Are teachers banned from tutoring in pre-primary school?

It is common for parents to let their children attend extra primary school classes, but is it legal for teachers to teach extra primary school classes?


Many people believe that attending pre-primary classes will help children prepare well before entering first grade. Meanwhile, many people believe that studying in advance will make children lose interest when they start formal education.

From here, many people wonder if the Ministry of Education and Training issued a regulation prohibiting extra tutoring for primary school students, will teachers also be banned from giving extra tutoring to pre-primary school students?

Are teachers allowed to teach extra classes in pre-primary school?

In Directive 2325, the Ministry of Education and Training rectifies the situation of teaching before the first grade curriculum (also known as pre-primary teaching).

Specifically, the Departments of Education and Training are responsible for directing the Departments of Education and Training, primary schools, and preschool education departments in the area to coordinate in promoting propaganda so that parents and society are properly aware of the harmful effects of pre-teaching and not letting children learn the first grade curriculum in advance.

In addition, teachers are strictly prohibited from organizing or participating in teaching in advance of the first grade program and absolutely not organizing in advance of the first grade program for children; not requiring children to practice coloring or writing.

The Ministry Inspectorate presides over the organization of inspections and guides and directs education inspectors at all levels to conduct inspections, checks, and strictly handle violations of teaching the first grade curriculum in advance.

Thus, teaching and learning pre-primary school as prescribed is not encouraged and is against the law. However, in reality, teaching and learning pre-primary school program has been relatively popular throughout the past time.

Cases where extra tutoring is not allowed

Article 4, Circular 29/2024 stipulates 3 cases where extra teaching and extra teaching are not allowed as follows:

  • Do not organize extra classes for primary school students, except in the following cases: art training, physical education, and life skills training.
  • Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money to students that the teacher is assigned to teach by the school according to the school's educational plan.
  • Teachers at public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.

If schools, tutoring facilities, organizations or individuals violate regulations on tutoring and learning, depending on the nature and severity of the violation, they will be handled according to the provisions of law.

In addition, heads of agencies, organizations and units whose cadres, civil servants and public employees violate regulations on extra teaching and learning, depending on the nature and severity of the violation, shall be handled according to the provisions of law.
