil and rock from industrial clusters located in the planning near the Ha Long Xanh project. Typically, the Hoanh Bo 1 industrial cluster and the Hoanh Bo 2 industrial cluster in Thong Nhat and Vu Oai communes (Ha Long city). The plan to take soil from these two industrial clusters in the planning is completely feasible, because it not only solves the problem of soil for the Ha Long Xanh project, but also creates a clean land fund to attract investors to these two industrial clusters in the future.

With the target set for 2025, Quang Ninh province must achieve an economic growth rate of 14%, an increase of 2% compared to the target assigned by the Government, in addition to directing regular tasks on socio-economic development, ensuring national defense and security, the Provincial Party Committee also resolutely directed the Provincial Party Committee to urge departments, branches, sectors and People's Committees of localities of the province to review and count non-state budget projects that encounter difficulties and obstacles in the implementation process and regularly conduct weekly inventories for each listed project.

At the same time, it is necessary to clarify the responsibilities of each agency and unit in the implementation process. Localities must not let their direction and management activities be interrupted during the process of restructuring and streamlining the apparatus; work with the highest determination and determination, putting economic development goals first.

It is known that every week, the Provincial Party Committee will have to synthesize and report to the Standing Committee of the Provincial Party Committee on the removal of difficulties and obstacles for public and non-budgetary investment projects, especially those projects that the Provincial People's Committee has compiled and reported to the Provincial Party Committee for monitoring, directing, and counting progress in 2025, in order to put the projects into investment implementation as soon as possible as well as complete the projects that have been and are being implemented. This will not only help the province to tap into investment resources from society, making a great contribution to economic growth in 2025, but also create new development space for regions and areas in the province when the projects are completed. That also means creating more new resources to promote the province's economic growth in the era of national development.
