Dong Thap achieves the target of increasing the number of people participating in social insurance, health insurance, and unemployment insurance.

On December 27, at the Provincial People's Committee Hall, a conference was held to review the work of the Steering Committee for the implementation of social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies in the province (Steering Committee) in 2023; tasks of the provincial Social Insurance in 2023, and deploy tasks in 2024. Vice Chairman of the Provincial People's Committee Huynh Minh Tuan - Deputy Head of the Standing Committee of the Steering Committee; Director of the Provincial Social Insurance Huynh Nguyen Phuong Oanh - Deputy Head of the Steering Committee chaired the conference.

The conference focused on evaluating the results of the implementation of tasks in 2023, especially the limitations and difficulties in the implementation process, proposing solutions to overcome them; deploying key tasks and solutions to complete the targets and plans set out in 2024.

At the conference, representatives of many units gave presentations with many contents such as: Department of Labor - Invalids and Social Affairs proposed solutions to develop compulsory social insurance participants at enterprises, striving to complete the targets assigned by the Provincial People's Council Resolution in 2024; Department of Health with solutions to manage and use health insurance medical examination and treatment budget; Chau Thanh District People's Committee shared solutions for sustainable development of voluntary social insurance and health insurance participants; Lai Vung and Lap Vo District People's Committees shared solutions to develop voluntary social insurance participants; Tam Nong District People's Committee shared the piggy bank model of capital contribution groups to buy voluntary social insurance.

On the basis of the Regulations on the operation of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies, the People's Committee of Dong Thap province has issued documents directing the effective implementation of social insurance and health insurance policies and laws in the province, both safely adapting and ensuring social security in the province and directing departments, branches, sectors, unions, People's Committees of districts and cities to coordinate and effectively implement solutions to expand and develop voluntary social insurance and health insurance participants; manage and operate the health insurance medical examination and treatment budget assigned by the Prime Minister; promptly remove difficulties and obstacles when implementing regimes and policies, ensuring the rights of social insurance, health insurance and unemployment insurance participants.

It is estimated that by December 31, 2023, the whole province currently has 131,468 people participating in social insurance, an increase of 6,066 people compared to the end of 2022, reaching 15.13% compared to the working-age labor force, reaching 100% of the target assigned by Vietnam Social Security ; the number of people participating in voluntary social insurance is 25,815 people, an increase of 4,557 people compared to 2022, reaching 100% of the target assigned by Vietnam Social Security; the whole province has 96,085 people participating in unemployment insurance, an increase of 1,391 people compared to the end of 2022, accounting for 11.06% compared to the working-age labor force, reaching 100% of the target assigned by Vietnam Social Security; Currently, there are 1,490,965 people participating in health insurance, reaching a coverage rate of 93.18% of the population (an increase of 17,296 people compared to the end of 2022), reaching 100.19% of the target assigned by the Prime Minister and the Provincial Party Committee, reaching 100% of the target assigned by Vietnam Social Security in 2023.

It is estimated that by December 31, 2023, the total revenue of social insurance, health insurance, and unemployment insurance will be VND 3,305.52 billion, reaching 100.63% of the plan assigned by Vietnam Social Security, an increase of VND 215.35 billion compared to 2022; the total estimated amount of late payment of social insurance, health insurance, and unemployment insurance is VND 71.47 billion, accounting for 2.16% of the receivables, equal to the rate assigned by Vietnam Social Security; the total amount of social insurance, health insurance, and unemployment insurance payments is VND 3,712.58 billion.

Vice Chairman of the Provincial People's Committee Huynh Minh Tuan assessed that in 2023, the implementation of policies and laws on social insurance and health insurance will be basically completed well, such as: achieving the target on the number of people participating in social insurance, health insurance, and unemployment insurance; well implementing the Project on developing population data applications, identification and electronic authentication to serve the Government's national digital transformation (Project 06); timely payment of social insurance benefits to employees, ensuring the rights of social insurance and health insurance participants; paying monthly pensions and social insurance benefits via ATMs in some localities at a high rate...

In order to effectively implement the targets and objectives set by the Central Government, the Provincial Party Committee, and the Provincial People's Council in 2024, the Vice Chairman of the Provincial People's Committee requested relevant sectors and localities to focus on implementing solutions to develop participants of social insurance, health insurance, and unemployment insurance; districts and cities include targets on social insurance, health insurance, and unemployment insurance in socio-economic development plans, promptly have solutions to remove difficulties and limitations; diversify forms of propaganda, in which the Provincial Social Insurance coordinates with press agencies to strengthen propaganda on social insurance, health insurance, and unemployment insurance so that the majority of people can update information faster. At the same time, promote administrative procedure reform, apply information technology, and digital transformation for the satisfaction of participants of social insurance, health insurance, and unemployment insurance; the health sector and the Social Insurance coordinate smoothly, together promptly resolve related problems;...

On this occasion, 4 individuals with many contributions to the construction and development of the Vietnam Social Insurance career were awarded the "For the cause of Vietnam Social Insurance" Medal by the General Director of Vietnam Social Insurance; 19 collectives and 15 individuals were awarded Certificates of Merit by the General Director of Vietnam Social Insurance for their outstanding achievements in coordinating, directing and organizing the implementation of social insurance and health insurance policies from 2021 - 2022.
