Based on the above reality, the head of the Ho Chi Minh City Department of Education and Training requested the Department of Education and Training of districts and Thu Duc City to resolutely direct the principals of the units on the above issue. Any principal who makes a mistake, the Department of Education and Training must take measures to handle. "As for the principals of high schools, when they make a mistake, I will directly handle it. We must be resolute with each other like that, first of all for the benefit of the students but also for the honor of teachers. At the beginning of the school year and when organizing the first semester summary, we should only look at the school that has done a lot for the students, not sit back and review whether this school did this right or that wrong..." - Mr. Hieu emphasized.

In particular, it emphasizes the requirement for schools to diversify payment channels, not creating advantages for any bank or payment intermediary unit... In particular, pay attention to choosing a payment service provider with the lowest fee or no fee to introduce to parents and students; publicly announce in many forms the fee for using non-cash payment services, and at the same time provide instructions on how to do it on the school's instruction board, monthly collection notice... so that parents can choose according to their needs.

The leaders of the Department of Education and Training also requested that educational institutions publicly commit to full quality education and training, facilities, tuition fees, and other fees. All fees must be fully and publicly announced in writing to parents, students, and pupils; the school's finance department collects money, issues receipts, and invoices for each pupil and pupil, and does not assign teachers to directly collect and spend money, and at the same time fully implement financial management regimes according to regulations.

For the People's Committee of Thu Duc City and districts: Direct the Department of Education and Training to coordinate with the Department of Finance and Planning based on the operational plan, revenue and expenditure estimates and proposed collection levels of each educational unit (including continuing education facilities) to review service revenues, support educational activities and other revenues in accordance with regulations to unify the collection level framework suitable to the actual situation of each locality, not to equalize the collection levels before organizing implementation...
