Hanoi adjusts land price list, applicable until the end of 2025

Kinhtedothi - On December 20, 2024, the Hanoi People's Committee issued Decision No. 71/2024/QD-UBND on amending and supplementing a number of contents in Decision No. 30/2019/QD-UBND dated December 31, 2019.

According to the new decision, the current land price list will be adjusted and continue to be effective from January 1, 2020 to December 31, 2025.

Previously, according to Decision No. 30/2019/QD-UBND, Hanoi's land price list was applied from 2020 and was expected to end on December 31, 2024. However, to ensure stability, suitability with the actual situation, and at the same time meet the requirements of socio -economic development in the transition period before developing a new land price list, the City People's Committee decided to extend the application period of the land price list by one year, until December 31, 2025.

The important highlight of Decision No. 71/2024/QD-UBND is the addition and amendment of regulations related to the principles of determining land location, land price according to land plot depth and decreasing price according to distance. This not only ensures fairness in land management, but also accurately reflects the land use value in each area.

According to the new regulations, land location is determined based on profitability, infrastructure conditions and access distance to roads and streets listed in the land price list. Specifically: Location 1: Land adjacent to roads and streets listed in the land price list. Location 2: Land adjacent to alleys with a cross-section of 3.5m or more. Location 3: Land adjacent to alleys with a cross-section of 2m to less than 3.5m. Location 4: Land adjacent to alleys with a cross-section of less than 2m.

For plots of land far from roads and streets, the price list stipulates the following distance-based discount rates: From 200m to 300m: 5% discount; from 300m to 400m: 10% discount; from 400m to 500m: 15% discount; from 500m and above: 20% discount. This adjustment is to ensure that the price is consistent with the actual land use conditions and economic value, avoiding the situation of unreasonable high pricing for plots of land far from the central area.

The decision also provides land price classifications according to land plot depth: From 0 to 100m: Apply 100% of land price according to regulations; from 100 to 200m: Reduce 10%; from 200 to 300m: Reduce 20%; from 300m and above: Reduce 30%.

In particular, the price list of agricultural land in residential areas is supplemented with flexible regulations. Specifically, the price of agricultural land in residential areas can be higher than the price of agricultural land outside residential areas, but not exceeding 50% of the corresponding price of agricultural land in other areas. This is to encourage the effective use of agricultural land in residential areas, while ensuring the interests of land users.

For residential land and commercial service land in rural areas, the land price list is detailed for each commune and area. In particular, land plots located outside the 200m range from the streets listed in the price list will be subject to a reduced price corresponding to the distance regulations.

The extension and adjustment of the land price list this time is to ensure transparency, fairness and suitability to reality. At the same time, this is also an important stepping stone for the city to prepare for the construction of a new land price list in the period of 2026-2030, in accordance with the amended Land Law that will take effect from 2024.

Decision No. 71/2024/QD-UBND takes effect from January 1, 2025. In the coming time, relevant departments, branches and People's Committees of districts, towns will implement and at the same time strengthen propaganda so that people and businesses can grasp and comply with the regulations.
