(Baothanhhoa.vn) - Thanh Hoa is entering a new stage of development, where science - technology and innovation become the central driving force in the process of implementing digital government, digital technology, digital society, and digital citizens. With the close direction of the Provincial Party Standing Committee and the Provincial People's Committee, the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo has created fundamental changes, laying the foundation for sustainable development based on knowledge, technology and digital transformation (DT).

Officials and civil servants of Luong Son commune (Thuong Xuan) attended a training course on how to operate and use information technology systems and shared software systems for officials and civil servants of 166 new communes... organized by the Department of Science and Technology.

Immediately after Resolution No. 57-NQ/TW was issued, the Standing Committee of Thanh Hoa Provincial Party Committee promptly issued Action Plan No. 266-KH/TU dated April 26, 2025, establishing 79 specific goals, 10 task groups, and implementing 233 projects to realize the strategic orientation on science and technology development, innovation and digital transformation. The Provincial People's Committee also established a separate Steering Committee and Advisory Group to monitor, implement and promote comprehensively.

Director of the Department of Science and Technology Tran Duy Binh said: The first and most important change is raising awareness in the whole society. The province organized a series of conferences, training courses, and communication programs, typically the province-wide online conference with the theme "Developing science - technology, innovation and digital transformation" attracting more than 37,500 participants. In addition, the launching ceremony of the "Digital Education for All" movement spread to 1,018 points with more than 51,900 delegates, affirming that science - technology is no longer the privilege of experts, but has become common knowledge for all people.

Along with organizing conferences to raise awareness of digital transformation, science and technology, the province pays special attention to human resources and institutions, aiming to select cadres with expertise in information technology to be assigned to Party, government and mass organizations from the provincial to communal levels. In addition, training is organized for cadres, civil servants, public employees and members of community digital technology teams across the province through the MOOC platform, improving digital skills and information security to build a digital government with sufficient capacity to operate in a high-tech environment. The Provincial Party Committee Standing Committee has directed the Provincial People's Committee to implement many policies to support training, attract high-quality human resources, and connect training between universities, research institutes and local enterprises. The treatment regime for cadres sent for university and postgraduate training or to participate in research is also enhanced. This is a methodical step to foster a class of internal technology experts for the province in the long term. The province also has policies to support small and medium enterprises to invest in digital transformation and research technology applications, develop digital services, and promote the development of the technology market in a professional and in-depth direction.

Not stopping at human resources, Thanh Hoa province is gradually perfecting its institutions to remove bottlenecks in commercializing research products, encouraging businesses to invest in science, technology and digital transformation. Notably, Thanh Hoa has promoted the construction of a network of innovation centers, startups, smart cities, national data systems, and shared digital platforms. Important databases on population, land, resources, minerals, etc. are being digitized to form a shared data warehouse to serve management and policy making. The whole province is currently implementing 172 provincial-level science and technology tasks and 12 national-level tasks. Meanwhile, 100% of management agencies from provincial to communal levels have applied electronic document management software. The province provides up to 1,754 online public services, of which the rate of correct and timely resolution reaches 99.51% - an impressive figure showing the operational efficiency of the digital government platform.

In addition, the province is also actively implementing the Government's Project 06 on administrative procedure settlement and online public service provision. As of May 2025, the province has provided 1,758/1,950 online public services, reaching 90.15%, the highest in the country. Sectors such as banking, healthcare, education, insurance, etc. have all strongly applied technology. The whole province has 684 medical facilities using CCCD instead of health insurance cards, generating more than 5.2 million searches for medical examination and treatment information, and has issued more than 3.1 million health insurance cards synchronized with citizen identification cards...

However, during the implementation process, Thanh Hoa province also clearly recognized the "bottlenecks" that need to be removed: The level of high-tech human resources is still limited, especially at the commune level. The connection of databases between departments and branches is still fragmented, many data have not been integrated. Although there are many online public services, the rate of people using them is still not commensurate. In particular, the construction of land data warehouses, labor data, household registration data... is behind schedule, requiring stronger investment in funding and infrastructure.

In the Party bloc, the digital transformation project in Party agencies has achieved certain results, digitizing 216,450 documents and updating 240,000 Party member records. However, the biggest difficulty is still digitizing old documents due to lack of human resources and equipment.

Overall, in recent times, Thanh Hoa province has made a change in its management thinking based on experience to data management; from the traditional production model to innovation; from administrative government to digital government service. In the coming time, the province has identified key tasks such as: completing a shared data warehouse, deploying a command and control system connected to the Government, building a land database, updating the two-level digital government architecture (province, commune), increasing the rate of electronic identification and promoting the smart city model.
