Hanoi rectifies management of multi-level marketing activities

Accordingly, in order to implement the proposal of the Ministry of Industry and Trade in Official Dispatch No. 2624/BCT-CT dated April 14, 2025 notifying the opinion of the Minister of Industry and Trade, the City People's Committee directs as follows.

The Department of Industry and Trade coordinates with the National Competition Commission, the Ministry of Industry and Trade and other departments, branches and units to contribute opinions in the process of amending and perfecting legal regulations on the management of multi-level business activities in the direction of meeting the requirements of strict management of security and order for multi-level business activities, especially for new licensing cases.

At the same time, strengthen inspection, examination and strictly handle violations of the law in multi-level sales activities; closely monitor conferences, seminars and training activities on multi-level sales. Along with that, continue to effectively monitor the implementation of the law in the management of multi-level business activities for the People's Committees of districts, towns and cities.

The Department of Industry and Trade actively coordinates with the City Police and related professional units in the fight against, prevention and control of crimes and other related violations of the law. Strengthening propaganda activities, disseminating knowledge and laws to raise people's awareness of multi-level marketing activities; coordinating and training cadres and civil servants of departments, branches, units, People's Committees of districts, towns and cities in the city to improve expertise and management skills of multi-level marketing.

The Departments of Agriculture and Environment, Finance, Health, Science and Technology, Justice; City Police; City Inspectorate; Tax Department Region I; State Bank Branch Region 1 and People's Committees of districts, towns and cities coordinate with the Department of Industry and Trade in the process of reviewing, researching, proposing, amending and supplementing legal documents on management of multi-level business activities.

At the same time, proactively coordinate with the Department of Industry and Trade in developing, perfecting and seriously and regularly implementing the coordination regulations between agencies. Disseminate knowledge and laws to raise people's awareness of multi-level sales activities; send officials and civil servants to participate in training programs organized by the Department of Industry and Trade or central agencies; strengthen inspection and examination work.
