In addition, the draft law will create 23 groups of administrative procedures, related to state agencies with each other and between the government and the people. "It is proposed to review and try to reduce and simplify administrative procedures," said Mr. Tung.

Delegate Tung suggested that the scope of regulation for mineral activities should be clarified. The reason is that, according to the draft law, mineral activities include exploration and exploitation (including processing associated with mineral project investment), but currently there are many specialized laws such as the Chemical Law, the Water Resources Law, etc. regulating different planning, regulating each type of mineral. Handling the relationship between the general mineral project and specialized laws, in relation to mineral processing, does not cause overlap, difficulties, and increases compliance costs and procedures for businesses.

Deputy Tung also said that the draft law is not consistent with some related laws. For example, the draft law stipulates that organizations and individuals who win auctions can submit a written request to cancel the auction results. However, the Law on Property Auctions stipulates very strictly, avoiding the abuse of "just asking for cancellation is not allowed".

Providing further information and explanation to the delegates, Minister of Natural Resources and Environment Dang Quoc Khanh said that many opinions want to include processing. But for example, construction materials, paving stones, how many facilities take those minerals for processing, are regulated by other laws. Many minerals require refined processing, but processing activities are outside the scope of the law, closed processing...

"Regarding planning, several provinces are "calling" for mineral planning such as Lam Dong, Dak Nong , with such reserves but how to allocate them, what is the process, this law will establish planning", Mr. Khanh stated.

In addition, according to Mr. Khanh, in reality, some mines cannot be managed, so they exploit outside the boundaries and exceed their capacity. The responsibility of state agencies must increase supervision. In the upcoming draft law, it is stipulated that mines must set up cameras to connect and monitor, and mine owners cannot cut off the cameras, for tighter management.
