Higher education: Breakthroughs from investment mechanisms

Dr. Ly Thanh Tien, Head of the Real Estate Department, Faculty of Business Administration, Ho Chi Minh City University of Technology (HUTECH), commented: "From the perspective of a university lecturer, I believe this is a correct direction, addressing the root of inherent problems and opening a new chapter for the development of higher education in Vietnam."

Mr. Tien argued that the foundation of all reforms lies in changing the mindset regarding the allocation and use of resources. The core of this innovation is the shift from a "subsidized" administrative management philosophy to a modern and efficient governance philosophy.

Dr. Ly Thanh Tien believes that the policy of decisively shifting from a "subsidized allocation" mechanism to a "targeted strategic investment" is a correct and necessary step.

According to him, the model of allocating budgets in a uniform, scattered manner has stifled competition and created a leveling mentality. This leads to a waste of resources as capital is dispersed, while units with potential lack the capacity to break through.

The shift towards investing in education as a “development investment” has transformed the State's role from a “provider” to a “strategic investor.” This investment aims for a clear return: a high-quality workforce and enhanced economic competitiveness.

The tool for fulfilling this role is the "ordering" mechanism, creating a market for training and research services where universities must compete on quality to receive the investment they deserve.

This approach is perfectly aligned with the role of a "development-oriented state," directing social resources toward national priority goals.

Dr. Tien emphasized that the spirit of Resolution 71 has granted full autonomy to universities, enabling them to be independent in finance, personnel, and academics. Full autonomy will create a positive development cycle: financial autonomy helps improve quality, good quality in turn enhances reputation and increases revenue, thereby providing more resources for reinvestment.

"Of course, great autonomy must go hand in hand with a commensurate accountability mechanism. This is a new 'social contract,' requiring universities to demonstrate their worthiness through an effective and transparent internal governance structure, an independent quality assurance system, and absolute transparency to the entire society," he stated.

According to Dr. Ly Thanh Tien, proactively implementing training models that comprehensively connect with businesses has been a strategic direction that Ho Chi Minh City University of Technology (HUTECH) has been pursuing for many years.

HUTECH also designs its training programs based on competency orientation, prioritizing skills and critical thinking. Experts from businesses are invited to co-teach many courses. Heavy theoretical exams are replaced by project-based learning.

Dr. Tien affirmed: "The ultimate goal of these models is to produce graduates who not only possess specialized knowledge but also have the ability to work effectively and think creatively as soon as they leave the classroom. This is the most practical way for education to accompany and serve the prosperous development of the country."
