Song Cong City is one of the cities with advantages in economic development when located in the industrial zone around the capital Hanoi. It is a hinge urban area for the transit of goods between Thai Nguyen province and surrounding urban areas, especially the Northern key economic zone. At the same time, it is a place with a temperate climate, almost no drought or flood.

With its existing advantages, Song Cong has created more advantages for itself by building technical infrastructure and social infrastructure, building new and upgrading urban transport systems, and seamless traffic routes in the key economic region of the North.

Building new residential areas, urban areas and developing urban networks, concentrated residential areas, contributing to accelerating the process of bright - green - clean - beautiful urbanization. Investor: To attract investment, there must be effective solutions, creating breakthroughs in industry, urban areas, services, improving the business environment for investors, accompanying businesses throughout the process. So how has the city implemented this issue and what new plans does it have for the future?

Mr. Vu Duy Nghia: To specify the goals and tasks of attracting investment, developing the city's socio-economy, contributing to improving the investment and business environment and enhancing competitiveness, the City People's Committee has directed agencies, units, departments and branches to focus on promoting administrative procedure reform; digital transformation, enhancing the application of information technology in handling administrative procedures to ensure convenience, accuracy and shorten the time for performing administrative procedures for individuals, organizations and businesses.

In addition, the City People's Committee strengthens coordination with provincial departments, branches, Thai Nguyen Industrial Park Management Board and investors to do well in planning, compensation for site clearance, create all favorable conditions for administrative procedures, land allocation, ensure security and order... to attract investors to invest in the area.

Investor: In addition to policies to attract investors, keeping them is also a difficult problem. So what formula does the city have to solve this problem in recent years and in the future?

Mr. Vu Duy Nghia: Identifying investment attraction and business development as the focus in the process of socio-economic development in the city. Every year, the City People's Committee has organized dialogue conferences to work directly with businesses and investors to grasp and resolve difficulties for businesses in the area.

Especially at the beginning of the year and on the occasion of the anniversary of Vietnamese Entrepreneurs Day (October 13 every year), the City Party Committee, People's Council, and People's Committee organized meetings and discussions between local leaders and businesses and honored businesses with many achievements in production and business activities.

On the other hand, the City People's Committee has directed the tax department to strengthen tax guidance, organize training conferences, dialogues, and promptly commend enterprises with good production and business achievements, fully comply with tax obligations to the State, and listen to enterprises' opinions on tax work as well as solving difficulties in the area.

Highly focus on GPMB of key projects

Investor: It is known that one of the breakthrough solutions that Song Cong city focuses on implementing is prioritizing land acquisition and clearance, creating clean land funds to attract many large investors. So what has the city done to ensure the harmony of interests of all parties to successfully implement land acquisition and clearance?

Mr. Vu Duy Nghia: The city's compensation and site clearance work has always received attention from Party committees and authorities from the city to the grassroots level, especially the people's consensus in complying with the Land Law and compensation and site clearance support policies when the state reclaims land.

The Land Fund Development Center has closely coordinated with organizations, unions of the city, Party Committees, People's Committees of communes and wards and investors to focus on compensation and support for site clearance of key projects, pending projects, and new projects to be implemented in 2023. Resolutely enforce the enforcement of households that are slow to comply with state regulations on site clearance compensation.

Investor: So what are the results of the city's compensation and site clearance work by early 2023, and what are the obstacles, sir?

Mr. Vu Duy Nghia: As of the reporting date of March 10, 2022, the City People's Committee has issued a decision approving the compensation and support plan for land acquisition and clearance for 91 households and individuals with a total area of 4.09 hectares, with a total compensation value of 20.5 billion VND.

It is estimated that by the end of the first quarter, the compensation and support plan for land acquisition will be approved to carry out land acquisition for 157 households and individuals with a total area of 7.9 hectares, with a total compensation value of 37.7 billion VND.

Although many results have been achieved in the process of compensation for site clearance, the city still faces many difficulties and problems such as some households and individuals whose land was recovered do not cooperate, do not agree to declare land recovery, do not agree with the compensation, support and resettlement plan, do not carry out procedures on dividing inherited assets to have a basis for declaring land recovery, are not present in the locality, do not agree to receive money and hand over the site to implement the projects.

Some projects have had decisions approving compensation plans for land acquisition and clearance but the investors have not yet transferred funds for the Land Fund Development Center to pay the people such as Song Cong 2 Industrial Park project, Ba Xuyen Industrial Cluster project (phase 1, 2, 3), Ecological Urban Area project along Cong River, Bach Quang Housing Project, Kosy Urban Area project.

Increasing resistance for industrial cities

Investor: Besides being an industrial city, Song Cong is also focusing on developing public spaces to create a green - clean - beautiful landscape and environment, contributing to "increasing resistance" for the city in the face of the current climate change. So how will the city be completed according to the green - clean - beautiful urban model in the coming time be implemented?

Mr. Vu Duy Nghia: In 2021, the city invested in 2 green parks under the self-management model in Bach Quang ward and Mo Che ward.

The city is also focusing resources to develop the Song Cong city central park with an area of 21.2 hectares, expected to include a regulating lake, flower gardens, and trees. The central park project promises to become the "green lung" of the city, contributing to building an increasingly green, clean and beautiful Song Cong city.

In addition, since 2015, the city has implemented the Project to build civilized urban streets. After 8 years of implementing the Project, the city has had 10 streets recognized as civilized urban streets, thereby contributing to urban beautification, raising people's awareness and perception in sanitation, environmental protection, and preserving urban landscapes.

In the coming time, the city will continue to complete infrastructure and technical works, urban embellishment, construction of civilized and modern spaces and landscapes, and is expected to pilot wards meeting urban civilization standards in the coming time.

Investor: It is known that Song Cong city is currently striving to complete the criteria for a type II urban area. Can you tell us more about the progress of this goal and the development program?

Mr. Vu Duy Nghia: Implementing Resolution No. 04 of the Provincial Party Committee Standing Committee on building Song Cong city into a type II urban area, the city has developed plans and specific tasks and goals such as completing the Master Plan for Song Cong city construction until 2040, the Regulation on urban planning and architecture management; adjusting and establishing new zoning plans for 9/10 communes, wards and the Ghenh Che Lake Eco-Sport Urban Area and Song Cong II Industrial Park (Phase 2). Deploying the detailed planning of 1/500 for 54 urban areas, residential areas, etc.

Continue to complete investment preparation procedures for 43 projects with a total estimated investment of VND 11,624 billion. Of which: 30 public investment projects with a total investment of VND 3,180 billion and 13 non-budget projects with a total estimated investment of about VND 8,444 billion.

Focus on doing well the planning work, orienting the development of urban space, mobilizing and effectively using investment resources from the state budget and outside the state budget; deploying to attract investment projects in many forms to build infrastructure that meets the criteria and standards of a type II urban area.

Up to now, over 1,929 billion VND has been invested, of which 534 billion VND is for transportation projects; 1,395 billion VND is for residential and urban projects (18 new projects have started construction). Of which, projects using budget capital are 348 billion VND, projects outside the budget are 1,581 billion VND.

The economy continued to grow, most of the socio-economic and party building targets were achieved and exceeded; administrative reform was promoted, investment attraction had many improvements; socio-economic infrastructure received investment attention, key projects were focused on implementation.

Up to now, the results of the review of the criteria for a type II urban area have basically met the set criteria. At the same time, the Project proposing to recognize Song Cong city as a type II urban area is being submitted to the People's Council of Thai Nguyen province for approval according to regulations .
