
Singapore and Vietnam are considering signing a rice agreement.
Statistics from the Singapore Corporate Governance Authority show that in the period of January-September 2025, the import value of rice products in general (1006) from Vietnam to Singapore reached 87.8 million SGD (equivalent to 67.5 million USD), down 11.5% over the same period in 2024, accounting for 25.3% of the total imported rice market share in this market. Although the size of the Singapore market has not changed significantly, in terms of import value, the total import value of rice from Vietnam to Singapore decreased compared to the same period, which is believed to be due to the general decrease in Vietnam's rice export price compared to 2024.
Currently, White Rice (10063099) is the group with the highest import value among Vietnam's rice product groups in the Singapore market from January to September 2025, reaching 53.2 million SGD, an increase of 10.1% over the same period in 2024, accounting for 31% of the market share. This is also the group in which Singapore has a high level of diversity of foreign supply sources (over 20 partner countries). However, Vietnam's market share in this group is currently second, only after India (75.2 million SGD, accounting for 43.8% of the market share).
Besides white rice, Vietnam has two other groups with high import value into the Singapore market: milled/hulled fragrant rice (10063070) and glutinous rice (10063030), with import values in the first nine months of the year reaching US$24.6 million and US$6.7 million respectively, accounting for 59.7% and 63.2% of Singapore's import market share. Although the import value of these two groups from Vietnam to Singapore continues to show signs of decline compared to the same period in 2024 due to lower export rice prices, Vietnam currently still holds the leading position in terms of import of these two groups into Singapore.
According to the Vietnam Trade Office in Singapore, the Singaporean domestic market is generally saturated. With the size of the imported rice market in Singapore remaining stable, Vietnamese rice will continue to face significant competition from similar products from India, Thailand, and Japan. The fact that Singapore and Vietnam are considering signing an agreement on rice could contribute to stabilizing Vietnam's rice exports to Singapore in the near future.

Rice is still a potential product of Vietnam to the Singapore market.
Regarding the Singapore rice market situation, statistics from the Singapore Corporate Authority also show that from January to September 2025, the total value of rice imports from the world to Singapore will reach about 347.5 million SGD, an increase of 3.4% over the same period in 2024.
Regarding the demand for major rice varieties, in the period of January-September 2025, Singapore continued to boost the import of White Rice (10063099), the import value reached 171.8 million SGD (up 61.1% over the same period in 2024), this group accounted for nearly 50% of the total rice import proportion (1006) of Singapore.
Second in demand is Hom Mali white rice (10063040), with an import value of SGD 66.4 million (up 15.8%), accounting for nearly 20% of the total. Following that is the group of milled/hulled fragrant rice (10063070), with an import value of SGD 41.3 million (down 19.6%), accounting for 11.9% of the total.
The remaining rice groups have a total import value of about 68 million SGD, accounting for no more than 7% of each group and most of them are showing a downward trend in value (from -13% to nearly -61%), except for two brown rice groups (10062090 and 10062010) which recorded an increase in imports (3.1% and 7.8% respectively).
Regarding partners, in the first nine months of 2025, India was the largest supplier of rice to the Singapore market, with import value reaching nearly SGD 114 million, accounting for 32.8% of the total imported rice market share. For rice from India, Singapore currently focuses on importing two main groups: white milled rice (10063099) and parboiled rice (10063091).
Thailand is the second largest rice supplier to the Singapore market, with import value reaching SGD 112.8 million, accounting for 32.5% of the market share. Unlike rice from India, Singapore currently focuses on importing Hom Mali white rice (10063040) from Thailand.
