Gia Lai strengthens leadership and direction in implementing social insurance and health insurance policies

According to the Provincial People's Committee, the implementation of social insurance (SI) and health insurance (HI) policies for people in the province in recent years has always received the attention and direction of local Party committees and authorities, and close coordination between provincial departments and branches. Thereby, the number of people participating in SI and HI each year is higher than the previous year, the rights of SI and HI participants are fully guaranteed, making an important contribution to ensuring social security.

However, the number of people participating in social insurance and health insurance is not commensurate with the potential, and the slow payment of social insurance and health insurance in some enterprises affects the rights of employees.

In order to effectively implement the social insurance and health insurance policies under the new organization after the organizational structure arrangement according to Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee and Official Dispatch No. 4860/BTC-BHXH dated April 15, 2025 of the Ministry of Finance ; The Provincial People's Committee requests the provincial departments, branches and sectors; People's Committees of districts, towns and cities to strengthen the propaganda, dissemination and education of laws on social insurance and health insurance, especially the new contents stipulated in the Social Insurance Law No. 41/2024/QH15, Health Insurance Law No. 51/2024/QH15 so that cadres, party members, employers, employees and people clearly understand the necessity, role and benefits of the social insurance and health insurance policies, create consensus and unity in the implementation, promote participation in social insurance and health insurance, contributing to ensuring long-term and sustainable social security.

The Department of Home Affairs advises on the effective implementation of state management of social insurance and unemployment insurance policies in accordance with the law; annually, within its authority, it conducts planned or unscheduled inspections and examinations in accordance with the law on violations of social insurance and unemployment insurance policies and laws in order to promptly prevent evasion and delay in payment of social insurance and unemployment insurance to ensure the rights of employees.

The Department of Home Affairs coordinates with the Provincial Social Insurance to advise the Provincial People's Committee to establish, consolidate and improve the quality of operations of the Steering Committee for implementing social insurance and health insurance policies in the province, and develop regulations and operational plans for the Steering Committee to ensure quality and efficiency.

The Department of Health coordinates with the provincial Social Insurance and relevant agencies to synchronously deploy solutions to manage and effectively use the health insurance fund and estimate the costs of health insurance examination and treatment assigned. Strengthen the advisory work to help the provincial People's Committee to implement state management of health insurance through inspection, examination and handling of violations; have solutions to prevent abuse and profiteering of the health insurance fund; inspect and examine health insurance examination and treatment facilities that do not adjust unreasonably high health insurance examination and treatment costs according to recommendations and warnings of the social insurance agency.

The Department of Health directs medical examination and treatment facilities to provide adequate medicine, chemicals, and medical equipment to serve patients, and not let patients buy them themselves. Requires medical examination and treatment facilities to perform medical examination and treatment, prescribe treatment in accordance with the treatment regimen, instructions, and technical procedures of the Ministry of Health ; increase the application of information technology, digital transformation in medical examination and treatment activities, exploit VSSID and VneID applications when performing medical examination and treatment procedures; fully and accurately update information on medical examination and treatment and transmit data to the Social Insurance agency according to regulations to serve the management of medical examination and treatment, create a national database on health, build electronic health records and timely appraisal and payment of medical examination and treatment costs under health insurance.

At the same time, direct health insurance medical examination and treatment facilities to proactively detect, review, inspect and make appropriate adjustments to the increased health insurance medical examination and treatment costs according to the warning recommendations of the Social Insurance agency.

The Department of Education and Training directs general education and vocational education institutions to promote and mobilize students to participate in health insurance, assign health insurance participation targets to each educational institution, and make health insurance participation targets for students one of the criteria for assessing the level of task completion of the unit. Every year, strive for 100% of students to participate in health insurance according to the provisions of the Health Insurance Law. For schools with low health insurance participation rates, identify the causes, develop solutions to promote and mobilize students to participate in health insurance; mobilize units and philanthropists to support funding for purchasing health insurance cards for students in difficult circumstances.

The provincial Social Insurance Agency and the Social Insurance Agencies of districts, towns and cities coordinate with relevant departments, branches and units to advise and develop targets for the development of social insurance and health insurance participants in the Resolution of the People's Council on the annual socio-economic development tasks and stages of each level according to the provisions of Resolution No. 102/NQ-CP and Resolution No. 69/NQ-CP on assigning targets for the development of social insurance participants and Decision No. 546/QD-TTg on assigning targets for the implementation of health insurance coverage in the period 2022-2025 and the period 2025-2030.

The provincial Social Insurance Agency and the Social Insurance Agencies of districts, towns and cities shall preside over and coordinate with relevant agencies in implementing solutions to develop participants, reduce late payment amounts and ensure full rights of employees and people participating in social insurance and health insurance with the simplest, most reformed procedures and in the fastest time; promote inspection, examination and control, combined with prevention of abuse and profiteering to optimize social insurance and health insurance funds.

Preside over and coordinate with the Department of Home Affairs and the Department of Health to advise the Provincial People's Committee on developing programs, plans, and implementing solutions for sustainable development of social insurance and health insurance participants. Strive to complete the target of annual social insurance, health insurance, and unemployment insurance participation rate; ensure full benefits for social insurance and health insurance participants, and increase the proportion of people over retirement age who enjoy pension benefits.

Directing subordinate social insurance agencies to advise and report on the implementation of social insurance and health insurance policies to Party committees and authorities at all levels to promptly lead and direct the effective implementation of social insurance and health insurance policies in the area, ensuring the successful completion of assigned goals and targets, continuing to promote administrative reform, applying information technology, digital transformation in professional activities, improving service quality, creating favorable conditions for people to participate in and enjoy social insurance and health insurance policies according to the provisions of the Law on Social Insurance and the Law on Health Insurance.

Preside over and coordinate with relevant sectors to strengthen inspection, examination and supervision; promptly detect, rectify and strictly handle violations, especially acts of evasion, late payment, fraud and profiteering of social insurance and health insurance money, etc.

The Provincial People's Committee also assigned the Department of Finance and the People's Committees of districts, towns and cities related tasks in leading and directing the implementation of social insurance and health insurance policies.
