(NLDO) - Hanoi proposes to increase fines in the traffic sector by 1.5-2 times compared to Decree 168/2024 for 107 violations, applicable from July.

The Hanoi People's Committee has just completed a draft resolution regulating fines for a number of administrative violations in the field of road traffic in Hanoi. After collecting comments, the draft resolution will be submitted to the City People's Council, expected to take effect from July.

The draft clearly states that Hanoi is the political , economic, cultural and educational center of the country with an area of over 3,300km2 and a population of over 8.5 million people, is the headquarters of central agencies, diplomatic agencies, representative offices of international organizations, and is an important traffic hub of the country with a diverse transportation system,...

According to the draft, the awareness of traffic participants in the past time is still limited, participating in traffic according to subjective awareness (low awareness, lack of self-awareness, as well as poor understanding of traffic laws). The situation of violators continues, often repeating certain violations (not complying with road markings, signs, not wearing helmets, going the wrong way, entering prohibited roads, wrong lanes,...).

The draft said that the Resolution regulating the fines for a number of administrative violations in the field of road traffic in Hanoi is being consulted and will increase the fines based on criteria such as: Negative impact on public order, traffic infrastructure, common nature; causing accidents and congestion.

Accordingly, the Hanoi People's Committee said that on December 26, 2024, the Government issued Decree 168/2024 regulating administrative sanctions for violations of traffic safety and order in the field of road traffic; deducting and restoring points on driving licenses, in which the penalties for some violations have been increased. However, through practical assessment and the situation of traffic safety and order violations in the area, the Hanoi People's Committee assessed that it is necessary to continue to increase the penalties for some violations to raise the awareness of self-compliance of traffic participants, gradually forming a traffic culture, controlling and reducing congestion and accidents.

The legal basis for increasing the fine is the Capital Law 2024, which took effect from January 1, allowing the Hanoi People's Council to prescribe fines no more than twice as high as the fines prescribed by the Government for certain administrative violations in road traffic.

Accordingly, some acts under current regulations have low fines, in the draft resolution the city proposes to increase them by 2 times, for acts with high fines, it is proposed to increase them by 1.5 times; the specific proposed fines for some violations are as follows:
