Dong Nai rectifies abuse of request for submission of certified copies in administrative procedures

(NLDO)-Dong Nai province has rectified the requirement of abusing the submission of certified copies in administrative procedures, helping to reduce procedures for people.

Recently, the situation of some agencies, units and localities in Dong Nai province abusing the requirement for people and businesses to submit certified copies of the original when carrying out administrative procedures is quite common, causing unnecessary trouble and increasing social costs.

Faced with the above situation, on August 1, the Department of Justice of Dong Nai province advised the Provincial People's Committee to sign and issue an Official Dispatch requesting the Departments, branches, sectors; People's Committees of communes, wards and notary organizations in the province to strictly comply with the provisions of Decree 23/2015/ND-CP dated February 16, 2015 of the Government and related legal documents.

Specifically, accepting uncertified copies with originals for comparison when processing documents; prioritizing the exploitation and use of electronic data available in the province's shared databases to reduce the need for document provision for people and businesses.

In addition, strengthen propaganda and training for cadres and civil servants on legal regulations related to notarization and certification; organize inspections and strictly handle cases of arbitrarily requesting to provide certified copies in violation of regulations.

The Department of Justice assessed that this rectification not only contributes to creating convenience for people and businesses but also clearly demonstrates the industry's determination to promote administrative reform, build a professional and transparent administration and better serve the legitimate needs of the people.

According to the Department of Justice of Dong Nai province, currently all types of paper copies and documents have been digitized and stored in the province's electronic database.

The fact that many agencies and units still require people and businesses to submit certified copies, even in cases where the law does not require it, goes against the spirit of administrative reform, creating additional procedures, time and costs for people and businesses.

One of the main reasons pointed out is that some officials and civil servants are still afraid of responsibility and lack initiative in comparing copies with originals. Instead, they choose the "safe" solution of forcing people to certify before submitting documents.
