Anger and anxiety are the common feelings of households in Thu Phu village, Nam Sam Son ward when talking about the unfinished construction of Highway 4C affecting people's lives.
Mr. Vien Dinh Truong reported: The road from Don Market to the intersection with the Southern Ring Road is unevenly dug, with jagged rocks and soil, many manholes protruding above the road surface, without barriers or warning signs for people and vehicles, posing a potential risk to traffic safety. On dark nights, many motorbikes traveling on the road trip over manholes, causing the chassis to break and the driver to fall.
The condition of jagged rocks and scattered construction materials makes the space of the households living here always affected by road dust. Households often have to water and close their doors to avoid dust, limiting sand and soil from flying into the house. When it rains, some sections near the manholes collapse, creating very dangerous water holes. To reduce the consequences when traveling through this road section, Thu Phu village has mobilized people to fill in the "potholes", limiting mud and slipperiness. However, because the drainage system is under construction, the solution is only temporary.
Head of Thu Phu village, Thua Van Binh, said: "The villagers are very upset about the unfinished road construction. We hope that the local government and relevant units will quickly complete the road so that the people can soon stabilize their lives and develop the economy ."
The 4C route project, from Tran Hung Dao Street to the Southern Ring Road through Nam Sam Son Ward, was approved by the Provincial People's Committee Chairman for investment and construction in Decision No. 102/QD-UBND dated January 9, 2023, with a total investment of nearly 605 billion VND. The route is 4.49km long, with the project implementation period from 2022 to 2025. In April 2025, the Provincial People's Committee issued Decision No. 1038/QD-UBND approving the adjustment of the project planning and route. Some sections were adjusted from 37.5m to 24m in size to ensure regional connectivity. By May 2025, the Provincial People's Committee had issued a document approving the policy of adjusting the investment project to build the 4C route.
Tran That Long, Deputy Director in charge of the Sam Son Area Construction Investment Project Management Board, said: Due to planning adjustments, the project is currently waiting for funding and completion of legal procedures. In response to the people's recommendations, the Project Management Board will work with the construction unit to find solutions to repair the roadbed at some construction sites, ensuring people's safety.
Currently, the investor of the 4C Road Project is completing legal procedures to adjust the project planning according to the policy of the Provincial People's Committee. The expected time for site clearance and re-construction is from the fourth quarter of 2025. While waiting for the re-construction of the project, the people of Thu Phu village, Nam Sam Son ward hope that the investor and the construction unit will have solutions to overcome the remaining problems, ensuring the environment and safety, and facilitating people's travel.
