Waste of "golden land" along the coast
Located in a prime location on Highway 603B, Dien Ngoc Ward, Dien Ban Town, the Trung Ky - Vien Dong tourist area project invested by Trung Ky Vien Dong Real Estate Management and Trading Joint Stock Company has been abandoned for a long time. Inside the project, which was granted an investment certificate by the Provincial People's Committee in 2013, there are only rusty concrete frames, overgrown grass and trees, and many sections of fallen fences, lying desolate and deserted. At the project, there is not a single worker or machine to carry out construction.
According to residents of Vien Dong block, the project has been suspended for 2 years now, causing environmental damage and making households with land and houses next to the project fall into difficulty due to lack of compensation and resettlement arrangements.
Mr. Nguyen Tin, a resident of Vien Dong block, said indignantly: Witnessing the current state of the project, people cannot help but feel fed up. A tourist area in a location considered “golden land” along the coast of Quang Nam has been “shelved” for too long, while people around the project are in a situation of “not being able to leave, not being able to stay”.
“I hope the investor will soon complete the project to put it into operation, contributing to promoting local tourism and creating jobs for the people. If the investor lacks financial resources, the relevant authorities must revoke the project and transfer it to another investor to continue to put the project into operation as soon as possible,” said Mr. Tin.
Similar to the above project, the Holiday Inn Hoi An Resort (now renamed Hoi An Golden Sea) in Cam An Ward, Hoi An City, invested by Nam Sao Investment Joint Stock Company, which covers nearly 70,000 square meters of coastal "golden land", is also in disarray and unfinished after many requests for extensions. Currently, the project has 3 6-storey buildings but is still unfinished. It is worth mentioning that although the project has not been completed, some items have shown signs of deterioration and rusty steel.
Residents living near the project said that the Hoi An Golden Sea tourist area’s “standstill” has caused a waste of “golden land” along the coast in recent years. In addition, the unfinished construction project has made the area messy with overgrown weeds.
Review and propose recall according to regulations
According to the People's Committee of Quang Nam province, the entire coastal area from Dien Ban town to Hoi An city of Quang Nam province has attracted a total of 63 projects, including 32 tourism projects; 21 park, beach and mixed-use projects; 10 residential and resettlement projects.
However, up to now, this area has only 15 completed and operational projects (Hoi An City has 9 projects, Dien Ban Town has 6 projects); 10 projects are being implemented and 7 projects are in the process of completing procedures.
Unfinished projects, slow implementation, not only affect people's lives but also waste land resources. In addition, the resettlement land fund is very scarce, many projects are assigned to investors, but mainly focus on dividing and selling plots of land, leading to a lack of resettlement land for people and resettlement land fund for the future.
Faced with this situation, the People's Committee of Quang Nam province has directed the People's Committee of Dien Ban town to preside over and coordinate with the Department of Construction, Department of Planning and Investment; Department of Natural Resources and Environment and related departments, branches and units to review all projects on both sides of DT603B road, urgently assess the possibility of site clearance for projects that have been implemented for a long time and have long-standing site clearance problems.
“From that basis, we propose to adjust the projects, exclude the parts that cannot be cleared from the projects to develop plans, invest in renovation using public investment capital, creating conditions for people to soon build houses and invest in stable business. In case the projects do not ensure legal procedures or are prolonged, or are not implemented due to limited capacity, we propose to revoke them according to regulations” – Mr. Le Tri Thanh, Chairman of the People's Committee of Quang Nam province said.
According to the report of Dien Ban Town People's Committee, DT 603B route, the section through Dien Ban Town has 27 projects, of which 4 projects are in operation, 2 projects have been revoked, 1 project is calling for investment and 9 projects are being implemented but have been stuck in site clearance for many years. In addition, land management and investment work are still overlapping, leading to slow implementation of investment projects.
