From 2020 to 2023, the Department of Natural Resources and Environment of Dien Bien district has received a total of 81 petitions under its jurisdiction, including 5 complaints, 4 denunciations, 72 petitions and reflections. The petitions mainly focus on land recovery, compensation, support, resettlement, and issuance of land use right certificates... To date, the Department of Natural Resources and Environment has resolved 73 petitions; and is handling 7 cases.
At the Dien Bien District Land Management Center, from 2020 to May 31, 2023, 36 petitions and complaints related to site clearance and issuance of land use right certificates have been received. To date, the Center has resolved 33 petitions and complaints; 3 are still in the process of being resolved.
At the monitoring session, members of the monitoring team focused on giving their opinions on the shortcomings and limitations in the process of handling complaints, denunciations, reflections and recommendations of the above units. In particular, they focused on clarifying pending and prolonged petitions, petitions under consideration and resolution. Specifically, at the Department of Natural Resources and Environment, there were 7 petitions and at the Land Management Center, there were 3 petitions. According to the units, most of the late and prolonged petitions were complicated, dealing with issues that occurred many years ago, with insufficient basis for verification; and at the same time, they involved many levels and sectors, and issues that had to wait for instructions from provincial departments, branches and sectors. In some cases, the storage of records and documents was incomplete, and legal regulations had changed a lot, so the resolution encountered many difficulties and problems, and did not ensure the time limit as prescribed.
Speaking at the meeting, Comrade Lo Thi Bich, Standing Member, Head of the Provincial People's Council's Legal Committee, on behalf of the Supervisory Team, acknowledged and highly appreciated the work of handling petitions, complaints and denunciations of the Land Management Center and the Department of Natural Resources and Environment in the period of 2020 - 2023. In the coming time, it is recommended that the Land Management Center pay more attention to advisory work in handling and resolving complaints, denunciations, reflections and recommendations; the Department of Natural Resources and Environment should pay more attention to archiving records of citizen reception and petition settlement; review the settlement plan for a number of cases accordingly. Regarding a number of recommendations of the Land Management Center and the Department of Natural Resources and Environment (Dien Bien district), the Supervisory Team acknowledged and will synthesize and report to competent authorities for consideration and appropriate adjustment.
