PPP investment agreement to expand Hanoi - Thai Nguyen expressway to 6 lanes

The Hanoi People's Committee has just issued Official Letter No. 4133/UBND-DT to the Ministry of Construction regarding the investment plan to complete the construction of the CT.07 expressway, Hanoi - Thai Nguyen section, under the PPP form.

According to the Hanoi People's Committee, the Hanoi - Thai Nguyen expressway, the section passing through Hanoi within the scope of the Project, is approximately 25.125 km long, including a section that coincides with the Gia Binh airport connection road from Ninh Hiep intersection to Ring Road III intersection.

To ensure consistency and unity in the research process, the Hanoi People's Committee proposed to consider eliminating the section of the route that coincides with the route connecting Gia Binh airport with Hanoi capital when implementing the CT.07 Expressway Completion Investment Project, Hanoi - Thai Nguyen section.

The reason is that the cost of clearing the road connecting Gia Binh airport with Hanoi capital is being carried out with the City's public investment capital.

The investment in construction of this section is being carried out by Hanoi City according to the conclusion of the Government Standing Committee that it must be completed before December 31, 2026.

In Official Dispatch No. 4133, the Hanoi People's Committee agreed with the Ministry of Construction to assign the Thai Nguyen Provincial People's Committee to be the competent authority to study and implement the CT.07 Expressway Completion Investment Project, Hanoi - Thai Nguyen section, under the PPP form, ensuring compliance with the provisions of the PPP Law.

After being approved as the competent authority to research and implement the Project, with the proposal to exclude the section of the route that coincides with the route connecting Gia Binh airport with Hanoi capital, the Hanoi People's Committee requested the Thai Nguyen Provincial People's Committee not to collect fees on the above route.

At the same time, the Capital City government also requested the People's Committee of Thai Nguyen province to closely coordinate with the People's Committee of Hanoi City to match and unify technical parameters and design plans when implementing projects related to the Hanoi - Thai Nguyen expressway, including:

Investment project to build Ring Road 3 through Dong Anh district (formerly); Project to connect Tu Lien bridge from the intersection of Tu Lien bridge approach road with Truong Sa road to Hanoi - Thai Nguyen highway and Project to invest in building the road connecting Gia Binh airport to Hanoi capital to ensure synchronization and promote investment efficiency.

The project to invest in the complete construction of the CT.07 expressway, Hanoi - Thai Nguyen - Cho Moi section, proposed by Phuong Thanh Transport Investment and Construction Joint Stock Company, has a total route length of about 100.69 km.

The project starts at the Ring Road III intersection (Km8+00); ends at Thanh Binh intersection and is divided into 2 sections.

Section 1: Hanoi - Thai Nguyen starts from the Ring Road III intersection (Km8+00) to Tan Long intersection (Km69+200), with a route length of about 61.2 km, expected to be invested in the scale of a highway with 6 complete lanes, design speed of 100 km/h.

Section 2: Thai Nguyen - Cho Moi section starts from Tan Long intersection (Km69+200) to Thanh Binh intersection (Thanh Thinh commune), with a route length of about 39.49 km, invested according to the scale of a complete 4-lane highway, design speed of 100 km/h.

The preliminary total investment of the Project is 16,789 billion VND, of which the expected state capital is about 5,363 billion VND (including central support capital and Thai Nguyen province capital), the rest will be mobilized by PPP investors.
