The people of the province are very happy with the strong progress of the province because the local potential is quite favorable for socio-economic development that not every locality has such as: maritime routes, roads, highways, railways, seaports and soon, airways. Not only that, Binh Thuan province has a long coastline, large fishing grounds, which are very favorable for the development of the marine economy, especially tourism development. The increasing number of industrial zones is also an advantage for the development of Binh Thuan province. However, in the period of industrialization and modernization of the country, ensuring human resources to meet development requirements is a key factor, but in reality, the province is currently lacking highly qualified workers, especially in the fields of logistics, information technology, science and technology, etc. The Resolution of the 14th Provincial Party Congress sets the goal of developing the province quickly, sustainably and strongly in the marine economy, energy and tourism. In particular, human resources are the decisive factor in achieving all goals, so the province focuses on developing high-quality human resources in all fields. The 13th National Party Congress continues to identify human resource development, especially high-quality human resources, as a strategic breakthrough, a decisive factor in promoting the development and application of science and technology, restructuring the economy, transforming the growth model and the most important competitive advantage, ensuring rapid, effective and sustainable development. To effectively implement this resolution, Binh Thuan province has also focused on the field of digital transformation and has made important steps in digital transformation, being one of the pioneering localities in implementing digital transformation according to 3 main pillars: Digital Government, Digital Economy and Digital Society. This is considered an important task to soon bring Binh Thuan into the group of 20 leading provinces and cities in the country in digital transformation. In addition, the province also focuses on developing high-quality human resources to create a premise for sustainable socio-economic development, contributing to promoting the industrialization and modernization of the country. In Binh Thuan, vocational training is increasingly receiving attention and direction from Party committees and authorities at all levels. Vocational training institutions have many favorable conditions to perform assigned tasks, contributing to increasing the quantity and quality of labor through vocational training. Along with that, the province also focuses on building, consolidating and gradually strengthening the team of managers and teachers of vocational training institutions. Diversifying training forms such as mobile training in villages, communes, cooperatives, etc. to reduce costs and travel time, creating favorable conditions for workers to participate in vocational training. The authorities also signed many joint coordination programs with the Farmers' Association, Women's Union, and Youth Union to promote vocational training and create jobs for members at all levels in districts, communes and villages. Every year, hundreds of students are also trained in vocational skills and connected to jobs at the school under the Vietnam General Confederation of Labor. In the 2024-2025 school year, the school enrolled 550 students from the province to study at the intermediate level, reaching 137.5% of the assigned target. In the period of promoting industrialization, modernization and international integration, human resource development is considered one of the three breakthroughs in the strategy of transforming the country's socio-economic development model. Clearly identifying this, over the years, Binh Thuan province has also had many timely and appropriate policies and strategies in developing high-quality human resources to meet the country's development goals. One of the highlights in the province's human resource development strategy is that all levels, sectors and subjects participating in human resource development are proactive in building a workforce training structure in line with the general development trend of the world, focusing on vocational training, overcoming the situation of having too many teachers and not enough workers, and training linked to actual needs.
To continue training high-quality human resources in the coming time, Binh Thuan province will continue to raise awareness of all levels, sectors and workers about human resource development, especially high-quality human resource development. Strengthen cooperation with central ministries, sectors, localities and international organizations to develop human resources.
