On the morning of October 25, at the Kim Anh - Kim Lien road under construction, reporters from Hai Phong Radio and Television recorded the road under construction. The dust was thick, there were many potholes, and rocks were scattered, making it unsafe for people and vehicles. Many sewer pipes were placed along the road, affecting visibility and obstructing traffic.

Ms. Nguyen Thi Hang in Van Minh village said that this road section has been under construction since the beginning of the year but has not been completed yet. The road surface has not been completed, the leveling is not neat, leading to air pollution and dust, affecting people's lives for many months now. "If the progress continues like this, it will not be finished until next year. It is dusty on sunny days, and muddy on rainy days," Ms. Hang said.

Ms. Nguyen Thi Yen in Cong Khe village, who often takes her child to school through this road, said: "Because this road is under construction, causing traffic congestion, when I take my child to school, I have to go to Highway 5, which is very dangerous. The other day, I tried to go on this road but couldn't, many people fell while crossing here."

Before the project was implemented, this was the Kim Anh - Kim Lien inter-commune road of Kim Thanh district, the old Hai Duong province. Due to the narrow and degraded road, in August 2024, the People's Committee of Kim Thanh district approved the Project to renovate and upgrade the traffic route from Kim Anh - Kim Lien to meet the travel needs of people in the area, while also meeting the needs of transporting goods and connecting the local socio-economic with neighboring economic regions.

The total length of the route is about 3.2 km, after completion, the road surface will be 7 m wide, paved with asphalt concrete. The route leads through the villages of Van Minh, Phan Chi, Dong My and the cultivated fields and converted land.

The project has a total budget of nearly 37 billion VND from the previous Kim Thanh district budget, implemented in the period of 2024 - 2025. The project is constructed by a joint venture: Nam Son Construction Joint Stock Company and DRG Group LLC. On January 6, 2025, the project started construction, according to the plan, the road was completed in August 2025, but to date it has not been completed.

The project to improve and upgrade the traffic route from Kim Anh - Kim Lien, Phu Thai commune, reclaimed 3.93 hectares of land from 150 households. The households agreed and supported the road construction policy. However, the project's slow progress has caused many difficulties for the people. Most of the traders in Kim Anh market hope that this road will be completed soon to serve the people's lives and business.

According to Mr. Nguyen Van Viet, Head of Professional Department 1, Kim Thanh Area Construction Investment Project Management Board (project investor), recently, the project's construction progress has been slow due to some problems with the site clearance and compensation prices according to the new and old Land Law.

Currently, the Phu Thai Commune Compensation, Support and Resettlement Council has publicly announced the compensation plan to households, but it is still related to Decision No. 3859/QD-UBND dated September 24, 2025 on "Issuing unit prices for compensation for damage to crops and livestock when the State acquires land in Hai Phong city" which must be reported and submitted to the appraisal and review council, so it is delayed. Besides, the rainy weather in August and September along with the scarcity of construction materials also slowed down the construction progress.

Currently, the construction units have completed some tasks such as: Clearing, clearing the ground, digging the ground, filling sand, grading crushed stone, constructing drainage pipes along and across the road... It is expected that the road will be completed by the end of this year. "In the coming time, the Board will actively urge the construction units to complete the road sections that have been cleared, ensuring the travel of the people", Mr. Viet said.

Comrade Le Thi Thuy Van, Vice Chairwoman of Phu Thai Commune People's Committee, said that after implementing the 2-level local government model, Phu Thai Commune has 7 projects and works to implement land clearance and recovery. The projects are all key traffic works, opening up new development space for the locality and neighboring areas.

Among the above projects, there are 6 projects transferred from the old Kim Thanh district, typically the Project to Improve and Upgrade the Traffic Route from Kim Anh - Kim Lien. “This is a traffic route with a lot of people and vehicles. Therefore, we prioritize construction and completion earlier than other projects. However, during the implementation process, there were still some problems related to unit prices and compensation, but now it has been basically completed, and the people agree and support. We will closely coordinate with the investor and construction unit to speed up the construction progress and urgently complete the route this year,” said Ms. Van.
