Representatives from the Project Management Board for Investment and Construction of Transportation Infrastructure (under the Department of Construction) – the project management unit – stated that while progress in compensation, land clearance, and resettlement, as directed by the Provincial People's Committee, has achieved many results, several obstacles and bottlenecks remain unresolved. Specifically: Regarding land acquisition outside the land clearance area for Ms. Nguyen Thi Thuy (Bac Ly ward), the compensation plan has been publicly announced and will be finalized on May 2nd, 2025, for submission to the Dong Hoi City People's Committee for approval.
Regarding resettlement, for Mr. Nguyen Van Nam's household, the procedures for extending the implementation time of the technical infrastructure project for residential area 9, Bac Ly ward, have been completed. The People's Committee of Dong Hoi City held a meeting on April 23, 2025, and unanimously agreed on the policy of arranging resettlement.
However, the planned location for the household is still facing land clearance issues related to the infrastructure project for residential area TDP 9, which currently includes Ms. Nguyen Thi Tiep's household. The investor is coordinating with the People's Committee of Bac Ly Ward and the Project Management Board for Investment, Construction and Land Development (QLDA ĐTXD-PTQĐ) of Dong Hoi City to hold a meeting with Ms. Nguyen Thi Tiep to reach an agreement and adjust the planning of the infrastructure project for residential area TDP 9 and allocate land to Mr. Nguyen Van Nam's household.
Several issues still need to be resolved and completed, including: Currently, 11 out of 102 cases have not completed the land surveying process due to a lack of consensus from the residents. Land acquisition notices have been issued for 50 out of 102 cases; however, 41 cases have signed the land survey documents but have not yet received notices due to overlapping issues with the old Nam Ly-Trung Truong road project. Only 36 out of 50 cases with land acquisition notices have completed the asset inventory. Regarding the public disclosure of compensation plans, two rounds of approvals have been granted for one organization and two households with agricultural land; 12 out of 36 cases have been publicly disclosed since April 1, 2025, including 10 cases with resettlement arrangements and 2 cases with monetary compensation.
The process of allocating resettlement land and providing land compensation to 10 households in the West Huu Nghi Road Residential Area Infrastructure Project is currently facing difficulties because the project's implementation period expired in March 2020.
According to the Project Management Board for Investment and Construction of Transport Infrastructure, in order for land clearance to be completed in May 2025, the surveying and compensation consulting unit (Provincial Land Fund Development Center) must urgently complete the surveying documents for the remaining 18 out of 30 cases within the road to submit to the Dong Hoi City People's Committee for the issuance of land acquisition notices; and simultaneously conduct the inventory of the remaining 14 out of 38 cases before May 10, 2025.
Regarding the case of Mr. Nguyen Van Nam's household (eligible for resettlement), the People's Committee of Dong Hoi City directs the City's Investment and Construction Project Management Board to continue land clearance within the land area of Ms. Nguyen Thi Tiep's household to arrange resettlement for Mr. Nguyen Van Nam's household before May 10, 2025. Regarding the valuation of the ice and purified water factory, the Provincial Land Fund Development Center is urged to work promptly with the valuation consulting unit to complete the valuation certificate, publicly disclose the plan, and submit it for approval before May 15, 2025.

Regarding the relocation of technical infrastructure within the project area, there are still 6 organizations whose technical infrastructure is affected. The consulting unit needs to complete the dossier and submit it to the People's Committee of Dong Hoi City for appraisal of the cost estimate before submitting the compensation and land clearance plan. The deadline for completion is before May 15, 2025.
In response to the aforementioned obstacles, the Provincial People's Committee recently held a meeting and directed the Department of Construction to instruct the consulting unit for land surveying and compensation (Provincial Land Development Center) to focus its resources on urgently completing the remaining problematic documents regarding land surveying, asset inventory, valuation, price application, public disclosure of plans, resettlement arrangements, and land compensation for all remaining cases, ensuring completion and handover of the land to the investor in May 2025.
Regarding the land allocation procedures for resettlement and land compensation cases in the residential area west of Huu Nghi Road, the infrastructure at the planned resettlement and land compensation locations has been completed; households have drawn lots and agreed on their planned locations. The Provincial People's Committee requests the Dong Hoi City People's Committee to urgently implement the land allocation for resettlement and land compensation cases of the project so that households can hand over the land to the investor before May 20, 2025, without having to carry out supplementary land allocation and land type adjustments according to Decision No. 1952/QD-UBND, dated June 13, 2019, of the Provincial People's Committee.
