(Baothanhhoa.vn) - Thanh Hoa is entering a new phase of development, where science, technology, and innovation become the central driving force in the implementation of digital government, digital technology, digital society, and digital citizenship. With the close guidance of the Provincial Party Standing Committee and the Provincial People's Committee, the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo has created fundamental changes, laying the foundation for sustainable development based on knowledge, technology, and digital transformation.

Officials and civil servants of Luong Son commune (Thuong Xuan district) attended a training course on how to operate and use information technology systems and shared software systems for officials and civil servants of 166 newly established communes... organized by the Department of Science and Technology.

Immediately after Resolution No. 57-NQ/TW was issued, the Standing Committee of the Thanh Hoa Provincial Party Committee promptly issued Action Plan No. 266-KH/TU dated April 26, 2025, establishing 79 specific goals, 10 groups of tasks, and implementing 233 projects and programs to realize the strategic orientation on the development of science and technology , innovation, and digital transformation. The Provincial People's Committee also established a separate Steering Committee and an Advisory Team to comprehensively monitor, implement, and promote the plan.

According to Tran Duy Binh, Director of the Department of Science and Technology: "The first and most important change is raising awareness throughout society. The province organized a series of conferences, training courses, and communication programs, notably the province-wide online conference on the theme 'Developing science and technology, innovation and digital transformation,' which attracted more than 37,500 participants. In addition, the launch ceremony of the 'Digital Literacy Movement' spread to 1,018 locations with more than 51,900 delegates, affirming that science and technology are no longer the exclusive privilege of professionals, but have become common knowledge for the entire population."

Alongside organizing conferences to raise awareness about digital transformation and science and technology, the province places special emphasis on human resources and institutions, aiming to select qualified IT professionals to work in Party, government, and mass organization agencies from the provincial to the commune level. In addition, training is organized for officials, civil servants, and members of community digital technology teams throughout the province via MOOC platforms, enhancing digital skills and information security to build a digital government capable of operating in a high-tech environment. The Provincial Party Standing Committee has directed the Provincial People's Committee to implement numerous policies to support training, attract high-quality human resources, and connect training between universities, research institutes, and local businesses. The incentive system for officials sent for undergraduate and postgraduate training or participating in research has also been strengthened. This is a systematic step to cultivate a long-term pool of domestic technology experts for the province. The province has also implemented policies to support small and medium-sized enterprises (SMEs) in investing in digital transformation and researching and applying technology, developing digital services, and promoting the development of the technology market in a professional and in-depth manner.

Beyond focusing on human resources, Thanh Hoa province is gradually improving its institutional framework to remove bottlenecks in the commercialization of research products, encouraging businesses to invest in science and technology and digital transformation. Notably, Thanh Hoa has accelerated the development of a network of innovation and startup centers, smart cities, a national data system, and shared digital platforms. Important databases on population, land, resources, minerals, etc., are being digitized to form a shared data warehouse for governance and policy planning. The province is currently implementing 172 provincial-level science and technology projects and 12 national-level projects. Meanwhile, 100% of administrative agencies from the provincial to the commune level have applied electronic document management software. The province provides up to 1,754 online public services, with a timely and accurate resolution rate of 99.51% – an impressive figure demonstrating the effectiveness of the digital government platform.

In addition, the province is actively implementing Government Decree 06 on facilitating the resolution of administrative procedures and providing online public services. As of May 2025, the province had provided 1,758 out of 1,950 online public services, reaching 90.15%, the highest in the country. Sectors such as banking, healthcare, education, and insurance have all strongly applied technology. The entire province has 684 medical facilities using citizen identification cards instead of health insurance cards, generating over 5.2 million searches for medical examination and treatment information, and issuing over 3.1 million health insurance cards synchronized with citizen identification cards...

However, during the implementation process, Thanh Hoa province also clearly recognized the "bottlenecks" that need to be addressed, namely: the limited level of high-tech human resources, especially at the commune level; the fragmented connection of databases between departments and agencies, with much data yet to be integrated; the numerous online public services but the rate of citizen usage is still not commensurate; and, in particular, the development of land data warehouses, labor data, civil registration data, etc., is behind schedule and requires more investment in funding and infrastructure.

Within the Party apparatus, the digital transformation project in Party organizations has achieved certain results, digitizing 216,450 documents and updating 240,000 Party member records. However, the major difficulty remains the digitization of old documents due to a lack of manpower and equipment.

Overall, Thanh Hoa province has recently shifted its management mindset from experience-based to data-driven; from a traditional production model to an innovative one; and from an administrative government to a digital government focused on service. In the coming period, the province has identified key tasks such as: completing a shared data warehouse, deploying a command and control system connected to the Government, building a land database, updating the digital government architecture at two levels (province and commune), increasing the rate of electronic identification, and promoting the smart city model.
