The 2026 budget estimate is about 3.1 million billion VND, an increase of 22%

The Government has just submitted to the National Assembly the 2026 budget estimate, with total revenue of more than VND2.5 trillion, total expenditure of more than VND3.1 trillion and an expected deficit of 4.2% of GDP.

According to the Ministry of Finance , the 2026 state budget estimate is built in a proactive, flexible, and focused manner. Total budget revenue is estimated at VND 2,529 trillion, an increase of 28.6% compared to the 2025 estimate.

Of which, domestic revenue accounts for 87% of total revenue, equivalent to 2,199 trillion VND. Revenue from crude oil is expected to be 43 trillion VND and balanced revenue from import-export activities will reach about 278 trillion VND, an increase of 43 trillion VND compared to the previous year's estimate.

Although the global economy is forecast to remain volatile, Vietnam still aims to maintain the budget mobilization rate at about 17.4% of GDP, of which about 13% will come from taxes and fees. Revenues are expected to increase thanks to the recovery of production, expansion of the tax base and promotion of digital transformation in tax and customs management.

In terms of expenditure, total state budget expenditure in 2026 is expected to reach VND3,159 trillion, an increase of 22.6% compared to the 2025 estimate. The expenditure structure shows a clear orientation towards development investment, with VND1,120 trillion allocated to this sector, an increase of nearly 42% compared to the previous year, accounting for about 35% of total expenditure.

Regular expenditure was 1,808 trillion VND, while debt interest payment reached more than 121 trillion VND, fully ensuring domestic and international debt repayment obligations.

Notably, the 2026 budget allocates about 3% of total expenditure for science , technology, innovation and digital transformation, which is considered one of the major highlights in the fiscal management orientation for the coming period. Regular expenditures continue to be tightened, cutting unnecessary expenditures to focus on salary reform and social security policies.

Regarding the budget balance, the budget deficit in 2026 is expected to be VND605.8 trillion, equivalent to 4.2% of GDP - a level assessed as "reasonable and safe", with enough room to support growth while still maintaining financial discipline. It is expected that by the end of 2026, public debt will be about 35-36% of GDP, government debt will be about 33-34% of GDP, and the government's direct debt repayment obligation will be at 20% of total budget revenue.

The Ministry of Finance said that in 2026, the Government will focus on implementing five major groups of solutions: maintaining macroeconomic stability; striving to achieve the highest revenue level; improving spending efficiency and resource allocation; promoting apparatus reform and digital transformation; and substantially improving the investment and business environment.

The increase in development investment spending to over VND1,100 trillion shows the Government's priority orientation in the new period. That is, taking public investment as the driving force for growth, while creating space for the private sector and businesses to participate more strongly in infrastructure, technology, and energy transition projects.

In a world facing many challenges, from tariff fluctuations, geopolitical conflicts to energy transition, Vietnam's target of double-digit GDP growth for 2026 is considered ambitious, reflecting confidence in the economy's intrinsic resilience.

The total budget expenditure for 2025 was decided by the National Assembly to be 2,577 trillion VND. However, during the implementation process, this figure is estimated to reach 3,059 trillion VND, an increase of nearly 482 trillion VND compared to the initial estimate, mainly due to additional public investment expenditure and salary reform.

Entering 2026, the Government submitted a budget estimate of more than VND 3,159 trillion, an increase of about 22.6% compared to the 2025 budget estimate.
