
It is forecasted that heavy rains will continue to occur in Gia Lai from November 18 to 20, with a high risk of flooding and landslides. Therefore, the Standing Vice Chairman of the Gia Lai Provincial People's Committee requested departments, branches, units and localities to absolutely not be subjective or negligent in preventing, combating and responding to floods. Along with focusing on thoroughly overcoming the consequences of storm No. 13, localities need to review households whose houses have collapsed or had their roofs blown off by the storm, and arrange stable accommodation for them. For areas where flooding occurs, urgently organize the evacuation of people and property to a safe place, which must be completed by 7:00 p.m. on November 18 at the latest; ensuring the "4 on-site" motto.
The Standing Vice Chairman of Gia Lai Provincial People's Committee also requested the Department of Agriculture and Environment to activate the flood response scenario from 3 p.m. on November 18. The Provincial Military Command and Provincial Police urgently support forces and means to reinforce vulnerable points and support localities in evacuating people and property.
According to the report of the Gia Lai Provincial Civil Defense Command, from November 17 to 18, Gia Lai experienced moderate to heavy rain, and in some places very heavy rain, causing the water level of rivers to rise rapidly and causing floods. The rainfall from 8:00 a.m. on November 17 to 10:00 a.m. on November 18 in the eastern part of Gia Lai province was generally 50-150 mm, in some places over 150 mm (Van Canh station: 260 mm, Canh Lien: 226 mm, An Quang: 168 mm). In the western part, it was generally 10-30 mm, in some places over 40 mm.
Due to the impact of heavy rains, by the afternoon of November 18, some areas in the province were flooded. Specifically: Quy Nhon Dong Ward had 767 households/2,234 people flooded (about 0.2 - 0.5 m). In Quy Nhon Bac Ward, there was widespread flooding in Group 6, Quarter 13, Quarter 7, Quarter 5, Quarter 1, Quarter 9. In Tuy Phuoc Commune and Tuy Phuoc Dong Commune, there was flooding and isolation in many residential areas... To ensure the safety of the people, the authorities of the communes and wards have put up signs and barriers prohibiting people and vehicles from passing through flooded sections.
Prolonged heavy rains along with the discharge of floodwaters from hydropower plants have caused the water levels of rivers and streams to rise, causing underground flooding, isolating many residential areas in communes and wards in the western region of Gia Lai. Accordingly, the underground overflow through the villages: Mo Nang 2 (Ia Pa commune), Plei Du and the training ground area in Po To commune was flooded more than 1 meter deep, isolating more than 500 households. Local authorities have set up barriers, placed warning signs and deployed forces at both ends of the underground overflow, not allowing people to move back and forth to ensure safety.
In the past 12 hours, the water levels of rivers have increased rapidly and floods have occurred. At 12 noon on November 18, the water level of the Kon River at Vinh Son station was 71.19 m (0.69 m above alert level 2), Binh Nghi station was 14.94 m (0.56 m below alert level 1), and Thanh Hoa station was 7.32 m (0.32 m above alert level 2). The Ha Thanh River at Dieu Tri station was 4.09 m (0.59 m above alert level 1). The Ba River at Ayun Pa station was 155 m (0.5 m above alert level 2), and An Khe station was 406.36 m (0.14 m below alert level 3). The An Lao River at An Hoa station was 21.78 m (0.22 m below alert level 1).
In the next 6 - 12 hours, flood water levels in the upper Ba River will continue to fluctuate but remain at a high level. The lower Ba River is likely to peak above alert level 3 by 0.5 - 1m; the Kon River is likely to peak above alert level 2. In the next 12 - 24 hours, floods in the lower Ba and Kon Rivers will remain at a high level from alert level 2 to alert level 3.
Regarding the reservoir situation, in the eastern part of the province, there are 164 reservoirs. As of 2:00 p.m. on November 18, the capacity of all reservoirs was 463.743 million m3/675.664 million m3, reaching 68.6% of the design capacity. Currently, 33 reservoirs are full of water, 47 reservoirs have overflowed. In the western part of the province, the capacity of 119 reservoirs (excluding Ia Mor reservoir managed by the Ministry of Agriculture and Environment ) is 506.870 million m3/600 million m3, reaching 84.5% of the design capacity; currently, 77 reservoirs are full of water, 83 reservoirs have overflowed.
It is forecasted that from November 19 to 20, heavy rains will continue to appear in the province, mainly concentrated in the eastern part of the province; there is a possibility of more flooding and landslides; from November 20 to 25, rainfall will gradually decrease.
