A breakthrough from the special salary coefficient for teachers.

GD&TĐ - According to the proposed draft policy on salaries and allowances for teachers, from January 1, 2026, preschool teachers will receive a special salary coefficient of 1.25, and other teacher positions will receive a special salary coefficient of 1.15 compared to their current salary coefficient.

Motivation to attract and dedicate oneself to the profession.

The Ministry of Education and Training has just released a draft Decree detailing the implementation of the Law on Teachers. According to the draft Decree, all teachers will receive a "special salary coefficient". In particular, preschool teachers will receive a special salary coefficient of 1.25 compared to their current salary coefficient.

Other teaching positions are entitled to a special salary coefficient of 1.15 compared to their current salary coefficient. For teachers teaching in schools for people with disabilities, centers for supporting inclusive education development, and boarding schools in border areas, an additional 0.05 is added to the prescribed rate.

Ms. Ka H'Hoa, a teacher at Phan Dinh Giot Primary and Secondary School (Nam Gia Nghia, Lam Dong ), believes that if the above policy becomes a reality, it will be an important step forward in improving the remuneration of teachers, especially those from ethnic minority groups.

According to Ms. Ka H'Hoa, this policy is a breakthrough in remuneration, demonstrating fairness, purpose, and strategy; gradually overcoming long-standing shortcomings in the lives of teachers in remote and disadvantaged areas. This is also a well-deserved show of concern and encouragement from the State for frontline teachers in key sectors.

Associate Professor Tran Xuan Nhi, former Deputy Minister of Education and Training, commented that the proposed policy of granting preschool teachers a special salary coefficient of 1.25 compared to their current salary coefficient, and other teaching positions a special salary coefficient of 1.15 compared to their current salary coefficient, is not only a material incentive but also sends a message that society appreciates and recognizes the role of teachers, especially those in disadvantaged areas or working in strategic sectors. This is a key factor in retaining and attracting talent to localities and the education sector, especially.

The draft Decree also includes several other provisions, such as: Teachers appointed to the title of professor will be subject to the senior expert salary scale. Accordingly, the salary scale consists of 3 levels: 8.8 - 9.4 - 10.0. Associate Professor Dr. Tran Xuan Nhi believes that professor is the highest title, reflecting competence, scientific prestige, and the role of leading expertise, exploring and creating new knowledge in the field for which the professor is appointed.

They are also a crucial factor directly impacting national science, technology, innovation, and digital transformation activities, in accordance with Resolution 57-NQ/TW dated December 22, 2024, of the Politburo.

Therefore, according to the standards and conditions for senior experts as stipulated in Regulation No. 180-QD/TW, professors are similar to senior experts. Thus, while not definitively stating that a professor is a senior expert, applying the senior expert salary scale to professors is appropriate given their position and role in the development of the field in which they hold the professorship.

Salaries, allowances, and bonuses are always a top concern for employees. Regarding the education sector, Ms. Nguyen Thi Viet Nga, a National Assembly representative from Hai Phong City, believes that one of the underlying causes of the severe teacher shortage in recent years is the low salary compared to the workload and pressure. This makes it difficult for the sector to recruit new teachers and also leads to a "brain drain."

Therefore, placing teachers' salaries at the highest level in the administrative and public service salary scale, combined with preferential policies, will contribute to overcoming the shortage of human resources and improving the quality of education and training. When salaries and allowances are paid fairly, it will be a breakthrough policy to attract excellent students to teacher training colleges, retain talented individuals, and attract new talent to the sector.

Practical policies

The Ministry of Education and Training stated that, regarding job responsibility allowances, the draft Decree adds cases eligible for job responsibility allowances, including heads/deputy heads of professional teams, heads/deputy heads of subject departments and equivalents; teachers teaching ethnic minority languages ​​in ethnic minority language training departments at higher education institutions; teachers teaching subjects in foreign languages ​​(except for teachers teaching foreign languages); and teachers assigned to provide student counseling services.

Regarding mobility allowances, the Ministry of Education and Training stated that the draft Decree adds cases eligible for mobility allowances, including teachers seconded to teach across multiple schools and teachers who must relocate to teach at different school locations or branches. In particular, the draft Decree clarifies the regulations on the preservation of benefits and policies when teachers are seconded for tasks assigned by the National Assembly, as stipulated in Clause 4, Article 17 of the Law on Teachers.

Accordingly, the draft Decree stipulates that in cases where teachers are transferred between educational institutions and the allowances applied at the transferring institution are higher than those at the receiving institution, the teachers are entitled to retain the allowances they received before the transfer or secondment for a maximum of 36 months, corresponding to the duration of the transfer or secondment. After that period, their allowances will be reviewed and reassigned to better suit their work and location.

In cases where teachers are transferred from public educational institutions to educational management agencies where the allowances applied at the public educational institution are higher than those at the educational management agency, the teachers will retain their salaries and allowances received before the transfer for a period of 12 months. After that period, their salary grade and allowances will be reviewed to determine their current position.

This regulation aims to protect the rights of teachers when they are assigned to other educational institutions or educational management agencies as required by competent authorities; it also addresses the issue of teacher shortages and surpluses; improves the quality of teaching, education, and management in educational institutions; and resolves policy issues for teachers after completing their assignment to work in ethnic minority areas, mountainous regions, border areas, islands, and areas with particularly difficult socio-economic conditions.

To avoid sudden reductions in the benefits and policies for teachers, the draft Decree also stipulates: In cases where the administrative unit where the educational institution is operating is changed by the competent authority to a different administrative unit classification, and the old classification entitled teachers to higher allowances, teachers working at that educational institution will continue to receive these allowances for a period of 6 months from the date of the decision on the new administrative unit classification by the competent authority.
