On the afternoon of April 25, the National Assembly Standing Committee considered the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, high school students, and students of generaleducation programs at educational institutions in the national education system.
Minister of Education and Training Nguyen Kim Son said: According to statistics for the 2023-2024 school year, the country has 23.2 million students; of which: 21.5 million are public students, accounting for 93%; 1.7 million are non-public students, accounting for 7%.
Number of students by level of education: 4.8 million preschool children (3.8 million public children; 1 million non-public children); 8.8 million primary school students, 6.5 million secondary school students, 2.99 million high school students.
According to the leader of the Ministry of Education and Training, this draft Resolution will be submitted for approval and promulgation at the 9th Session of the 15th National Assembly , to apply the policy from the 2025-2026 school year.

In particular, Article 2 of the draft Resolution stipulates: Tuition exemption for students at public educational institutions; Tuition support for students at private educational institutions. The provincial People's Council decides on the level of tuition support paid by the State Budget through educational institutions.
According to the Minister of Education and Training, the total state budget expenditure is estimated at about 30.6 trillion VND to exempt tuition fees for preschool children, public primary school students and support tuition fees for preschool children, private primary school students.
Of which, the public sector is 28.7 trillion VND; the private sector: 1.9 trillion VND. The budget level to be ensured will depend on the specific tuition fee level of each province/city under the Central Government under the authority of the Provincial People's Council.
The total state budget for tuition exemption (no collection) for: 5-year-old preschool children; Primary school students; Secondary school students from the 2025-2026 school year is 22.4 trillion VND (In which: Public sector is 21.8 trillion VND; Private sector: 0.6 trillion VND).
Thus, the additional state budget that must be ensured when implementing policies according to the National Assembly Resolution is 8.2 trillion VND (In which: Public sector is 6.9 trillion VND; Private sector: 1.3 trillion VND).
In the draft Resolution, the Ministry of Education and Training proposed implementing the policy of "exemption and support of tuition fees for preschool children and secondary school students in educational institutions". The process and method of implementing the policy of exemption and support of tuition fees for preschool children and secondary school students in educational institutions in the national education system have been stipulated in Decree No. 81/2021/ND-CP of the Government.
The draft Resolution only expands the beneficiaries of the policy, without creating any existing administrative procedures. In addition, support through educational institutions, not through parents and students, will reduce many administrative procedures.
In particular, people are the direct beneficiaries of the policy, contributing to reducing the economic burden on poor families; promoting consumption of goods and services for the tuition fees saved.
