On September 11, the People's Committee of Le Chan Ward organized forces to resolutely relocate shops and stalls encroaching on sidewalks and roads around the areas of the Viet Tiep Friendship Hospital, Hai Phong International General Hospital, Hai Phong International Obstetrics and Pediatrics Hospital and the parking lot at 125 Nguyen Duc Canh Street. Mr. Nguyen Duc Kien in Le Chan Ward said that the streets of Hai Ba Trung, Tran Nguyen Han, Nguyen Duc Canh have significantly reduced the number of food stalls, fruit stalls, street vendors, and billboards scattered on sidewalks and roads... The streets are much neater and more orderly than before. Therefore, traffic is smoother, significantly reducing congestion.

In Luu Kiem ward, the section through National Highway 10 and the General Market has clearly changed when the sidewalks are clear and tidy. Mr. Nguyen Trung Hieu, Deputy Head of the Economic and Urban Department of the ward, said that since September 10, the locality has completed leveling, cleaning, and creating a surface area for the General Market area for people to do business and sell vegetables, fruits, and food in the right place. From there, it has contributed to eliminating the situation of spontaneous market meetings, causing congestion and traffic insecurity on residential roads around the market area.

In the West of the city, since the end of August 2025, the police, military and specialized departments, offices, and heads of 37 residential groups of Hai Duong ward have been mobilized to focus on inspecting and handling acts of encroachment on sidewalks and roads for business and trading. Many cases of illegal advertising signs that obstructed traffic on Tam Giang and Nguyen Huu Cau streets... have also been removed. In parallel with reminding, inspecting and handling violations, the locality requires representatives of business households to sign a commitment not to re-offend, comply with regulations, and contribute to creating a clear change in building a civilized urban lifestyle.

With the determination of many localities, sidewalks and roads at many main roads, intersections, market areas, schools, hospitals and crowded residential areas... have been improved and transformed in appearance, contributing to making the city cleaner, more beautiful and more spacious. The problem is that maintaining this openness and civilization is always a difficult problem to solve and depends largely on the determination of local authorities.

Hai Duong ward authorities started to restore order on the streets and sidewalks early, from the end of August 2025.

Need regularly, continuously

The city is moving towards building a modern, civilized urban area, so the issue of ensuring order on roads, sidewalks, environmental sanitation, and traffic safety is becoming more urgent and requires sustainability. Localities cannot only organize campaigns on holidays, New Year, anniversaries or major events, but need to identify them as key, regular tasks. From there, local authorities strengthen inspection and handling of illegal acts. At the same time, mass organizations enhance their role in propaganda and mobilization of people as the main subjects to participate, creating sustainability.

Vice Chairman of the People's Committee of Luu Kiem Ward, Luong Thuy Lam, said that since the first day of establishment of Luu Kiem Ward, the Party Committee - People's Committee of the ward identified the work of restoring urban order and building an urban aesthetic lifestyle as the key content. Therefore, the locality has completed the steering committee to ensure traffic order and safety, developed plans, implemented synchronously and drastically many solutions, and corrected violations of urban order. The ward assigned the police force as the core, organized regular patrols, especially during rush hours in markets, schools and key routes. In the immediate future, the locality will organize inspections and remind people continuously every day in September. After that, maintain inspections every other day, and handle them thoroughly for a long time, aiming to quickly change people's habits.

In addition to the above solution, Chief of Office of Thuy Nguyen Ward People's Committee Tran Huy Binh said that Thuy Nguyen Ward People's Committee has increased monitoring of ensuring order on streets and sidewalks remotely through camera systems and smart urban applications.

According to Nguyen Thi Thu Thuy, Permanent Vice Chairwoman of Hai Duong Ward People's Committee, the locality has stepped up propaganda, raised the responsibility of the government and people, promoted community supervision, and built the movement of "self-managed streets, civilized streets". On the other hand, the ward has organized regular campaigns from now until the end of 2025, mobilizing households and businesses to actively respond, contributing to building the locality and city more and more civilized and modern.
