Clean water supply system project in Simacai area: Construction resumes after floods

According to the plan, the clean water supply system project in the Si Ma Cai area will be put into operation at the end of this year. However, difficulties and problems arising during the construction process of the project, especially the impact of the flood situation, make this goal difficult to achieve. Currently, the investor is directing the joint venture contractor to urgently reorganize the construction teams, take advantage of favorable weather, and closely follow the progress schedule.

Water supply cluster No. 4 has a capacity of ^1,130m3 /day and night, the water source is taken from the water spring of Ngai Phong Cho village, Sin Cheng commune, providing clean water to the old Sin Cheng and Thao Chu Phin communes and part of the old Quan Ho Than and Nan Sin communes. At this water supply cluster, a water supply system will also be built to create a source of water in the dry season from water supply cluster No. 1.

As the water supply cluster with the second largest contract value among the 5 water supply clusters (contract value of about 55.72 billion VND), immediately after the groundbreaking ceremony, the contractor focused on constructing important items such as: settling tank, recovery tank of treatment plant No. 4 and pipeline installation, to date these items have been basically completed. At the construction site, construction teams are focusing on constructing intermediate tanks and booster pumping stations. The total completed volume at this water supply cluster reaches about 73% of the contract value.

The project to build a clean water supply system for communes in the old Si Ma Cai district has a construction investment scale of 5 clean water supply clusters, the total design capacity of the whole project is 5,250m ³ / day and night, the capacity of phase 1 is 3,930m ³ / day and night, supplying about 28,500 people in the two communes of Si Ma Cai and Sin Cheng (ie the communes of Can Cau, Nan San, Lung Than and San Chai, Quan Ho Than, Sin Cheng, Thao Chu Phin, Nan Sin, old Ban Me). The total investment is 245.7 billion VND, of which the package: Construction - Supply and installation of equipment - Trial operation and technology transfer has a value of 196.49 billion VND, starting construction in January 2025, construction period is 360 days. The project construction consortium includes 8 units: Hoa An Construction Company Limited, Hoa Binh Construction Investment Joint Stock Company, Bac Ha Infrastructure Construction and Trading Company Limited, 378 Construction and Investment Joint Stock Company, Soricom Company Limited, Anh Trang Son La Company Limited, Thai Son Construction and Trading Company Limited, Hoang Nguyen Construction Investment Company Limited.

People want the clean water supply project to be completed soon.

For the people of Si Ma Cai area, this is not only an urgent project but also brings hope for a better life. Mr. Vien Dinh Hiep - Chairman of Sin Cheng Commune People's Committee expressed his hope that the project will be completed soon to improve people's lives, especially to improve the health of the ethnic people here.

Mr. Vang A Phu, Ngai Phong Cho village, shared: "We have been waiting for this project for a long time. With clean water, people no longer have to worry about using unsanitary water sources."

Since the project started, the investor has directed the contractor to mobilize human resources and construction equipment to simultaneously implement all project items. The items include: building water intake points, leveling the ground for treatment stations, booster pumping stations, and tanks; and digging and installing water supply pipeline systems to all villages and hamlets in the two communes of Si Ma Cai and Sin Cheng.

According to the report of the investor representative, the Si Ma Cai Area Construction Investment Project Management Board, up to now, the construction volume compared to the project construction contract has reached 79/196.49 billion VND, equivalent to 40.21% of the contract value. Thus, the project operation plan this year will be very difficult to implement.

According to the investor's representative, the project is facing some difficulties and problems, mainly related to site clearance and procedures for blasting rocks for construction. Along with that, the construction of traffic projects in the same area has caused some items to be interrupted, especially the construction of the pipeline. In addition, the time of natural disasters, erratic weather, floods, landslides have forced the contractor to temporarily stop construction. Apart from water supply cluster 4, which is making relatively good progress, most of the other water supply clusters are behind schedule.

Of these, the most worrying is water supply cluster No. 1. This water supply cluster has the largest contract value among the 5 water supply clusters (contract value of about 78.44 billion VND), the treatment plant capacity is 2,570m ³ /day and night, of which phase 1 invests 1,250m ³ /day and night. Currently, the contractor is digging the road down to treatment plant No. 1, digging the ground of San Chai and Nan San booster pump stations, and constructing 10 km of pipeline. The construction volume compared to the new construction contract is about 26.6%.

To speed up the project's progress, the investor has directed the joint venture contractor to take advantage of favorable weather, mobilize human resources and equipment to simultaneously construct all items, making up for the recent period of temporary suspension of construction.

Mr. Nguyen Viet Thang - Deputy Director of the Project Management Board of Si Ma Cai district, said: "After operating the two-level local government model, the coordination between the Project Management Board of Si Ma Cai area and the commune authorities also changed. However, the board has proactively worked with the specialized departments of the communes, promptly removed difficulties and obstacles related to site clearance, creating favorable conditions for the construction unit to implement the project".

“We understand the people's expectations for this project. Therefore, the committee has asked the contractors to overcome the difficulties after the flood and is determined to speed up the progress," Mr. Thang added.

With the high determination of the investor, the efforts of the contractors and the active support and accompaniment from the local government, the Si Ma Cai clean water supply system project is being urgently re-constructed, aiming to complete and put into operation as soon as possible. Thereby contributing to promoting local economic and social development, improving the quality of life of the highland people here.
