"Rescuing" 5,000 pigs from the flood waters of the Duong River in Bac Ninh, revealing a livestock farm near a clean water plant

This is a pig farm rented by Dabaco Group from local people, located next to the foot of Binh Than bridge, Gia Binh district, Bac Ninh province.

"The entire farm was flooded. Everyone should remember that the farm is near the riverbank, but there is a clean water plant about ten kilometers away. In general, in Vietnam, even if we treat the waste of tens of thousands of pigs like this, how can we finish it all?" - the person filming the video commented.

Through the investigation of Dan Viet reporter, this is the livestock farm of Mr. Nguyen Chi Hai, located in Gia Binh town, Gia Binh district, Bac Ninh province. Many years ago, Mr. Hai signed a 20-year land lease contract with households in Cao Tho and Chinh Thuong villages and a part of the public land fund of Van Ninh commune People's Committee, Gia Binh district, Bac Ninh province.

After renting the land, he renovated and leveled the land to build 14 livestock barns and auxiliary facilities for pig farming. In recent years, he leased it back to Dabaco Group. "I leased it to Dabaco" - Mr. Hai said, adding that it had been decades since there had been such a terrible flood.

Present in Gia Binh district, Bac Ninh province on the afternoon of September 12, Dan Viet reporters recorded a series of farms, construction equipment storage areas... all submerged in floodwaters on the Duong River. Along with rows of pig pens on both sides of Binh Than bridge, there is also a concrete mixing station of HNT Thang Long Construction Materials and Equipment Joint Stock Company; a scaffolding, steel box, container assembly area... and a mask manufacturing factory isolated in the middle of the floodwaters.

According to the professional sector in Bac Ninh province, the current situation of the riverbank area right next to Binh Than bridge in Van Ninh commune, Gia Binh district has 5 organizations and individuals gathering materials, producing concrete, and building livestock farms in violation of the Law on Dykes. However, up to now, the local government has not yet completely handled the violations.

Many livestock farms were illegally built on the Duong River dike.

Not only the large-scale pig farm located at the foot of Binh Than bridge, Gia Binh district, Bac Ninh province is deeply submerged under water, walking along the alluvial bank of the Duong river dike, we see many camps and livestock farms, including large-scale farms built illegally, violating the Law on Dikes.

For example, in the plan to handle violations of the Law on Dikes and the Law on Irrigation in Thuan Thanh town, Bac Ninh province, the People's Committee of Thuan Thanh town pointed out that there are still 10 cases of violations of the law on dikes in the area, including 4 cases of illegal construction of temporary shelters and illegal livestock farms on the riverbank.

Regarding the roadmap for handling violations, the People's Committee of Thuan Thanh town set a goal in 2024 to completely handle 3 cases of building camps on the riverbank for the cases of Mr. Nguyen Van Gioi and Mr. Nguyen Huu Doan (in Dinh To commune), Mr. Nguyen Huu Tuan (Dai Dong Thanh commune).

In the case of Mr. Vu Duy Tinh, who built a brick barn, 31m wide, 50m long, 2.2-3.5m high, with a corrugated iron roof, the People's Committee of Thuan Thanh town has a roadmap to handle violations until 2026!?

According to the Department of Agriculture and Rural Development of Bac Ninh province, from 2021 to present, the Dyke Management Departments and Irrigation Works Exploitation Enterprises in districts, towns and cities have detected, recorded and recommended local authorities to handle 413 cases of violations of the Law on Dykes.

However, the handling results of districts, towns and cities are very limited. In addition, for old violations from 2020 and earlier, the whole Bac Ninh province still has 1,896 cases of violations of the Law on Dikes.

Through this historic flood that only happens once every few decades, this is the time for authorities at all levels and people in Bac Ninh to recognize the harmful effects and unpredictable consequences of illegally building livestock farms, violating the Law on Dykes in the riverbank area along the Duong River.
