Specifically, in Document No. 4778/UBND-KTN dated April 24, 2025, the Provincial People's Committee agreed with the proposal of the Department of Construction on investing in the construction of public housing areas for officials, civil servants, public employees, and armed forces when merging provinces in Bien Hoa city. Accordingly, there are 7 land plots proposed to be used to build public housing for long-term work of officials.
The Provincial People's Committee requested the Provincial Military Command to urgently carry out investment procedures to build two public housing areas (in Trang Dai ward and Tan Phong ward) to ensure service for the people's armed forces when the province is merged.

The Provincial Construction Investment Project Management Board (investor) urgently carries out investment procedures to build public housing in the remaining 3 land plots (in the wards of Tan Hiep, Quang Vinh and Trang Dai) to ensure accommodation for cadres, civil servants and public employees when the province merges.
The Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Construction, Bien Hoa City People's Committee and relevant units to arrange capital for the Provincial Construction Investment Project Management Board to invest in the construction of public housing. Review surplus headquarters in Bien Hoa City to renovate them into public housing. In the process of concretizing the planning idea of converting the function of Bien Hoa 1 Industrial Park, review and propose land for arranging public housing and social housing.
Previously, at a meeting with departments and branches on April 21, Chairman of the Provincial People's Committee Vo Tan Duc said that the province would ensure enough accommodation and work space for civil servants when merging Binh Phuoc and Dong Nai provinces.
Regarding public housing, in addition to new construction projects, the province will review existing public housing areas and surplus agency headquarters to repair and upgrade to meet accommodation needs for officials eligible for public housing.
For the remaining civil servants, the province has directed investors of housing projects that are being implemented or about to be implemented in Bien Hoa city to speed up progress to soon have housing for this force.
It is expected that when the province merges, about 1,600 civil servants from Binh Phuoc will come to Dong Nai to work.
