TPO - The 11.5km Hoa Lien - Tuy Loan expressway section passes through Hoa Vang district (Da Nang city) with a total investment of more than 2,100 billion VND. Up to now, the shape of the expressway has been formed, however, due to land clearance problems, the construction progress of the project has been affected.

The Hoa Lien - Tuy Loan Expressway has a total length of 11.5km and is located in Da Nang City. The Hoa Lien - Tuy Loan Expressway runs parallel to National Highway 1A. In the first phase, the project is invested with a scale of 4 complete lanes, roadbed width of 22m, road surface width of 14m, design speed of 80km/h. In the complete phase, the project will have a scale of 6 lanes, roadbed width of 29m.

The Hoa Lien - Tuy Loan expressway is expected to be completed in 2025. However, construction progress on this expressway is still slow, mainly due to the delay in site clearance.

The Hoa Lien - Tuy Loan Expressway runs parallel to the National Highway 1A bypass through Hoa Vang District (Da Nang City) and will connect the Da Nang - Quang Ngai Expressway with the Hoa Lien - La Son Expressway, forming a North - South Expressway system through the Central region. Up to now, Da Nang City has handed over more than 10km of land, reaching 87%. However, in reality, the cleared land for construction is only about 6km (reaching 52%) and it is difficult to construct synchronously.

According to the reporter, along the unfinished highway, there are many locations where the site has not yet been handed over to the construction unit due to the site clearance work. Many people have put up signs and put up ropes asking for the construction to stop because their family's land and houses have not been compensated.

The authorities have requested that the site clearance and relocation of technical infrastructure for the Hoa Lien - Tuy Loan expressway project be completed in September this year to ensure the project can be completed in 2025 as required. However, there are still some issues that need to be resolved, especially in areas with many households.

Due to the land clearance problem, many locations on the Hoa Lien - Tuy Loan route are being constructed in a "skipping" manner, working in sections while waiting for the locality to hand over the cleared land. According to research, there are still some households in Hoa Son commune (Hoa Vang district) that have not agreed to move to the city's available resettlement areas.

One of the locations has been handed over the site, the construction unit is implementing leveling, filling soil, and rolling the foundation.

There are still high voltage power lines on the route that have not been relocated yet. Land acquisition issues are one of the reasons why the project's construction volume has not been guaranteed to meet the schedule.

According to the People's Committee of Hoa Vang district, recently, the city has strongly directed localities, departments, branches, and related units to speed up the site clearance progress and support contractors during the construction process. Up to now, this work has achieved positive results with 10/11.5km of the project.

The locality has also actively worked with the investor in site clearance, resettlement and resolving arising issues. In particular, the district has implemented two solutions to speed up the construction of new resettlement areas and move some households to existing residential areas to have a clean site for the project.
