This is considered a progressive and breakthrough policy, creating positive effects in society, especially for teachers and student teachers.
Motivation to attract and dedicate to the profession
The Ministry of Education and Training has just released a draft Decree detailing the implementation of the Law on Teachers. According to the draft Decree, all teachers are entitled to a "special salary coefficient". In particular, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient.
Other teaching positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient. Teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas are entitled to an additional 0.05 compared to the prescribed level.
Ms. Ka H'Hoa - teacher at Phan Dinh Giot Primary and Secondary School (Nam Gia Nghia, Lam Dong ) said that if the above policy becomes a reality, it will be an important step forward in teacher treatment, especially for teachers from ethnic minorities.
According to Ms. Ka H'Hoa, the above policy is a breakthrough in treatment, demonstrating fairness, goals and strategies; gradually overcoming long-standing shortcomings in the lives of teachers in remote and disadvantaged areas. This is also a worthy concern and encouragement from the State for frontline teachers in key sectors.
Associate Professor, Dr. Tran Xuan Nhi - former Deputy Minister of Education and Training commented that the proposed policy of preschool teachers enjoying a special salary coefficient of 1.25 compared to the current salary coefficient; other teaching positions enjoying a special salary coefficient of 1.15 compared to the current salary coefficient is not only a material encouragement, but also sends a message that the whole society respects and recognizes the role of teachers, especially teachers in difficult areas or in charge of strategic sectors. This is a key factor to retain and attract talent for the locality and the Special Education sector.
The draft Decree also provides many other contents such as: Teachers appointed to the title of professor are subject to the senior expert salary scale. Accordingly, the salary scale includes 3 levels: 8.8 - 9.4 - 10.0. Associate Professor, Dr. Tran Xuan Nhi acknowledged that professor is the highest title, demonstrating capacity, scientific prestige and the role of leading expertise, exploring and creating new knowledge for the field appointed to the title of professor.
They are also important factors that directly impact the activities of science, technology development, innovation and national digital transformation according to Resolution 57-NQ/TW dated December 22, 2024 of the Politburo.
Therefore, according to the standards and conditions of senior experts according to Regulation No. 180-QD/TW, professors are similar to senior experts. Therefore, although it is not confirmed that professors are senior experts, the application of the senior expert salary scale for professors is appropriate to the position and role of professors in the development of the field for which the professor title is appointed.
Salary, allowances and bonuses are always the top concerns of employees. Regarding the education sector, Ms. Nguyen Thi Viet Nga - National Assembly delegate of Hai Phong City said that one of the underlying causes leading to the serious shortage of teachers in recent years is low salaries compared to the volume and pressure of work. This makes it difficult for the sector to recruit new employees, and at the same time, there is a "brain drain".
Therefore, placing teachers' salaries at the highest level in the administrative salary scale system, combined with preferential policies, will contribute to overcoming the shortage of human resources and improving the quality of education and training. When salaries and allowances are paid appropriately, it will be a breakthrough policy to attract excellent students to pedagogical schools, retain competent people and attract new talents to the industry.

Practical policy
The Ministry of Education and Training said that regarding job responsibility allowances, the draft Decree adds cases eligible for job responsibility allowances, including heads/deputy heads of professional groups, heads/deputy heads of departments and equivalent; teachers of ethnic minority languages in ethnic minority language training faculties at universities; teachers teaching subjects in foreign languages (except teachers of foreign languages); teachers assigned to perform student counseling work.
Regarding mobility allowances, the Ministry of Education and Training said that the draft Decree supplements the cases eligible for mobility allowances, including teachers on secondment, inter-school teaching, and teachers who have to move to teach at school locations or branches. In particular, the draft Decree clarifies the provisions on reservations in implementing regimes and policies when mobilizing teachers according to the tasks assigned by the National Assembly in Clause 4, Article 17 of the Law on Teachers.
Accordingly, the draft Decree stipulates that in the case of transferring teachers between educational institutions where the allowance levels applied at the sending educational institution are higher than the destination educational institution, the teacher is allowed to retain the allowance regimes enjoyed before the transfer or secondment for a maximum period of 36 months according to the time of transfer or secondment. After that period, the allowance regime will be considered to be rearranged to suit the job and working area.
In case of transferring teachers from public educational institutions to educational management agencies where the allowance levels applied at the educational institution are higher than those of the educational management agency, the teachers will have their salary and allowances received before the transfer reserved for a period of 12 months. After that period, the salary and allowances will be considered to be re-ranked and appropriate to the job position they are holding.
This regulation aims to protect the rights of teachers when carrying out the mobilization work, encourage teachers to participate in the mobilization at other educational institutions or educational management agencies at the request of competent authorities; at the same time, resolve the situation of surplus or shortage of teachers; improve the quality of teaching, education and management of educational institutions; resolve policies for teachers after the end of the time of being mobilized to work in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions.
To avoid sudden reductions in the regime and policies of teachers, the draft Decree also stipulates: In case the administrative unit where the educational institution is operating is changed by a competent authority to the type of administrative unit and the old administrative unit is classified as entitled to higher allowances, teachers working at that educational institution will continue to enjoy these allowances for a period of 6 months from the date of the decision to classify the new administrative unit by the competent authority.
