Resolve land issues once and for all

The representative of the leader of the Traffic Construction Investment Project Management Board (QLDA DTXDCTGT, under the Department of Construction) - the project management unit said: Currently, the progress of compensation, site clearance, and resettlement work under the direction of the Provincial People's Committee has achieved many results, but there are still many problems and bottlenecks that have not been resolved. Specifically: Regarding the land recovery outside the scope of site clearance for Ms. Nguyen Thi Thuy (Bac Ly ward), the compensation plan has been made public and on May 2, 2025, the public announcement was completed and the plan was submitted to the Dong Hoi City People's Committee for approval.

Regarding resettlement, for Mr. Nguyen Van Nam's household, the procedures for extending the implementation time of the technical infrastructure project (HTKT) of residential area (KDC) of residential group (TDP) 9, Bac Ly ward have been completed. Dong Hoi City People's Committee held a meeting to agree on the resettlement arrangement policy on April 23, 2025.

However, at the planned location for the household, there is still a problem with the land acquisition for the TDP 9 residential area HTKT project of Ms. Nguyen Thi Tiep's household. The investor is coordinating with the People's Committee of Bac Ly Ward, the Project Management Board for Construction Investment and Land Fund Development (QLDA DTXD-PTQD) of Dong Hoi City to meet and agree with Ms. Nguyen Thi Tiep's household to have a basis for adjusting the planning of the TDP 9 residential area HTKT project and arranging for Mr. Nguyen Van Nam's household.

One of the biggest bottlenecks in land acquisition outside the clearance scope to hand over the construction site at a railway overpass pier has basically been resolved.

Some problems need to be resolved and completed, including: Currently, 11/102 cases have not completed the measurement work due to the lack of consensus from the people. Land reclamation notices have been issued for 50/102 cases; currently, 41 cases have signed measurement documents but have not been issued notices due to overlapping with the old Nam Ly-Trung Truong road project. Asset inventory has only been completed for 36/50 cases with land reclamation notices. Regarding the public approval of compensation plans, 2 phases have been approved for 1 organization and 2 households with agricultural land; currently, 12/36 cases have been publicized since April 1, 2025, including 10 cases of resettlement arrangement and 2 cases of cash compensation.

The implementation of resettlement land allocation and land compensation for 10 households in the HTKT KDC West project of Huu Nghi Street is currently facing difficulties because the HTKT KDC West project of Huu Nghi Street has expired since March 2020.

According to the Management Board of the Traffic Construction Investment Project, in order for the site clearance work to be completed in May 2025, the measurement and compensation consulting unit, and the Land Acquisition and Compensation Center (Provincial Land Fund Development Center) must urgently complete the measurement documents for the remaining 18/30 cases of the roadbed to submit to the Dong Hoi City People's Committee to issue a notice of land recovery; at the same time, deploy the inventory of the remaining 14/38 cases before May 10, 2025.

In the case of Mr. Nguyen Van Nam's household (subject to resettlement), the People's Committee of Dong Hoi City directed the City's Project Management Board for Construction Investment and Development to continue to carry out land clearance for Ms. Nguyen Thi Tiep's household to arrange resettlement for Mr. Nguyen Van Nam's household before May 10, 2025. Regarding the valuation of the assets of the Ice and Pure Water Factory, the Provincial Land Fund Development Center urgently worked with the valuation consultant to promptly complete the certificate, publicize the plan and submit for approval before May 15, 2025.

Implementing the direction of the Provincial People's Committee and the investor, the Traffic Construction Investment Project Management Board has arranged to increase personnel to direct and coordinate with the compensation consultant to carry out the work, resolve problems with households to ensure progress and determination to complete the land acquisition in May 2025.

Regarding the relocation of technical infrastructure within the scope of project implementation, there are 6 organizations whose technical infrastructure is affected. The consulting unit needs to complete the dossier and submit it to Dong Hoi City People's Committee for appraisal of the estimate before submitting the compensation plan for site clearance and site clearance, with completion date before May 15, 2025.

Faced with the above-mentioned difficulties, the Provincial People's Committee recently held a meeting and directed the Department of Construction to direct the consulting unit for measurement and compensation for site clearance (Provincial Land Acquisition and Compensation Center) to focus human resources to urgently complete the remaining documents on measurement, asset inventory, valuation, pricing, publicizing plans, resettlement arrangements and land compensation in all remaining cases, ensuring completion and handover of the site to the investor in May 2025.

Regarding the land allocation procedures for resettlement and land compensation cases in the residential area west of Huu Nghi Street, the infrastructure at the locations planned for resettlement and land compensation has been completed; households have drawn lots and agreed on the planned locations. The Provincial People's Committee requests the People's Committee of Dong Hoi City to urgently implement land allocation for resettlement and land compensation cases of the project so that households can hand over the site to the investor before May 20, 2025 without having to carry out additional land allocation and adjust the land type according to Decision No. 1952/QD-UBND, dated June 13, 2019 of the Provincial People's Committee.
