Draft documents of the 14th National Party Congress are being widely consulted among cadres, party members and people of all walks of life. The documents clearly demonstrate the spirit of innovation and integration, affirming the goal of comprehensive development.
People and businesses in Ninh Binh highly appreciate the contents of the document, especially highlighting the country's development achievements, pointing out bottlenecks, and setting specific goals to build the country to develop quickly and sustainably.
Caring for people's lives
Through studying the contents in the assessment of the implementation of the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation as well as daily monitoring the changes and development of the country, Mr. Duong Hong Phien, Deputy Head of the Department of Culture and Society, People's Committee of Vu Ban commune, completely agreed and highly appreciated the contents expressed in the draft, because the document has placed people at the center of development, ensuring social security for the people.
According to Mr. Duong Hong Phien, during the 13th Congress term, social security work was implemented synchronously and comprehensively, especially when the COVID-19 pandemic occurred, people were vaccinated for free, contributing to controlling the pandemic and reducing the risk of death.
Currently, the system of commune and ward health stations operates effectively, ensuring primary health care for the people; the health insurance coverage rate is increasingly high.
On the other hand, exempting and reducing tuition fees for preschool and primary school students and increasing investment in school facilities demonstrate a strategic and deeply humane vision.
As a cultural officer, Mr. Duong Hong Phien feels honored that the content of "building and developing comprehensive Vietnamese culture and people" continues to be identified as a central and consistent task of the renovation process.
In reality, the movement "All people unite to build a cultural life" is developing widely in the locality, cultural institutions such as cultural houses, libraries, community learning centers, relics, etc. are increasingly invested in strongly, becoming essential living spaces for people.
Mr. Duong Hong Phien said that in the coming time, the state needs to prioritize investment and mobilize social resources for cultural development, promote the movement to build grassroots cultural life, build new rural areas and civilized urban areas.
In particular, the State needs to improve the quality of the cultural workforce, combine with promoting digital transformation, and further promote the role of intellectuals, artists, and cultural workers.
Mr. Nguyen Van Sinh, Secretary of Minh Duc village Party Cell, Co Le commune, said that the document clearly shows the spirit of innovation, not only paying attention to economic growth rate, but also valuing the quality of life and happiness of the people.

In recent years, the lives of people in rural areas have changed significantly, and the State's policies have become more practical, such as health insurance, tuition support, social housing programs, and care for the poor and the elderly.
In particular, the program to support housing for low-income people and eliminate temporary and dilapidated houses demonstrates profound humanity in the effort to care for people's lives. Humane, synchronous, and inclusive policies have contributed to strengthening people's trust and arousing the strength of national unity.
People also hope that the government will pay attention to renovating and building village cultural houses and sports grounds to serve community activities, while supporting poor households, policy families, and people in especially difficult circumstances to improve their lives.
Private economy, the driving force for sustainable development
As one of the young directors who received the Luong Dinh Cua Award from the Central Committee of the Ho Chi Minh Communist Youth Union in 2021, Mr. Luong Van Truong, Director of the Nam Dai Duong Youth Cooperative, Ninh Binh province, was very excited to see that the draft documents of the 14th National Party Congress continued to clearly affirm the role of the private sector. Among them, cooperatives and the private economy continue to be considered one of the important driving forces of the economy.
Mr. Luong Van Truong said that the Cooperative is currently effectively implementing the linkage chain between farmers - the state - scientists - businesses in production, processing and consumption of agricultural products in many localities of Ninh Binh province, thereby creating stable jobs for 50-70 workers.
This result was achieved thanks to the support of authorities at all levels in land leasing, production loans and application of technology in production, especially rice growing technology without plowing.

Statistics show that, to date, the country has more than 900,000 private enterprises, more than 15,000 cooperatives, and millions of individual business households operating in all fields, creating livelihoods, jobs, and promoting production from the grassroots level.
Furthermore, the private sector is not only growing in quantity, but is also shifting strongly in quality, towards technological innovation, digital transformation, and participation in the global value chain. Therefore, the draft Report's orientation of developing the private economy in association with innovation, green transformation, and digital transformation is very correct.
From the perspective of the Director of the Cooperative, Mr. Luong Van Truong hopes that in the coming time, policies to support businesses, especially small and medium enterprises, will be implemented more synchronously, especially in the fields of credit and technological innovation.
When the business environment is transparent and stable, businesses will feel secure in long-term investments, thereby the private economy will contribute more strongly to the goal of green growth and sustainable development with the country.
The Director of the Nam Dai Duong Youth Cooperative believes that with the orientations and solutions for private economic development in the Draft Political Report such as: continuing to perfect institutions and policies for private economic development; strongly improving the investment and business environment; supporting enterprises in technological innovation, digital transformation, improving labor productivity; focusing on prioritizing the development of resources and infrastructure... the strength of the private economy will be aroused and developed, contributing to the successful implementation of strategic goals, making Vietnam a developed, high-income country, following the socialist orientation by 2045./.
