Extension of the bid package for repairing and relocating domestic water supply pipes of the Hung Vuong Road Project

The Provincial People's Committee has just issued an official dispatch agreeing to extend the contract implementation period for the package of repairing and relocating domestic water supply pipelines under the Hung Vuong Road Project (section from Nguyen Cong Tru Street to Nguyen Van Cu Street), Buon Ma Thuot City, Phase 1 (Project) to December 31, 2023.

Previously, in Official Dispatch No. 2745/SKHĐT-ĐTG dated October 17, 2023, the Department of Planning and Investment requested an extension of the contract implementation period for the package of repairing and relocating domestic water supply pipes under the Project. The document clearly stated that, according to the contractor selection results approved by the City Construction Investment Project Management Board in Decision No. 117/QD-DA dated March 14, 2023, the contract implementation period is 150 days (from March 15 to August 12, 2023). However, up to now, the project has only completed over 70% of the contract volume (1.2 km of construction has been completed from Ama Khe Street to the end of the route, and the 0.5 km section from Nguyen Cong Tru Street to Hung Vuong Street has not been implemented yet.

Hung Vuong Street (section adjacent to Nguyen Cong Tru Street) has not been implemented due to problems in site clearance.

According to the investor's report, the main reason for the delay is due to problems in compensation and site clearance (until September 7, 2023, the Land Fund Development Center has just handed over the site for the remaining section, but there are still problems with the relocation of electric poles and 2 households). To complete the compensation and construction work of the remaining volume, the investor and the contractor have re-determined the progress and proposed to extend the completion time of the package to December 31, 2023 (not exceeding the project implementation time approved by the Provincial People's Committee in Decision No. 3182/QD-UBND dated October 31, 2019).

Considering that the reason for the delay is objective and falls under the case of being allowed to adjust the contract implementation progress according to the provisions of Article 39 of Decree 37/2015/ND-CP of the Government , the Department of Planning and Investment requests the Provincial People's Committee to allow an extension of the contract implementation period for the package of repairing and relocating domestic water supply pipes under the Hung Vuong Road Project (section from Nguyen Cong Tru Street to Nguyen Van Cu Street), Buon Ma Thuot City, phase 1 to December 31, 2023.
